GovTech 기반 연구·행정 디지털 전환(DX) 서비스를 운영하는 ㈜클로토(대표 이현석)가 과학기술정보통신부가 주최하고 정보통신산업진흥원이 주관한 ‘2025 정부기술(GovTech) 창업경진대회’에서 우수상을 수상했다.
정부기술(GovTech) 창업경진대회는 인공지능(AI)과 데이터 등 디지털 기술을 활용해 대국민 디지털 융합 서비스, 지역·사회 문제 해결, 공공 기반 시설 혁신을 목표로 하는 공공서비스 혁신 아이디어와 기술을 발굴·지원하는 정부 주관 행사다. 올해로 2회째를 맞은 이번 대회는 예비창업자와 초기창업기업을 대상으로 아이디어 기획 분야와 제품·서비스 개발 분야로 나뉘어 진행됐다.
클로토는 제품·서비스 개발 분야에 TIPS 및 국가 연구개발(R&D) 과제 수행 이후 발생하는 정산과 사후 관리 업무를 지원하는 GovTech SaaS ‘Hello Unicorn(헬로유니콘)’을 출품했다. 해당 서비스는 연구 수행과 행정·집행 업무를 분리해 연구자와 수행기관이 연구 활동에 집중할 수 있도록 설계된 점에서 기술력과 현장 적용 가능성을 평가받았다.
Hello Unicorn은 연구비 집행 관리, 인건비 계상률 관리, 정산 자료 검증, 사후 점검 등 연구 행정 전반을 데이터 기반으로 관리하는 서비스다. 클로토는 실제 연구비 집행 데이터를 활용해 연구 과제 수행 과정에서 발생할 수 있는 행정 리스크를 사전에 점검하고, 사후 검증까지 연계하는 운영 모델을 제시하고 있다.
이번 수상 이후 Hello Unicorn에 대한 집행 위탁과 서비스 이용 문의도 증가하고 있다. 클로토 측은 기존 연구소와 수행기관을 중심으로 이어지던 문의가 수상 이후 대학 부설 연구소와 대학원 산하 연구실로 확대되고 있으며, 정부 지원 사업을 위탁 운영하는 액셀러레이터와 공공 사업 운영기관에서도 연구 행정·집행 관리 효율화를 위한 서비스 도입 문의가 늘고 있다고 설명했다.
이현석 클로토 대표는 이번 수상과 관련해, 연구 과제 집행과 사후 관리 과정에서 발생하는 부담을 기술적으로 분산해 연구자와 수행기관이 연구에 집중할 수 있는 환경 조성에 지속적으로 기여하겠다는 입장을 밝혔다. 또한 대학, 연구소, 액셀러레이터 등과의 협력을 통해 신뢰 기반의 GovTech 집행 관리 인프라를 구축해 나갈 계획이라고 전했다.

The Government Technology (GovTech) Startup Competition is a government-sponsored event that identifies and supports innovative ideas and technologies for public services, leveraging digital technologies like artificial intelligence (AI) and data to deliver digital convergence services to the public, address local and social issues, and innovate public infrastructure. Now in its second year, the competition, targeting aspiring entrepreneurs and early-stage startups, was divided into two categories: idea planning and product/service development.
Clotho presented "Hello Unicorn," a GovTech SaaS that supports settlement and post-management tasks arising from TIPS and national research and development (R&D) projects in the product and service development sector. This service was recognized for its technological prowess and practical applicability, as it separates research from administrative and execution tasks, allowing researchers and implementing organizations to focus on their research.
Hello Unicorn is a data-driven service that manages all aspects of research administration, including research grant execution, personnel expense accounting, settlement data verification, and post-project audits. Clotho utilizes actual research grant execution data to proactively identify potential administrative risks during research projects and offers an operational model that connects these risks to post-project audits.
Since this award, inquiries about Hello Unicorn's execution and service usage have also increased. Clotho explained that inquiries, which were primarily focused on existing research institutes and implementing organizations, have expanded to university-affiliated research institutes and graduate school labs. Accelerators and public project management agencies, which commission government-funded projects, are also increasingly inquiring about implementing services to streamline research administration and execution management.
Regarding this award, CEO Lee Hyun-seok of Clotho stated his commitment to continuously contributing to creating an environment where researchers and implementing organizations can focus on their research by technologically distributing the burden arising from research project execution and post-management processes. He also announced plans to build a trust-based GovTech execution and management infrastructure through collaboration with universities, research institutes, and accelerators.

