쿠팡로지스틱스서비스(CLS)가 호남권 ‘로켓배송’ 확대를 위해 전라남도 장성군에 서브허브(물류센터에서 배송캠프로 상품을 보내는 중간 물류시설)를 구축하고 약 450명을 직고용할 예정이다. 이는 지난 10월 광주첨단물류센터가 운영을 시작하면서 늘어난 호남권 로켓배송 주문량에 대응하기 위한 추가 투자다. 로켓배송 주문이 늘어나면서 지역 경제가 활성화되고 이는 또 다른 투자를 불러오는 ‘선순환 효과’의 사례라는 평가가 나온다.
쿠팡의 배송 자회사 CLS는 17일 오전 전남 장성군청에서 장성군과 서브허브 신설 투자협약을 체결하고 쿠팡 장성 서브허브를 구축할 계획이라고 밝혔다. 협약식에는 홍용준 CLS 대표, 이개호 국회의원(전남 담양군·함평군·영광군·장성군), 김한종 장성군수 등이 참석했다.
쿠팡 장성 서브허브는 150억원을 투자해 장성군 서삼면 용흥리 일대에 지어지며, 오는 2월 개소를 목표로 한다. 연면적 약 4000평 규모의 시설에 약 450명을 직고용할 예정이다.
장성 서브허브가 담당할 배송권역은 광주광역시를 비롯해 나주시, 순천시, 여수시, 목포시, 무안군 일대를 아우른다. 다음 달부터 운영을 시작하면 전남권 로켓배송 권역이 더욱 넓어지면서 생필품과 식료품을 구하기 어려운 외지의 ‘식품 사막’ 현상 해소에 도움이 될 전망이다. 뿐만 아니라 신규고용을 포함해 지역 소상공인 제품 매입 확대 및 오픈마켓 입점을 통한 지역경제 활성화 기여효과도 기대된다.
홍용준 CLS 대표는 “로켓배송의 확대가 지역 재투자로 연결되는 선순환을 이루게되어 기쁘게 생각한다”며 “장성군민 대규모 채용을 통한 지역경제 활성화를 위해 필요한 노력을 아끼지 않겠다”고 말했다.
이개호 의원은 “쿠팡 장성 서브허브는 지역 청년들에게 일자리를 제공하고 지역에서 생산하는 농축산물 판매에도 큰 도움이 될 것으로 기대한다”며 “장성군과 조속히 협의에 나서 모든 지원을 아끼지 않겠다”고 말했다.
김한종 장성군수는 “이번 투자협약이 청년 취업난 해결과 농산물 판로 확보라는 중요한 지역현안 해결에 물꼬를 터줄 것”이라며 “장성 서브허브가 차질없이 구축될 수 있도록 적극 협조하겠다”고 말했다.
쿠팡의 장성 서브허브 투자는 최근 호남권 로켓배송 주문량이 빠르게 증가하고 있는 것에 대응하기 위한 조치다. 쿠팡은 2026년까지 3조원을 투자, 지방 등 전국에 9개 물류센터를 건립해 운영한다는 방침을 지난해 초 발표했다. 그 중 하나인 광주첨단물류센터가 지난해 10월 운영을 시작하면서 광주 전남권 고객들의 로켓배송 주문이 빠르게 늘어나고 있다.
이에 기존 물류센터 투자 계획과 별개로 서브허브 추가 투자 결정을 내린 것이다. 서브허브는 물류센터와 배송캠프를 잇는 ‘미니 물류센터’ 역할을 하는 중간 시설로 물류센터의 물동량을 분담하는 기능을 한다.
지난해 11월 투자협약을 체결한 충북 진천군 서브허브 또한 남대전 물류센터 준공을 계기로 후속 투자 결정이 이뤄졌다. 앞으로 각 지역에 물류센터를 건립해 운영할수록 서브허브 같은 추가 투자로 이어지는 ‘선순환 구조’가 자리잡을 가능성이 열리게 됐다.

The delivery area that Jangseong Sub-Hub will be in charge of includes Gwangju Metropolitan City, Naju City, Suncheon City, Yeosu City, Mokpo City, and Muan County. Starting next month, the Jeonnam Rocket Delivery area will be expanded, which is expected to help resolve the 'food desert' phenomenon in remote areas where daily necessities and groceries are difficult to obtain. Jangseong County Governor Kim Han-jong said, “This investment agreement will open the door to resolving important local issues such as youth unemployment and securing sales channels for agricultural products,” adding, “We will actively cooperate so that the Jangseong sub-hub can be built without a hitch.”
Coupang’s investment in Jangseong Sub-Hub is a measure to respond to the recent rapid increase in rocket delivery orders in the Honam region. Coupang announced early last year that it would invest 3 trillion won by 2026 to build and operate nine logistics centers across the country, including local areas. Since the Gwangju Advanced Logistics Center, one of them, began operating in October of last year, rocket delivery orders from customers in the Gwangju and Jeonnam regions have been increasing rapidly.
Accordingly, the decision was made to invest additionally in sub-hubs separately from the existing logistics center investment plan. Sub-hubs are intermediate facilities that serve as 'mini logistics centers' connecting logistics centers and delivery camps, and function to share the logistics center's cargo volume.
The Chungbuk Jincheon-gun Sub-hub, which signed an investment agreement in November of last year, also made a follow-up investment decision following the completion of the Namdaejeon Logistics Center. ホン・ヨンジュンCLS代表は「ロケット配送の拡大が地域の再投資につながる好循環を成し遂げて喜んでいる」とし、「長城郡民大規模採用による地域経済の活性化に必要な努力を惜しまない」と話した。
