기술보증기금(이사장 김종호, 이하 ‘기보’)은 정부의 AI 전환 정책 기조에 맞춰 개인정보의 보호 수준을 강화하기 위해 AI 기반으로 보안체계 고도화를 본격 추진한다고 17일(수) 밝혔다.
이번 조치는 국민이 신뢰할 수 있는 AI 행정서비스 환경을 조성하고, 고객의 개인정보를 안전하게 보호하기 위한 기술 중심의 보안강화 전략의 일환으로 마련됐다.
기보는 지난 4일부터 한 달간 내부 문서에 포함된 개인정보에 대하여 ‘AI 기반 개인정보 자동 마스킹 시범사업’을 운영하고 있다. 이 사업은 문서파일 내 주요 개인정보 항목을 자동 탐지해 비식별 처리하는 것으로, 도입 효과에 대한 실효성 있는 검증을 거쳐 향후 전사적 적용을 검토할 계획이다.
또한 기보는 ‘전자서고 고도화’를 통해 고객이 제출한 전자서류에 포함된 개인정보를 AI 기반의 광학문자인식(AI-OCR) 기술로 자동 식별하고 마스킹 처리하는 시스템을 연내 도입한다. 이를 통해 직원이 직접 개인정보를 마스킹하던 기존 방식을 개선하고, 개인정보 외부 유출 위험을 사전에 방지할 수 있는 기술적 보안체계를 구축할 계획이다.
아울러 기보는 우편 고지서의 오배송이나 분실 등으로 발생할 수 있는 개인정보 유출을 원천 차단하기 위해 ‘모바일 전자고지 시스템’도 연내 도입할 예정이다. 해당 시스템은 고객의 스마트폰으로 고지서를 송달하고, 본인 인증을 거쳐야만 열람할 수 있어 개인정보 보호와 업무 효율성 제고에 실질적인 효과가 기대된다.
김종호 기보 이사장은 “기보는 AI 정부 실현을 뒷받침하기 위해 보안체계 고도화를 지속적으로 추진하고 있다”며, “기보는 앞으로도 기술 중심의 업무혁신을 통해 개인정보를 철저히 보호하고, 보안체계를 지속적으로 강화함으로써 국민의 신뢰를 더욱 높여 나가겠다”고 밝혔다.

Kibo is advancing its AI-based personal information security system.
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced on Wednesday the 17th that it will actively pursue the advancement of its security system based on AI to strengthen the level of protection of personal information in line with the government’s AI transition policy.

Kibo has been conducting a pilot project for AI-based automatic personal information masking for personal information contained in internal documents for a month, starting on the 4th. Furthermore, through its "Electronic Library Enhancement," KIBO plans to introduce a system within the year that automatically identifies and masks personal information contained in electronic documents submitted by customers using AI-based optical character recognition (AI-OCR). This will improve upon the existing method of employee-direct personal information masking and establish a technological security system that proactively prevents the risk of personal information leaks.
Furthermore, KIBO plans to introduce a "mobile electronic notification system" within the year to prevent personal information leaks that could arise from misdelivery or loss of postal notices. This system will deliver notices to customers' smartphones and require identity verification for viewing, which is expected to have a tangible effect on personal information protection and improved work efficiency.

今回の措置は、国民が信頼できるAI行政サービス環境を造成し、顧客の個人情報を安全に保護するための技術中心のセキュリティ強化戦略の一環として設けられた。
ギボは去る4日から1ヶ月間内部文書に含まれた個人情報に対して「AIベースの個人情報自動マスキング試験事業」を運営している。この事業は文書ファイル内の主要個人情報項目を自動検出して非識別処理することで、導入効果に対する実効性のある検証を経て今後の全社的適用を検討する計画だ。
また、記事は「電子書庫高度化」を通じて顧客が提出した電子書類に含まれる個人情報をAIベースの光学文字認識（AI-OCR）技術で自動識別しマスキング処理するシステムを年内に導入する。これにより、職員が直接個人情報をマスキングしていた既存の方式を改善し、個人情報の外部流出リスクを事前に防止できる技術的セキュリティ体系を構築する計画だ。
また、起報は郵便告知書の誤配送や紛失などで発生する可能性のある個人情報の流出を源泉遮断するため、「モバイル電子告知システム」も年内に導入する予定だ。当該システムは顧客のスマートフォンで告知書を送達し、本人認証を経なければ閲覧でき、個人情報保護と業務効率性向上に実質的な効果が期待される。
キム・ジョンホ棋保理事長は「棋譜はAI政府の実現を支えるためにセキュリティシステムの高度化を継続的に推進している」とし、「記事は今後も技術中心の業務革新を通じて個人情報を徹底的に保護し、セキュリティシステムを継続的に強化することで国民の信頼をさらに高めていく」と明らかにした。

La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé mercredi 17 qu'elle poursuivra activement le développement de son système de sécurité basé sur l'IA afin de renforcer le niveau de protection des informations personnelles conformément à la politique de transition vers l'IA du gouvernement.
Cette mesure s'inscrit dans une stratégie d'amélioration de la sécurité axée sur la technologie, visant à créer un environnement de service administratif d'IA fiable pour le public et à protéger en toute sécurité les informations personnelles des clients.
Kibo mène depuis le 4 un projet pilote d'anonymisation automatique des données personnelles contenues dans des documents internes, grâce à l'intelligence artificielle. Ce projet détecte et dépersonnalise automatiquement les informations personnelles clés au sein des fichiers. Après avoir vérifié l'efficacité de la solution, l'entreprise envisage un déploiement à l'échelle de l'organisation.
Par ailleurs, grâce à son projet d’« Amélioration de la bibliothèque électronique », KIBO prévoit de mettre en place d’ici la fin de l’année un système qui identifiera et masquera automatiquement les informations personnelles contenues dans les documents électroniques soumis par les clients, grâce à la reconnaissance optique de caractères basée sur l’intelligence artificielle (IA-OCR). Ce système améliorera la méthode actuelle de masquage des informations personnelles directement auprès des employés et établira un système de sécurité technologique qui préviendra proactivement les risques de fuites d’informations personnelles.
Par ailleurs, KIBO prévoit de mettre en place d'ici la fin de l'année un système de notification électronique mobile afin de prévenir les fuites de données personnelles pouvant résulter d'une mauvaise distribution ou de la perte d'avis postaux. Ce système enverra les notifications sur les smartphones des clients et exigera une vérification d'identité pour les consulter, ce qui devrait avoir un impact concret sur la protection des données personnelles et améliorer l'efficacité du travail.
Kim Jong-ho, président de l'Institut coréen de technologie (KITO), a déclaré : « Le KITO poursuit sans cesse le développement de son système de sécurité afin de soutenir la mise en place d'un gouvernement basé sur l'IA », et « Le KITO continuera de protéger rigoureusement les informations personnelles grâce à une innovation commerciale axée sur la technologie et de renforcer continuellement son système de sécurité afin d'accroître encore la confiance du public. »
