스타트업 생태계 전반의 분위기가 침체된 와중에도 향후 전망에 대해서는 긍정적으로 바라보는 이들이 점차 늘어나고 있다. 스타트업 생태계에 속해 있는 창업자와 재직자는 물론 대기업 재직자, 취준생 그룹에서도 서서히 인식의 변화가 일어나고 있음이 관측된다.
스타트업 지원단체 스타트업얼라이언스는 18일 서울 마포구에 위치한 프론트원에서 창업자·스타트업 재직자·대기업 재직자·취준생 총 800명을 대상으로 한 설문조사 분석한 ‘스타트업 트렌드리포트 2025’를 공개했다.
‘스타트업 트렌드리포트’는 2014년부터 스타트업얼라이언스와 오픈서베이가 공동으로 시행해온 설문조사로 올해로 12회를 맞았다. 설문조사는 매년 동일하게 적용되는 질의사항 외에 최신 스타트업 트렌드와 정책적 변화, 그해의 특별했던 이슈 등을 반영한 추가 항목으로 구성된다. 특히 올해는 올해는 새 정부의 스타트업 정책 관련 특별 서베이를 포함시켰다.
‘스타트업 트렌드리포트’에 따르면 창업자들은 올해 스타트업 생태계 전반의 분위기를 54.5점으로 평가해 2년 연속 상승한 수치를 보였다. ▲정부/공공 부문의 강력한 드라이브 ▲민간 부문의 적극적 지원사업 증가 ▲사회적 인식의 변화 등에 따라 지표상에서 나타나는 긍정 변화 인식이 유의미하게 증가한 것으로 보인다.
스타트업 창업자들이 꼽은 각 분야 선호 1위는 ▲블루포인트: 민간 엑셀레이터(AC) ▲알토스벤처스: 벤처캐피탈(VC) ▲카카오벤처스: 기업주도형 벤처캐피탈(CVC) ▲ 구글스타트업캠퍼스: 활용 희망 창업지원센터다. 창업자들의 설문 응에 따르면 스타트업 지원에 가장 적극적이라고 인식되는 사기업은 ‘네이버’이며, 공공기관은 ‘창업진흥원(KISED)’이다.
설문 응답자들은 ‘스타트업 생태계의 향후 전망’에 대해서는 긍정적으로 변할 것이라고 응답한 이가 35.5%, 매우 긍정적으로 변할 것이라고 답한 이가 7%로 긍정 답변을 내놓은 이가 42.5%에 달했다. 이는 전년 대비 25% 이상 상승한 수치이다. 긍정적 답변을 내놓은 이들은 주요 긍정 이유에 대해 정부의 정책 지원 강화를 꼽았다. 다만 부정적 답변을 내놓은 이들의 답을 보면 경제위기 가능성/경제상황 악화, 글로벌 경기 둔화 및 편중적 투자 등 우려 요인이 병존하고 있음을 알 수 있다.
스타트업 생태계 활성화를 위한 ‘정부 역할 평가’는 전년 54.6점에서 6점 증가한 60.6점을 기록했다. 설문 응답자들은 정부가 개선해주었으면 하는 사항의 1~3순위는 ▲생태계 기반 자금 확보 및 투자 활성화 ▲각종 규제 완화 ▲인수합병(M&A)/기업공개(IPO) 활성화 지원이었다. 완화가 필요한 정부 규제는 ▲행정절차 간소화 ▲금융 규제 ▲스타트업 규제 완화가 주로 언급되었다.
설문 응답자 가운데 창업자와 스타트업 재직자의 경우, ‘2025년 스타트업 투자 시장 평가’에 대해서는 창업자가 스타트업 재직자 대비 투자 시장에 대해 보다 긍정적으로 평가하는 경향을 보였다. 스타트업 투자시장이 ‘매우 성장’했다고 응답한 창업자는 14%, 스타트업 재직자는 6.5%다.
금번 ‘스타트업 트렌드 리포트 2025’에서 주목할 만한 포인트는 ‘스타트업 전반 인식’을 혁신적/창의적 이미지라고 응답한 이들이 모든 그룹에서 증가했다는 점이다. ‘가장 빠르게 성장하는 스타트업’은 토스, 당근, 컬리 등이 언급됐다. ‘일하는 방식 알고 싶은 스타트업’은 토스, 당근, 쿠팡 등이라는 결과가 나왔다.
