중소벤처기업부(장관 한성숙, 이하 중기부)는 11일(목), ‘2025년 모태펀드 2차 정시 출자’ 사업의 운용사 선정을 마쳤다고 밝혔다.
6.5:1의 경쟁률을 보였던 이번 출자사업에서는 모태펀드가 3,100억원을 출자해 15개 펀드 6,000억원 규모의 벤처펀드를 선정했다. 선정된 펀드는 3개월 내 결성하는 것을 전제로 진행하여, 올해 안에 결성 완료 및 투자 개시를 목표로 할 예정이다.
이번 2차 정시 출자사업의 핵심은 ｢NEXT UNICORN Project｣로, 글로벌 AI·딥테크 기술패권 경쟁이 가속화되는 상황 속에서 국내 유망 벤처·스타트업이 창업 단계에서 스케일업까지 성장할 수 있도록 대규모 집중 투자를 지원한다. 이와 더불어 창업초기 소형 펀드도 함께 조성하여, 초기투자 활성화를 통해 창업 생태계에 활력을 불어넣을 예정이다.
분야별 선정 결과는 다음과 같다.
AI·딥테크 분야 전문기술인력 창업기업 대상으로 초기 투자를 지원하는 ‘NEXT UNICORN Project 스타트업 펀드’가 9개 펀드, 2,600억원 규모로 선정됐다. 급변하는 딥테크 분야에서 경쟁 우위를 선점하기 위해, 산업·연구 경력을 보유한 전문인력이 창업한 유망 스타트업에 중점 투자될 예정이다.
다음으로 AI·딥테크 분야 기업에 평균 100억원 이상 스케일업 투자를 지원하는 ‘NEXT UNICORN Project 스케일업 펀드’가 2개 펀드, 3,100억원 규모로 선정되었다. 이 펀드는 중기부 지원사업 참여기업 중 공공기관이 우수 성과기업으로 추천한 기업에 중점 투자될 수 있도록 연계할 계획으로, 정부가 육성한 유망 기업의 스케일업에 기여할 것으로 기대된다.
특히, 이번 정부 AI 유니콘 육성 의지에 발맞춰 국내 1호 유니콘 기업인 ‘쿠팡’에서도 후배 유니콘 기업 탄생을 위해 이번 ‘NEXT UNICORN Project 스케일업 펀드’에 대규모로 출자에 나섰다. 쿠팡이 그간 축적한 AI 기술 기반 노하우를 바탕으로 국내 AI 산업 발전에 기여할 수 있는 후배 기업을 육성한다는 취지다.
이 밖에 ‘창업초기 소형 펀드’가 4개 펀드, 201억원 규모로 선정되어, AI·딥테크 뿐만 아니라 일반 초기기업에도 투자금이 공급될 수 있도록 지원할 예정이다. 창업기획자, 창조경제센터, 대학기술지주 등이 유망 스타트업의 발굴부터 보육, 투자까지 전주기 지원하여 창업 생태계에 활력을 불어넣을 것으로 기대된다.
한성숙 장관은 “이번 출자사업 선정 결과는 정부의 AI·딥테크 유니콘 육성 정책에 민간이 적극 호응했다는 점에서 의미가 크다”며 “정부가 발굴·지원한 유망 기업이 향후 국가 성장동력을 책임질 글로벌 선도 기업으로 성장할 수 있도록 모태펀드가 지원을 확대해나가겠다”고 밝혔다.

The Ministry of SMEs and Startups (Minister Han Sung-sook, hereinafter referred to as the Ministry of SMEs and Startups) announced on Thursday the 11th that it has completed the selection of an operator for the '2025 Mother Fund 2nd Regular Subscription' project.
This round, which saw a competitive ratio of 6.5:1, saw the mother fund invest 310 billion won, selecting 15 venture funds totaling 600 billion won. The selected funds are expected to be established within three months, with the goal of completing formation and initiating investment within the year.
The core of this second round of regular investment is the "NEXT UNICORN Project." Amidst the accelerating global competition for AI and deep tech technology supremacy, the project will provide large-scale, concentrated investment to support promising domestic ventures and startups as they grow from the founding stage to scale-up. Furthermore, a small-scale fund will be established to facilitate early-stage investments, thereby revitalizing the startup ecosystem.
The selection results by field are as follows.
The "NEXT UNICORN Project Startup Fund," which supports early-stage investments in startups led by AI and deep tech professionals, has selected nine funds with a total value of KRW 260 billion. To secure a competitive edge in the rapidly evolving deep tech sector, the fund will prioritize investments in promising startups founded by professionals with industry and research experience.