政府技術（GovTech）創業競技大会は、人工知能（AI）とデータなどのデジタル技術を活用し、大国民デジタル融合サービス、地域・社会問題解決、公共インフラの革新を目指す公共サービス革新のアイデアと技術を発掘・支援する政府主観行事だ。今年で2回目を迎えた今大会は、予備創業者と初期創業企業を対象にアイデア企画分野と製品・サービス開発分野に分かれて行われた。
クロトは製品・サービス開発分野にTIPSおよび国家研究開発(R&D)課題遂行後に発生する精算と事後管理業務を支援するGovTech SaaS 'Hello Unicorn(ハローユニコーン)'を出品した。当該サービスは研究遂行と行政・執行業務を分離し、研究者と遂行機関が研究活動に集中できるように設計された点で技術力と現場適用可能性が評価された。
Hello Unicornは、研究費執行管理、人件費計上率管理、決済資料検証、事後点検など研究行政全般をデータに基づいて管理するサービスだ。クロトは実際の研究費執行データを活用し、研究課題遂行過程で発生し得る行政リスクを事前に検査し、事後検証まで連携する運営モデルを提示している。
今回の受賞以来、Hello Unicornに対する執行委託とサービス利用の問い合わせも増加している。クロト側は既存研究所と遂行機関を中心につながった問合せが受賞以来、大学敷設研究所と大学院傘下の研究室に拡大しており、政府支援事業を委託運営するアクセラレータや公共事業運営機関でも研究行政・執行管理効率化のためのサービス導入問い合わせが増えていると説明した。
イ・ヒョンソククロト代表は今回の受賞に関連して、研究課題執行と事後管理過程で発生する負担を技術的に分散して研究者と遂行機関が研究に集中できる環境づくりに持続的に貢献するという立場を明らかにした。また、大学、研究所、アクセラレータなどとの協力を通じて、信頼基盤のGovTech執行管理インフラを構築していく計画だと伝えた。

Le concours GovTech (Government Technology Startup Competition) est un événement parrainé par le gouvernement qui identifie et soutient les idées et technologies innovantes pour les services publics. Il s'appuie sur les technologies numériques telles que l'intelligence artificielle (IA) et les données pour proposer des services numériques convergents au public, répondre aux enjeux locaux et sociaux et moderniser les infrastructures publiques. Pour sa deuxième édition, ce concours, destiné aux entrepreneurs en herbe et aux jeunes entreprises, est divisé en deux catégories : planification d'idées et développement de produits/services.
Clotho a présenté « Hello Unicorn », une solution SaaS GovTech facilitant le règlement et le suivi des projets TIPS et des projets nationaux de recherche et développement (R&D) dans le secteur du développement de produits et de services. Hello Unicorn est un service basé sur les données qui gère tous les aspects de l'administration de la recherche, notamment l'exécution des demandes de subvention, la comptabilisation des frais de personnel, la vérification des données de règlement et les audits post-projet. Clotho utilise des données réelles d'exécution de demandes de subvention pour identifier de manière proactive les risques administratifs potentiels pendant les projets de recherche et propose un modèle opérationnel qui relie ces risques aux audits post-projet.
Depuis l'attribution de ce prix, les demandes de renseignements concernant la mise en œuvre et l'utilisation des services de Hello Unicorn ont également augmenté. Clotho a expliqué que ces demandes, initialement adressées aux instituts de recherche et aux organismes de mise en œuvre existants, se sont étendues aux instituts de recherche universitaires et aux laboratoires des écoles doctorales. Les accélérateurs et les agences publiques de gestion de projets, qui financent des projets publics, s'intéressent eux aussi de plus en plus à la mise en œuvre de services visant à optimiser l'administration et la gestion de la recherche.
À propos de cette distinction, Lee Hyun-seok, PDG de Clotho, a réaffirmé son engagement à contribuer sans relâche à la création d'un environnement où les chercheurs et les organismes de mise en œuvre peuvent se concentrer sur leurs recherches, grâce à une répartition technologique des contraintes liées à l'exécution des projets de recherche et aux processus de suivi. Il a également annoncé son intention de bâtir une infrastructure de confiance pour l'exécution et la gestion des technologies gouvernementales (GovTech), en collaboration avec les universités, les instituts de recherche et les accélérateurs.