특히 ‘일하는 방식 알고 싶은 스타트업’에서는 뤼튼, 퓨리오사 등 AI기업이 등장했는데, 이는 AI가 불러일으킬 거대한 변화 가운데 응답자들이 어떤 기업을 눈여겨보고 있는지와 AI기업의 업무 프로세스 등을 참고해 자기 역량을 강화해보고자 하는 마음이 있음을 보여주었다.
이날 패널 토론도 이어졌다. 패널은 ▲중소벤처기업부 심재윤 창업정책과장 ▲알토스벤처스 정인혜 팀장 ▲강남언니 황조은 홍보이사 ▲카카오벤처스 김치원 부대표가 참석했다.
패널들은 스타트업 창업자, 재직자들에게 참고가 될 수 있는 위기 극복 경험을 공유하며 토론을 이어갔다.
강남언니 황조은 이사는 매우 소액의 금액조차 비용 절감하며 어려운 회사상황을 극복했던 경험에 대해 이야기하며, “불확실성에 대비하기 위해 다방면으로 노력하는 한편 위기를 기회로 보기 위해 다각도로 분석하는 감각을 키우면 탄력적인 위기대응역량을 가질 수 있다”고 조언했다.
알토스벤처스 정인혜 팀장은 과거 실리콘뱅크 파산 이슈가 알토스벤처스에 미쳤던 영향과 임직원의 불안감 해소와 조직의 동요를 막기 위해 시행했던 내용을 언급하며 “구성원이 하나 되어 위기를 극복하면 조직은 더 견고하고 단단해질 수 있다”고 말했다.
중소벤처기업부 심재윤 과장은 최근 “창업기업 수가 줄고 있지 않느냐라는 질문을 많이 받는다”고 운을 띄웠다. 심재윤 과장은 “스타트업, 소상공인이 통계에 섞여 있기는 하지만 따로 구분하여 보는 기술창업의 경우 전반적인 평가 자체는 괜찮다고 본다”며 스타트업의 역량을 강화시키는데 어떻게 도움을 줄지에 대해 많은 고민을 하고 있다고 밝혔다.
이날 좌장을 맡은 이기대 스타트업얼라이언스 센터장은 “거시경제에 대한 불안감은 여전하나 정부와 민간의 노력으로 생태계 분위기를 긍정적으로 보는 인식이 늘고 있다”고 전했다. 이기대 센터장은 “다만 스타트업 재직자의 근무 만족도가 조사 시작 이래 최저치인 35%까지 하락해 대기업 절반 수준인 것은 심각한 문제”라고 짚었다.

Despite the overall stagnation in the startup ecosystem, a growing number of people are optimistic about the future outlook. A gradual shift in perception is observed not only among entrepreneurs and employees within the startup ecosystem, but also among employees at large corporations and job seekers.
Startup support group Startup Alliance released the 'Startup Trend Report 2025', which is an analysis of a survey of 800 entrepreneurs, startup employees, employees of large companies, and job seekers, conducted at Front One in Mapo-gu, Seoul on the 18th.
The "Startup Trend Report," a survey jointly conducted by Startup Alliance and Open Survey since 2014, is now in its 12th year. In addition to the same questions that apply every year, the survey includes additional items reflecting the latest startup trends, policy changes, and special issues of the year. This year's report notably included a special survey on the new administration's startup policies.
According to the "Startup Trend Report," entrepreneurs rated the overall startup ecosystem climate this year at 54.5 points, marking a second consecutive year of growth. The significant increase in positive changes reflected in the indicators appears to be due to a number of factors, including: strong government and public sector initiatives; increased proactive support from the private sector; and shifting social perceptions.
The top choices for startup founders in each field are ▲Bluepoint: a private accelerator (AC), ▲Altos Ventures: a venture capital (VC), ▲Kakao Ventures: a corporate venture capital (CVC), and ▲Google Startup Campus: a preferred startup support center. According to the founders' survey, the private company most actively supporting startups is Naver, while the public institution is the Korea Institute for Startup and Entrepreneurship Development (KISED).
Survey respondents expressed a positive outlook for the future of the startup ecosystem, with 35.5% saying it would change positively, and 7% saying it would change very positively, for a total of 42.5%. This represents an increase of more than 25% from the previous year. Those who responded positively cited strengthened government policy support as the primary reason for their optimism. However, the responses of those who responded negatively reveal the coexistence of concerns, including the possibility of an economic crisis/worsening economic conditions, a global economic slowdown, and concentrated investment.