Next, the "NEXT UNICORN Project Scale-Up Fund," which supports scale-up investments of an average of KRW 10 billion or more for AI and deep tech companies, was selected for two funds totaling KRW 310 billion. This fund plans to prioritize investments in companies participating in the Ministry of SMEs and Startups' support programs and recommended by public institutions as performing well. This is expected to contribute to the scale-up of promising companies fostered by the government.
Notably, in line with the government's commitment to fostering AI unicorns, Coupang, Korea's first unicorn company, has made a large-scale investment in the "NEXT UNICORN Project Scale-up Fund" to foster the creation of future unicorns. Coupang aims to leverage its accumulated AI technology expertise to foster future companies that can contribute to the advancement of the domestic AI industry.
Additionally, four "Early-stage Small Funds" worth 20.1 billion won have been selected, providing investment support not only to AI and deep tech companies but also to general early-stage companies. This support, provided by startup planners, creative economy centers, and university technology holding companies, is expected to revitalize the startup ecosystem by providing full-cycle support, from discovery to incubation and investment, for promising startups.
Minister Han Seong-sook said, “The results of this investment project selection are significant in that the private sector has actively responded to the government’s policy of fostering AI and deep-tech unicorns,” and added, “The mother fund will expand its support so that promising companies discovered and supported by the government can grow into global leading companies that will be responsible for the nation’s future growth engines.”

中小ベンチャー企業部（長官ハン・ソンスク、以下中期部）は１１日（木）、「２０２５年のモテファンド２次定時出資」事業の運用会社選定を終えたと明らかにした。
6.5:1の競争率を見せた今回の出資事業では、モテファンドが3,100億ウォンを出資し、15のファンド6,000億ウォン規模のベンチャーファンドを選定した。選ばれたファンドは3ヶ月以内に結成することを前提に進め、今年中に結成完了および投資開始を目指す予定だ。
今回の2次定時出資事業の核心は「NEXT UNICORN Project」で、グローバルAI・ディープテク技術覇権競争が加速する状況の中で、国内有望ベンチャー・スタートアップが創業段階からスケールアップまで成長できるように大規模集中投資を支援する。これとともに創業初期の小型ファンドも共に造成し、初期投資活性化を通じて創業生態系に活力を吹き込む予定だ。
分野別選定結果は次の通りである。
AI・ディープテック分野専門技術人材創業企業の対象として初期投資を支援する「NEXT UNICORN Projectスタートアップファンド」が9基、2,600億ウォン規模に選ばれた。急変するディープテック分野で競争優位を先取りするため、産業・研究キャリアを保有した専門人材が創業した有望スタートアップに重点投資される予定だ。
次に、AI・ディープテック分野企業に平均100億ウォン以上のスケールアップ投資を支援する「NEXT UNICORN Projectスケールアップファンド」が2つのファンド、3,100億ウォン規模に選ばれた。このファンドは、中基部支援事業参加企業のうち、公共機関が優秀成果企業として推薦した企業に重点投資できるように連携する計画で、政府が育成した有望企業のスケールアップに寄与すると期待される。
特に、今回の政府AIユニコーン育成意志に合わせて国内1号ユニコーン企業である「クパン」でも後輩ユニコーン企業誕生のために今回の「NEXT UNICORN Projectスケールアップファンド」に大規模に出資に乗り出した。クパンがこれまで蓄積したAI技術基盤ノウハウを土台に国内AI産業発展に寄与できる後輩企業を育成するという趣旨だ。
このほか「創業初期の小型ファンド」が4つのファンド、201億ウォン規模に選定され、AI・ディープテックだけでなく一般初期企業にも投資金が供給できるように支援する予定だ。創業企画者、創造経済センター、大学技術持株などが有望スタートアップの発掘から保育、投資まで全周期支援し、創業生態系に活力を吹き込むと期待される。
ハン・ソンスク長官は「今回の出資事業選定の結果は政府のAI・ディープテクユニコーン育成政策に民間が積極的に呼応したという点で意味が大きい」とし「政府が発掘・支援した有望企業が今後の国家成長動力を責任を負うグローバルな先導企業に成長できるようモテファンドが支援を拡大していく。

本轮融资的竞争比例为6.5:1，母基金投资3100亿韩元，遴选出15支风险投资基金，总规模达6000亿韩元。入选基金预计将在三个月内成立，目标是在年内完成组建并开始投资。
第二轮常规投资的核心是“下一个独角兽项目”。在全球人工智能和深度科技领域竞争日趋激烈的背景下，该项目将提供大规模、集中的投资，支持国内有潜力的创业公司和初创企业从创立阶段发展壮大。此外，还将设立小额基金，促进早期投资，从而重振创业生态系统。
按字段筛选结果如下。
“NEXT UNICORN Project Startup Fund”旨在支持由人工智能和深度科技专业人士领导的初创企业早期投资，目前已遴选出九支基金，总规模达2600亿韩元。为了在快速发展的深度科技领域保持竞争优势，该基金将优先投资于由具有行业和研究经验的专业人士创立的、前景广阔的初创企业。
接下来，旨在支持人工智能和深度科技公司规模化发展（平均投资额达100亿韩元或以上）的“NEXT UNICORN项目规模化基金”入选，该基金将设立两期总额达3100亿韩元的基金。该基金计划优先投资于参与韩国中小企业和创业部扶持计划且经公共机构推荐表现优异的公司。预计这将有助于政府扶持的优秀企业实现规模化发展。

Le ministère des PME et des Start-ups (ministre Han Sung-sook, ci-après dénommé le ministère des PME et des Start-ups) a annoncé jeudi 11 qu'il avait finalisé la sélection d'un opérateur pour le projet « 2e souscription régulière au Fonds Mère 2025 ».
