기술보증기금(이사장 김종호, 이하 ‘기보’)은 3일(수) 충남 아산 디바인밸리에서 충청남도(도지사 김태흠, 이하 ‘충남도’), 충남테크노파크(원장 서규석, 이하 ‘충남TP’)와 ‘충남 중소기업 기술경쟁력 강화를 위한 업무협약’을 체결했다고 밝혔다.
이번 협약은 각 기관이 보유한 기업 지원제도와 지역 네트워크를 연계해 미래 첨단산업 영위 기업이 밀집한 충남지역 산업 전반의 경쟁력을 높이기 위한 협력체계를 구축하고자 마련됐다.
협약에 따라 충남도는 R&D 전주기 지원과 기술이전·사업화 등 정책적 지원을 수행하고, 충남TP는 지원 프로세스 구축 및 소부장기업의 사업화 촉진을 위해 협력한다. 기보는 기술평가·기술보증·기술이전 등 금융 및 비금융 지원을 통해 혁신 중소기업을 뒷받침할 예정이다.
특히, 이번 협약의 중점 협력사업으로 ‘충남 맞춤형 R&D 연계지원 프로그램’이 새롭게 도입된다. 이 프로그램은 ▲1단계 Pre-R&D보증(기보 1억원 보증, 충남도 이자 지원) ▲2단계 R&D(충남도 출연금 1억원 지원) ▲3단계 Post-R&D 사업화자금 보증(기보 최대 30억원 보증) 등 총 3단계로 구성된다.
해당 프로그램은 기보의 대표적인 R&D 전주기 지원모델로, 출연금과 융자를 분절적으로 지원하는 기존의 방식에서 벗어나 중소기업의 R&D 기획부터 개발, 실증, 사업화까지 전 과정을 연계 지원함으로써, 기술개발이 실질적인 사업 성과로 이어지도록 설계됐다.
이번 협약을 통해 각 기관은 유기적인 협력체계를 구축하고, 최근 대내외 경제 불확실성 속에서 연구개발 및 사업화 자금 조달에 어려움을 겪는 중소기업을 대상으로 기술금융과 정책지원을 연계해 지역 중소기업의 혁신성장을 적극 지원할 계획이다.
박주선 기보 전무이사는 “충청남도는 반도체·디스플레이·자동차 등 국가 주력산업의 중심지로, R&D 역량을 갖춘 국내외 대기업과 소부장 강소기업이 밀집해 성장 잠재력이 매우 높은 지역”이라며, “기보는 지역적 강점을 살릴 수 있도록 유관기관과 협력해 지역 중소기업의 R&D 활성화와 성과 창출을 지원하고, 지속 가능한 산업 생태계 구축에 힘쓰겠다”고 밝혔다.

Kibo Signs Business Agreement with South Chungcheong Province and Chungnam Technopark
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced on Wednesday the 3rd that it signed a “Business Agreement to Strengthen the Technological Competitiveness of SMEs in Chungcheongnam-do” with South Chungcheong Province (Governor Kim Tae-heum, hereinafter referred to as “South Chungcheong Province” ) and South Chungcheong Technopark (Director Seo Gyu-seok, hereinafter referred to as “South Chungcheong TP”) at Divine Valley in Asan, South Chungcheong Province.
This agreement was established to establish a cooperative system to enhance the overall competitiveness of industries in the Chungnam region, a region with a high concentration of future cutting-edge industries, by linking the corporate support systems and regional networks of each organization.
Under the agreement, South Chungcheong Province will provide policy support, including full-cycle R&D support, technology transfer, and commercialization. The South Chungcheong TP will collaborate to establish support processes and promote commercialization for small and medium-sized enterprises (SMEs). Kibo will support innovative SMEs through financial and non-financial support, including technology assessments, technology guarantees, and technology transfer.
In particular, the "Chungnam Customized R&D Linkage Support Program" will be newly introduced as a key collaborative project under this agreement. This program consists of three stages: Phase 1: Pre-R&D Guarantee (KRW 100 million guaranteed by Kibo, interest support from Chungnam Province); Phase 2: R&D (KRW 100 million in subsidies from Chungnam Province); and Phase 3: Post-R&D Commercialization Fund Guarantee (up to KRW 3 billion guaranteed by Kibo).
This program is Kibo's representative R&D full-cycle support model. It is designed to link technological development with actual business results by providing support for the entire process of R&D planning, development, verification, and commercialization of small and medium-sized enterprises, breaking away from the existing method of providing fragmented support through subsidies and loans.
Through this agreement, each organization plans to establish an organic cooperative system and actively support the innovative growth of local SMEs by linking technology financing and policy support to SMEs facing difficulties in securing R&D and commercialization funds amid recent domestic and international economic uncertainties.
Park Joo-sun, Executive Director of Kibo, said, “Chungcheongnam-do is the center of the nation’s key industries such as semiconductors, displays, and automobiles, and is a region with very high growth potential as it is home to a large number of domestic and foreign large corporations with R&D capabilities and small and medium-sized enterprises that are strong in small and medium-sized businesses.” He added, “Kibo will cooperate with relevant organizations to support the activation of R&D and achievement creation of local SMEs so that they can leverage regional strengths, and strive to build a sustainable industrial ecosystem.”

