중소벤처기업부(장관 한성숙, 이하 중기부)는 APEC 중소기업 장관회의(이하 중소기업 장관회의)와 연계하여 2025 중소기업 혁신 네트워크 포럼을 9월 3일(수)부터 4일(목)까지 이틀간 제주에서 개최했다고 밝혔다.
중소기업 혁신 네트워크 포럼은 중소기업 R&D 정책 분야 최대 싱크탱크로서, 올해는 APEC 중소기업 장관회의 중점과제인 혁신성장(, Innovative Growth)과 연계하여 ‘중소벤처기업 혁신, 세계를 연결하다: 딥테크 기반 글로벌 성장전략’을 주제로 개최했다.
먼저, APEC 회원국과 국내외 산학연 전문가·중소기업이 함께하는 글로벌 토크콘서트를 통해 캐나다, 중국, 대만, 베트남 등과 중소기업 성장 지원 정책을 상호 공유하고 글로벌 협력방안을 모색했다.
이어, 첨단제조 등 응용기술 분야의 세계적 선도 연구기관인 프라운호퍼 연구소, 유명 공과대학을 보유한 퍼듀대학교, 기업수요 기반 애로해결 R&D를 지원하는 슈타인바이스 재단 관계자들이 참석하여 글로벌 공동R&D 우수사례를 발표했다.
이들 연구기관은 중기부가 올해 처음 도입한 글로벌협력형R&D 사업의 주요 협력 파트너 기관이며, 이러한 협력관계 확대를 위해 금번 행사를 계기로 중소기업기술정보진흥원과 프라운호퍼 간 기술이전, 인력교류 등을 포함하는 글로벌R&D 협력 MOU도 체결했다.
마지막으로, ‘디지털 플랫폼 및 AI 등 신기술 트렌드 동향과 중소기업 혁신’을 주제로 하여 한-미간 전문가 정책 교류 프로그램도 진행하였다. 이를 통해 디지털 경제 혁신에서 중소기업의 역할, 각 국의 신기술 규제 현황과 중소기업에 대한 영향을 심도 있게 논의했다.
한편, 중기부는 중소기업의 기술혁신과 기술주도 진짜 성장을 이끌 연구개발(R&D) 예산에 ’25년 대비 45% 늘어난 역대 최대 규모인 2조 1,955억원을 편성하였다. 지난 ’24년 범부처 R&D 감액이 있었지만, 이번 확대 편성을 통해 중소기업 기술혁신의 마중물이 되는 R&D 예산이 정상 궤도로 복귀했으며, 확대 편성된 예산은 ‘중소벤처 딥테크 스케일업 전략’ 등 이번 포럼의 전략 이행을 뒷받침할 계획이다.
한성숙 장관은 “중소기업 혁신 네트워크 포럼은 중소벤처기업 R&D 정책 분야 최대 싱크탱크로서 기술혁신 전략 방향을 모색하고 글로벌 네트워크를 강화하는 중요한 플랫폼”이라며 “우리 중소벤처기업의 기술 기반 글로벌 성장과 해외진출을 가속화하기 위해 중기부의 정책 역량을 집중하겠다”고 밝혔다.