The "Government Role Evaluation" for revitalizing the startup ecosystem scored 60.6 points, up six points from 54.6 points the previous year. Survey respondents ranked the top three areas they hope the government would improve: securing ecosystem-based funding and stimulating investment, easing various regulations, and supporting mergers and acquisitions (M&A) and initial public offerings (IPOs). Government regulations in need of relaxation were primarily cited as simplification of administrative procedures, financial regulations, and deregulation of startups.
Among survey respondents, founders and startup employees tended to have a more positive assessment of the startup investment market in 2025 than startup employees. 14% of founders and 6.5% of startup employees responded that the startup investment market has grown significantly.
A notable point in this year's "Startup Trend Report 2025" is the increase in the number of respondents who identified startups as having an innovative/creative image when asked about their overall perception of startups. The "fastest-growing startups" cited were Toss, Carrot, and Kurly. The startups whose work styles people want to know about were Toss, Carrot, and Coupang.
In particular, in the 'Startups that want to know how they work' section, AI companies such as Rutton and Furiosa appeared, which showed that respondents are keeping an eye on which companies they are looking at amidst the huge changes that AI will bring about, and that they want to strengthen their own capabilities by referring to the work processes of AI companies.
A panel discussion followed that day. Panelists included: Shim Jae-yoon, Director of the Startup Policy Division at the Ministry of SMEs and Startups; Jeong In-hye, Team Leader at Altos Ventures; Hwang Jo-eun, Public Relations Director at Gangnam Unni; and Kim Chi-won, Vice President of Kakao Ventures.
The panel continued the discussion by sharing their experiences overcoming crises that could be helpful to startup founders and employees.
Director Hwang Jo-eun of Gangnam Unnie shared her experience overcoming difficult company situations by cutting costs, even by very small amounts, and advised, “If you make multifaceted efforts to prepare for uncertainty and develop a sense of analyzing crises from various angles to see them as opportunities, you can develop resilient crisis response capabilities.”
Team Leader Jeong In-hye of Altos Ventures mentioned the impact of the past Silicon Bank bankruptcy issue on Altos Ventures and the measures implemented to relieve the anxiety of employees and prevent organizational unrest, saying, “If members unite and overcome a crisis, the organization can become stronger and more resilient.”
Shim Jae-yoon, a director at the Ministry of SMEs and Startups, recently said, "I've been receiving a lot of questions about whether the number of startups is decreasing." He added, "While startups and small business owners are mixed in the statistics, I believe the overall assessment of technology startups, when viewed separately, is satisfactory." He added that he is giving considerable thought to how to help strengthen the capabilities of startups.
Lee Ki-dae, director of the Startup Alliance Center, who moderated the event, said, "While macroeconomic anxiety persists, government and private sector efforts are increasing the positive perception of the ecosystem." However, he noted, "The fact that job satisfaction among startup employees has plummeted to 35%, the lowest level since the survey began, half the level seen among large corporations, is a serious problem."

アンケート回答者の中で創業者とスタートアップ在職者の場合、「2025年スタートアップ投資市場評価」については、創業者がスタートアップ在職者対比投資市場に対してより肯定的に評価する傾向を示した。スタートアップ投資市場が「非常に成長」したと答えた創業者は１４％、スタートアップ在職者は６．５％だ。
今回の「スタートアップトレンドレポート2025」で注目すべきポイントは、「スタートアップ全般認識」を革新的/創造的なイメージと答えた彼らがすべてのグループで増加したという点だ。 「最も急成長するスタートアップ」はトス、ニンジン、カリーなどが言及された。 「働く方法知りたいスタートアップ」はトス、ニンジン、クパンなどという結果が出た。

D'après l'enquête menée auprès des fondateurs, l'entreprise privée qui soutient le plus activement les startups est Naver, tandis que l'institution publique la plus active est l'Institut coréen pour le développement des startups et de l'entrepreneuriat (KISED).