技術保証基金（理事長キム・ジョンホ、以下「棋保」）は、 3日（水）忠南牙山ディバインバレーで忠清南道（道知事キム・テフム、以下「忠南道」） 、忠南テクノパーク（院長ソ・ギュソク、以下「忠南TP」）と「忠南中小企業」言った。

特に、今回の協約の重点協力事業として「忠南カスタマイズ型R&D連携支援プログラム」が新たに導入される。このプログラムは▲1段階Pre-R&D保証(棋保1億ウォン保証、忠南道利子支援) ▲2段階R&D(忠南道出演金1億ウォン支援) ▲3段階 Post-R&D事業化資金保証(棋保最大30億ウォン保証)など計3段階で構成される。
同プログラムは、棋保の代表的なR&D全周期支援モデルで、出演金と融資を分節的に支援する既存の方式から抜け出して中小企業のR&D企画から開発、実証、事業化まで全過程を連携支援することで、技術開発が実質的な事業成果につながるように設計された。
今回の条約を通じて、各機関は有機的な協力体制を構築し、最近、対内外の経済不確実性の中で研究開発や事業化資金調達に困難を経験する中小企業を対象に技術金融と政策支援を連携して地域中小企業の革新成長を積極的に支援する計画だ。
パク・ジュソン棋保専務理事は「忠清南道は半導体・ディスプレイ・自動車など国家主力産業の中心地で、R&D能力を備えた国内外の大企業と小部長江蘇企業が密集して成長潜在力が非常に高い地域」とし、「起宝は地域的強みを活かすために関連機関と協力し、可能な産業生態系の構築に努める」と明らかにした。

Kibo与忠清南道和忠南科技园签署商业协议

Kibo signe un accord commercial avec la province de Chungcheong du Sud et le parc technologique de Chungnam
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé mercredi 3 avoir signé un « accord commercial visant à renforcer la compétitivité technologique des PME de la province de Chungcheongnam-do » avec la province de Chungcheong du Sud (gouverneur Kim Tae-heum, ci-après dénommée « province de Chungcheong du Sud » ) et le Technoparc de Chungcheong du Sud (directeur Seo Gyu-seok, ci-après dénommé « Technoparc de Chungcheong du Sud ») à Divine Valley à Asan, dans la province de Chungcheong du Sud.
Cet accord a été établi afin de mettre en place un système de coopération visant à renforcer la compétitivité globale des industries de la région de Chungnam, une région à forte concentration d'industries de pointe d'avenir, en reliant les systèmes de soutien aux entreprises et les réseaux régionaux de chaque organisation.
Aux termes de cet accord, la province de Chungcheong du Sud apportera un soutien politique, notamment en matière de recherche et développement, de transfert de technologie et de commercialisation. Le partenariat de partenariat de Chungcheong du Sud collaborera à la mise en place de dispositifs d'accompagnement et à la promotion de la commercialisation des petites et moyennes entreprises (PME). Kibo soutiendra les PME innovantes par un accompagnement financier et non financier, incluant des évaluations technologiques, des garanties technologiques et des transferts de technologie.
En particulier, le « Programme de soutien à la recherche et au développement sur mesure de Chungnam » sera introduit comme projet de collaboration clé dans le cadre de cet accord. Ce programme comprend trois phases : Phase 1 : Garantie pré-R&D (100 millions de KRW garantis par Kibo, avec prise en charge des intérêts par la province de Chungnam) ; Phase 2 : Recherche et développement (100 millions de KRW de subventions de la province de Chungnam) ; et Phase 3 : Garantie du Fonds de commercialisation post-R&D (jusqu’à 3 milliards de KRW garantis par Kibo).
Ce programme est le modèle phare de soutien à la R&D de Kibo. Il vise à lier le développement technologique aux résultats commerciaux concrets en accompagnant l'ensemble du processus de planification, de développement, de validation et de commercialisation de la R&D des PME, rompant ainsi avec la méthode actuelle de soutien fragmenté par le biais de subventions et de prêts.
Grâce à cet accord, chaque organisation prévoit de mettre en place un système de coopération organique et de soutenir activement la croissance innovante des PME locales en associant le financement technologique et le soutien politique aux PME confrontées à des difficultés pour obtenir des fonds de R&D et de commercialisation dans un contexte d'incertitudes économiques nationales et internationales récentes.
Park Joo-sun, directeur exécutif de Kibo, a déclaré : « La province de Chungcheongnam-do est un pôle industriel majeur pour des secteurs clés comme les semi-conducteurs, les écrans et l’automobile. C’est une région à très fort potentiel de croissance, qui abrite de nombreuses grandes entreprises nationales et internationales dotées de capacités de R&D, ainsi que des PME performantes. » Il a ajouté : « Kibo collaborera avec les organismes concernés pour soutenir le développement de la R&D et la valorisation des PME locales, afin qu’elles puissent tirer parti des atouts régionaux et contribuer à la construction d’un écosystème industriel durable. »