The Ministry of SMEs and Startups held the "2025 SME Innovation Network Forum."
The Ministry of SMEs and Startups (Minister Han Sung-sook, hereinafter referred to as the Ministry of SMEs and Startups) announced that it held the 2025 SME Innovation Network Forum in Jeju for two days from Wednesday, September 3 to Thursday, September 4 in conjunction with the APEC SME Ministerial Meeting (hereinafter referred to as the SME Ministerial Meeting).
The SME Innovation Network Forum, the largest think tank in the field of SME R&D policy, held this year's forum in conjunction with the APEC SME Ministerial Meeting's key agenda of "Innovative Growth" under the theme of "SME Innovation, Connecting the World: Deep Tech-Based Global Growth Strategy."
First, through a global talk concert with APEC member countries, domestic and international experts from academia, industry, and research, and small and medium-sized enterprises, we shared policies to support the growth of small and medium-sized enterprises with countries such as Canada, China, Taiwan, and Vietnam, and explored global cooperation measures.
Next, representatives from the Fraunhofer Institute, a world-leading research institute in applied technologies such as advanced manufacturing; Purdue University, which has a renowned engineering school; and the Steinweiss Foundation, which supports R&D to solve corporate needs-based challenges, attended and presented best practices in global joint R&D.
These research institutes are key partners in the global collaborative R&D project introduced for the first time this year by the Ministry of SMEs and Startups. To expand this partnership, the Korea Technology Information Promotion Agency for SMEs and Startups and Fraunhofer signed an MOU for global R&D cooperation, including technology transfer and personnel exchange, on the occasion of this event.
Finally, a Korea-US expert policy exchange program was held on the topic of "Trends in new technologies such as digital platforms and AI and innovation in SMEs." This program provided in-depth discussions on the role of SMEs in digital economy innovation, the current state of new technology regulations in each country, and the impact on SMEs.
Meanwhile, the Ministry of SMEs and Startups has allocated a record-breaking KRW 2.1955 trillion to its research and development (R&D) budget, a 45% increase from 2025, to drive technological innovation and genuine technology-led growth for SMEs. While there was a cross-ministerial R&D cut in 2024, this expansion brings the R&D budget, which serves as a catalyst for SME technological innovation, back on track. The expanded budget will also support the implementation of this forum's strategies, including the "SME Venture Deep Tech Scale-Up Strategy."
Minister Han Seong-sook said, “The SME Innovation Network Forum is the largest think tank in the field of R&D policy for SMEs and ventures, and is an important platform for exploring strategic directions for technological innovation and strengthening global networks.” She added, “We will focus the Ministry of SMEs and Startups’ policy capabilities to accelerate the technology-based global growth and overseas expansion of our SMEs and ventures.”

中期部が「2025中小企業イノベーションネットワークフォーラム」を開催
中小ベンチャー企業部（長官韓成熟、以下中期部）は、APEC中小企業長官会議（以下、中小企業長官会議）と連携し、2025中小企業イノベーションネットワークフォーラムを9月3日（水）から4日（木）まで2日間、済州で開催したと明らかにした。
中小企業イノベーションネットワークフォーラムは中小企業のR&D政策分野最大のシンクタンクであり、今年はAPEC中小企業長官会の重点課題であるイノベーション成長（「Innovative Growth」と連携して「中小ベンチャー企業イノベーション、世界をつなげる：ディープテックベースのグローバル成長戦略」をテーマに開催。
まず、APEC加盟国と国内外産学研の専門家・中小企業が共にするグローバルトークコンサートを通じて、カナダ、中国、台湾、ベトナムなどと中小企業の成長支援政策を相互共有し、グローバル協力案を模索した。
続いて、先端製造など応用技術分野の世界的先導研究機関であるフラウンホッパー研究所、有名工科大学を保有するパーデュ大学、企業需要基盤のアロー解決R&Dを支援するシュタインバイス財団関係者らが参加し、グローバル共同R&D優秀事例を発表した。
これらの研究機関は、中期部が今年初めて導入したグローバル協力型R&D事業の主要協力パートナー機関であり、このような協力関係拡大のために今回の行事をきっかけに、中小企業技術情報振興院とフラウンホッパー間の技術移転、人材交流などを含むグローバルR&D協力MOUも締結した。

一方、中期部は中小企業の技術革新と技術主導の実質成長をリードする研究開発(R&D)予算に'25年比45%増えた歴代最大規模の2兆1,955億ウォンを編成した。去る'24年犯部処R&D減額があったが、今回の拡大編成を通じて中小企業技術革新の迎えになるR&D予算が正常軌道に戻り、拡大編成された予算は'中小ベンチャーディープテックスケールアップ戦略'など今回のフォーラムの戦略履行を裏付ける計画だ。
ハン・ソンスク長官は「中小企業イノベーションネットワークフォーラムは、中小ベンチャー企業のR&D政策分野最大のシンクタンクとして技術革新戦略の方向を模索し、グローバルネットワークを強化する重要なプラットフォーム」とし「私たち中小ベンチャー企業の技術基盤のグローバル成長と海外進出を加速するため、中期部の政策力量を集中した」と明らかにした。