Les personnes interrogées ont exprimé un optimisme quant à l'avenir de l'écosystème des startups : 35,5 % estiment qu'il évoluera positivement et 7 % qu'il évoluera très positivement, soit un total de 42,5 %. Cela représente une augmentation de plus de 25 % par rapport à l'année précédente. Les personnes ayant répondu positivement ont cité le renforcement du soutien des politiques publiques comme principale raison de leur optimisme. Cependant, les réponses négatives révèlent la coexistence de préoccupations, notamment la possibilité d'une crise économique ou d'une détérioration de la conjoncture, un ralentissement de l'économie mondiale et une concentration des investissements.
L'« Évaluation du rôle du gouvernement dans la revitalisation de l'écosystème des startups » a obtenu un score de 60,6 points, soit une hausse de six points par rapport aux 54,6 points de l'année précédente. Les personnes interrogées ont classé les trois principaux domaines dans lesquels elles souhaitent que le gouvernement apporte des améliorations : garantir le financement de l'écosystème et stimuler l'investissement, alléger la réglementation et soutenir les fusions-acquisitions et les introductions en bourse. Les principales réglementations à assouplir concernent la simplification des procédures administratives, la réglementation financière et la déréglementation des startups.
Parmi les personnes interrogées, les fondateurs et les employés de startups avaient tendance à avoir une vision plus positive du marché des investissements dans les startups en 2025 que les employés de startups. 14 % des fondateurs et 6,5 % des employés de startups ont indiqué que le marché des investissements dans les startups avait connu une croissance significative.
Un point notable du rapport « Startup Trend Report 2025 » de cette année est l'augmentation du nombre de répondants qui perçoivent les startups comme ayant une image innovante et créative. Parmi les startups à la croissance la plus rapide citées figurent Toss, Carrot et Kurly. Quant aux startups dont les méthodes de travail suscitent le plus d'intérêt, il s'agit de Toss, Carrot et Coupang.
En particulier, dans la section « Startups qui veulent savoir comment elles fonctionnent », des entreprises d'IA telles que Rutton et Furiosa sont apparues, ce qui montre que les répondants gardent un œil sur les entreprises qu'ils observent face aux changements considérables que l'IA va engendrer, et qu'ils souhaitent renforcer leurs propres capacités en se référant aux processus de travail des entreprises d'IA.
Une table ronde a suivi ce jour-là. Parmi les intervenants figuraient : Shim Jae-yoon, directeur de la division des politiques relatives aux startups au ministère des PME et des Startups ; Jeong In-hye, chef d’équipe chez Altos Ventures ; Hwang Jo-eun, directrice des relations publiques chez Gangnam Unni ; et Kim Chi-won, vice-président de Kakao Ventures.
Les intervenants ont poursuivi la discussion en partageant leurs expériences de gestion de crises, expériences qui pourraient être utiles aux fondateurs et employés de startups.
La directrice Hwang Jo-eun de Gangnam Unnie a partagé son expérience sur la manière de surmonter les situations difficiles de son entreprise en réduisant les coûts, même de très faibles montants, et a conseillé : « Si vous déployez des efforts à plusieurs niveaux pour vous préparer à l'incertitude et développez une capacité à analyser les crises sous différents angles pour les considérer comme des opportunités, vous pouvez développer des capacités de réponse aux crises résilientes. »
Jeong In-hye, chef d'équipe chez Altos Ventures, a évoqué l'impact de la faillite passée de Silicon Bank sur Altos Ventures et les mesures mises en œuvre pour apaiser les inquiétudes des employés et prévenir les troubles organisationnels, déclarant : « Si les membres s'unissent et surmontent une crise, l'organisation peut devenir plus forte et plus résiliente. »
Shim Jae-yoon, directeur au ministère des PME et des Start-ups, a récemment déclaré : « On me demande souvent si le nombre de startups est en baisse. » Il a ajouté : « Bien que les statistiques regroupent les startups et les petites entreprises, je pense que l’évaluation globale des startups technologiques, considérées séparément, est satisfaisante. » Il a également indiqué qu’il réfléchissait sérieusement aux moyens de renforcer les capacités des startups.
Lee Ki-dae, directeur du Startup Alliance Center et modérateur de l'événement, a déclaré : « Malgré la persistance des inquiétudes macroéconomiques, les efforts conjoints des secteurs public et privé contribuent à améliorer l'image de l'écosystème. » Il a toutefois souligné : « La chute de la satisfaction au travail des employés de startups à 35 %, leur niveau le plus bas depuis le début de l'enquête (deux fois moins que dans les grandes entreprises), est un problème préoccupant. »