Ce tour de table, qui a affiché un ratio de 6,5:1, a vu le fonds mère investir 310 milliards de wons et sélectionner 15 fonds de capital-risque pour un montant total de 600 milliards de wons. Ces fonds devraient être créés dans un délai de trois mois, l'objectif étant de finaliser leur constitution et de commencer à investir d'ici la fin de l'année.
Au cœur de ce deuxième cycle d'investissement se trouve le projet « NEXT UNICORN ». Face à l'accélération de la concurrence mondiale pour la suprématie dans les domaines de l'IA et des technologies de pointe, ce projet fournira des investissements importants et ciblés afin de soutenir la croissance de jeunes entreprises et de startups nationales prometteuses, de leur création à leur développement. Par ailleurs, un fonds d'investissement de petite taille sera créé pour faciliter les investissements en phase d'amorçage, contribuant ainsi à dynamiser l'écosystème des startups.
Voici les résultats de la sélection par champ.
Le fonds d'investissement « NEXT UNICORN Project Startup Fund », qui soutient les investissements en phase d'amorçage dans les startups dirigées par des professionnels de l'IA et des technologies de pointe, a sélectionné neuf fonds pour un montant total de 260 milliards de wons coréens. Afin de garantir un avantage concurrentiel dans le secteur des technologies de pointe en pleine expansion, le fonds privilégiera les investissements dans des startups prometteuses fondées par des professionnels possédant une expérience à la fois industrielle et de recherche.
Ensuite, le fonds d'accélération du projet « NEXT UNICORN », qui soutient les investissements d'accélération d'un montant moyen de 10 milliards de wons ou plus pour les entreprises spécialisées en IA et en technologies de pointe, a été sélectionné pour deux fonds totalisant 310 milliards de wons. Ce fonds prévoit de privilégier les investissements dans les entreprises participant aux programmes de soutien du ministère des PME et des Startups et recommandées par les institutions publiques pour leurs bonnes performances. Il devrait ainsi contribuer à l'accélération de la croissance des entreprises prometteuses soutenues par le gouvernement.
Conformément à l'engagement du gouvernement à favoriser l'émergence de licornes de l'IA, Coupang, première licorne coréenne, a investi massivement dans le « Fonds d'accélération du projet NEXT UNICORN » afin de stimuler la création des futures licornes. Coupang entend ainsi mettre à profit son expertise en technologies d'IA pour accompagner l'essor d'entreprises contribuant au développement du secteur coréen de l'IA.
Par ailleurs, quatre fonds d'investissement de démarrage d'une valeur de 20,1 milliards de wons ont été sélectionnés. Ces fonds soutiendront non seulement les entreprises spécialisées en IA et en technologies de pointe, mais aussi les jeunes entreprises en général. Ce soutien, apporté par des incubateurs de startups, des pôles d'économie créative et des sociétés de portefeuille technologiques universitaires, devrait dynamiser l'écosystème des startups en offrant un accompagnement complet, de la découverte à l'incubation et à l'investissement, aux startups prometteuses.
La ministre Han Seong-sook a déclaré : « Les résultats de cette sélection de projets d'investissement sont significatifs car ils témoignent de la réponse active du secteur privé à la politique gouvernementale visant à encourager les licornes spécialisées dans l'IA et les technologies de pointe », et a ajouté : « Le fonds de soutien renforcera son appui afin que les entreprises prometteuses découvertes et soutenues par le gouvernement puissent devenir des leaders mondiaux et contribuer à la croissance future du pays. »