中小企业和创业部（部长韩成淑，以下简称中小企业和创业部）宣布，与亚太经合组织中小企业部长级会议（以下简称中小企业部长级会议）同期，于9月3日星期三至9月4日星期四在济州岛举办了为期两天的2025年中小企业创新网络论坛。
中小企业创新网络论坛是中小企业研发政策领域最大的智库，今年的论坛与亚太经合组织中小企业部长级会议“创新增长”的关键议程相结合，主题为“中小企业创新，连接世界：基于深度技术的全球增长战略”。
首先，我们通过与亚太经合组织成员国、国内外学术界、产业界、研究界专家以及中小企业代表举行全球对话会，与加拿大、中国、台湾、越南等国家和地区分享了支持中小企业发展的政策，并探讨了全球合作措施。
接下来，来自弗劳恩霍夫研究所（世界领先的应用技术研究机构，例如先进制造）、普渡大学（拥有著名的工程学院）和斯坦维斯基金会（支持研发以解决企业需求挑战）的代表出席并介绍了全球联合研发的最佳实践。

Le ministère des PME et des Start-ups a organisé le « Forum du réseau d'innovation des PME 2025 ».
Le ministère des PME et des Startups (ministre Han Sung-sook, ci-après dénommé le ministère des PME et des Startups) a annoncé qu'il a tenu le Forum du réseau d'innovation des PME 2025 à Jeju pendant deux jours, du mercredi 3 septembre au jeudi 4 septembre, en conjonction avec la réunion ministérielle des PME de l'APEC (ci-après dénommée la réunion ministérielle des PME).
Le Forum du Réseau d'innovation des PME, le plus grand groupe de réflexion dans le domaine des politiques de R&D des PME, a tenu cette année son forum en parallèle de l'ordre du jour clé de la réunion ministérielle de l'APEC sur les PME, intitulé « Croissance innovante », sous le thème « Innovation des PME, connecter le monde : stratégie de croissance mondiale basée sur les technologies de pointe ».
Tout d'abord, lors d'un concert-débat mondial réunissant les pays membres de l'APEC, des experts nationaux et internationaux issus du monde universitaire, de l'industrie et de la recherche, ainsi que des petites et moyennes entreprises, nous avons partagé des politiques visant à soutenir la croissance des petites et moyennes entreprises avec des pays comme le Canada, la Chine, Taïwan et le Vietnam, et exploré des mesures de coopération mondiale.
Ensuite, des représentants de l'Institut Fraunhofer, un institut de recherche de renommée mondiale dans le domaine des technologies appliquées telles que la fabrication avancée ; de l'Université Purdue, qui possède une école d'ingénieurs renommée ; et de la Fondation Steinweiss, qui soutient la R&D pour résoudre les défis liés aux besoins des entreprises, ont participé et présenté les meilleures pratiques en matière de R&D conjointe mondiale.
Ces instituts de recherche sont des partenaires clés du projet mondial de R&D collaborative lancé cette année par le ministère des PME et des Startups. Afin de renforcer ce partenariat, l'Agence coréenne de promotion de l'information technologique pour les PME et les Startups et l'Institut Fraunhofer ont signé, à l'occasion de cet événement, un protocole d'accord portant sur la coopération mondiale en matière de R&D, incluant le transfert de technologies et les échanges de personnel.
Enfin, un programme d'échange d'experts Corée-États-Unis a été organisé sur le thème « Tendances des nouvelles technologies telles que les plateformes numériques et l'IA et l'innovation dans les PME ». Ce programme a permis des discussions approfondies sur le rôle des PME dans l'innovation de l'économie numérique, l'état actuel de la réglementation des nouvelles technologies dans chaque pays et son impact sur les PME.
Parallèlement, le ministère des PME et des Startups a alloué un montant record de 2 195,5 milliards de wons (KRW) à son budget de recherche et développement (R&D), soit une augmentation de 45 % par rapport à 2025, afin de stimuler l’innovation technologique et une véritable croissance des PME axée sur la technologie. Malgré une réduction interministérielle des crédits de R&D en 2024, cette augmentation permet de remettre sur les rails le budget de R&D, véritable catalyseur de l’innovation technologique des PME. Ce budget accru soutiendra également la mise en œuvre des stratégies de ce forum, notamment la « Stratégie d’accélération des PME dans le domaine des technologies de pointe ».
La ministre Han Seong-sook a déclaré : « Le Forum du réseau d’innovation des PME est le plus important groupe de réflexion en matière de politique de R&D pour les PME et les jeunes entreprises. Il constitue une plateforme essentielle pour explorer les orientations stratégiques de l’innovation technologique et renforcer les réseaux internationaux. » Elle a ajouté : « Nous mobiliserons les ressources du ministère des PME et des Startups afin d’accélérer la croissance mondiale, fondée sur la technologie, et l’expansion à l’étranger de nos PME et jeunes entreprises. »
