케어닥은 자사의 시니어 하우징 전문 운영사인 케어오퍼레이션이 서울시의 ‘대상지 공모형 민간투자사업’에서 우수 제안자로 선정돼 실버타운 부문 운영을 담당한다고 11일 밝혔다.
서울시가 지난해 기획재정부와 협의해 신설한 공모형 민간투자사업은 민간이 사업을 제안하고, 서울시가 공공 부지를 공개해 사업 기획안을 공모하는 새로운 형태의 민관 협력 사업이다. 케어오퍼레이션은 한국인프라컨설팅(KIFAS)과 협력해 특수목적법인을 구성하고 실버타운 사업 부문 운영을 맡게 됐다. 이 외에도 시니어 특화 배송 서비스 ‘옹고잉’을 운영하는 스타트업 내이루리가 함께 참여한다.
이번 공모에서 제시된 부지 중 한국인프라컨설팅은 개화산역 공영주차장 부지에 9층 규모의 복합 시설물 조성 계획을 제출해 우수 제안자로 선정됐다. 해당 계획안은 ‘미래를 대비한 세대통합 특화거점’을 주제로, 시니어 주거와 세대 간 공존을 강조한 공간 설계로 높은 평가를 받았다. 또한, 실버타운, 시니어 물류센터, 공영주차장을 결합한 설계로 공간 활용도를 극대화하고, 기존 주차면수를 그대로 보존하여 지역 주민들의 주차 편의를 고려한 점이 주효했다.
케어오퍼레이션이 운영을 맡을 실버타운은 총 104가구 규모로, 노인 주거 공급 부족 문제 해소에 기여할 것으로 기대된다. 입주자들의 건강과 안전을 고려한 체계적이고 효율적인 운영 조직을 구성하며, 약 20명의 전문가들이 상시 건강 관리, 응급의료 대응, 시설 안전 관리 및 보안, 하우스키핑 등 다양한 서비스를 제공할 예정이다. 또한, 시니어 물류 센터 등 직주 근접 일자리를 제공하여 사회적 가치를 실현할 계획이다.
실버타운 내부에는 건강관리실, 물리치료실, 커뮤니티실 등 다양한 시설이 마련되어 입주 시니어들의 삶의 질을 높일 수 있을 것으로 보인다. 또한, 식당과 피트니스센터를 함께 운영하여 입주자의 편의성을 강화할 예정이다.
케어닥은 케어오퍼레이션의 이번 공모 참여를 통해 민관 협력 사업을 추진하게 된 점을 의미 있는 성과로 평가하며, 시니어 하우징 전문 운영 수요 증가에 적극적으로 대응할 계획이다. 박재병 대표는 “케어오퍼레이션이 시니어 하우징 전문 운영사로서 민관을 아우르는 다양한 부문에서 역량을 발휘하게 되어 기쁘게 생각한다”며 “지속가능하고 혁신적인 솔루션을 제공하기 위해 최선의 노력을 다하겠다”고 전했다.

Caredoc selected as operator of Seoul City’s public offering-type private sector project ‘Silver Town’
Caredoc announced on the 11th that its senior housing specialized operator, Care Operation, was selected as an excellent proposer in Seoul City's 'Target Site Public Offering Private Investment Project' and will be in charge of operating the Silvertown sector.
The public offering-type private investment project, newly established by Seoul City last year in consultation with the Ministry of Strategy and Finance, is a new form of public-private cooperation project in which the private sector proposes a project and Seoul City publicly announces a public site to solicit project plans. Care Operation established a special purpose corporation in cooperation with Korea Infrastructure Consulting (KIFAS) and took charge of operating the Silver Town business sector. In addition, startup Naeruri, which operates the senior-specific delivery service 'Onggoing', is also participating.
Among the sites proposed in this competition, Korea Infrastructure Consulting was selected as the excellent proposer by submitting a plan to build a 9-story complex facility on the site of the Gaehwasan Station public parking lot. The plan was highly evaluated for its spatial design that emphasizes senior housing and coexistence between generations, with the theme of ‘a specialized hub for intergenerational integration for the future.’ In addition, the design maximized space utilization by combining Silvertown, senior logistics center, and public parking lot, and the fact that the existing number of parking spaces was preserved was effective in considering the parking convenience of local residents.
Silvertown, which will be operated by Care Operation, is expected to contribute to solving the problem of shortage of housing for the elderly with a total of 104 households. It will form a systematic and efficient operation organization that takes into account the health and safety of residents, and approximately 20 experts will provide various services such as regular health management, emergency medical response, facility safety management and security, and housekeeping. In addition, it plans to realize social value by providing jobs close to the workplace, such as senior logistics centers.
Inside Silvertown, there will be various facilities such as a health care center, a physical therapy center, and a community room, which will likely improve the quality of life for senior residents. In addition, a restaurant and fitness center will be operated together to enhance convenience for residents.
Caredoc evaluates CareOperation’s participation in this public contest as a meaningful achievement in promoting public-private cooperation projects, and plans to actively respond to the increasing demand for specialized senior housing operations. 今回の公募で提示された敷地のうち韓国インフラコンサルティングは開花山駅公営駐車場敷地に9階規模の複合施設物造成計画を提出して優秀提案者に選ばれた。当該計画案は「未来を備えた世代統合特化拠点」をテーマに、シニア住宅と世代間の共存を強調した空間設計で高い評価を受けた。また、シルバータウン、シニア物流センター、公営駐車場を組み合わせた設計で空間活用度を最大化し、既存の駐車面数をそのまま保存し、地域住民の駐車便宜を考慮した点が主効した。
ケアオペレーションが運営を担当するシルバータウンは総104世帯規模で、高齢者住宅供給不足問題の解消に寄与するものと期待される。入居者の健康と安全を考慮した体系的で効率的な運営組織を構成し、約20人の専門家が常時ヘルスケア、緊急医療対応、施設安全管理およびセキュリティ、ハウスキーピングなど多様なサービスを提供する予定だ。また、シニアロジスティクスセンターなどの直近近接雇用を提供し、社会的価値を実現する計画だ。
シルバータウン内部には健康管理室、物理療法室、コミュニティ室など様々な施設が設けられ、入居シニアの生活の質を高めることができると見られる。また、レストランとフィットネスセンターを一緒に運営し、入居者の利便性を強化する予定だ。
ケアダックはケアオペレーションの今回の公募参加を通じて民官協力事業を推進することになった点を意味ある成果と評価し、シニアハウジング専門運営需要の増加に積極的に対応する計画だ。パク・ジェビョン代表は「ケアオペレーションがシニアハウジング専門運営会社として民館を合わせる様々な部門で力量を発揮することになって喜んでいる」とし「持続可能で革新的なソリューションを提供するために最善の努力を尽くす」と伝えた。

Silvertown, qui sera exploité par Care Operation, devrait contribuer à résoudre la pénurie de logements pour les personnes âgées, avec un total de 104 ménages. Nous mettrons en place une organisation opérationnelle systématique et efficace qui tiendra compte de la santé et de la sécurité des résidents, et environ 20 experts fourniront divers services tels que la gestion régulière de la santé, l'intervention médicale d'urgence, la gestion de la sécurité et de la sûreté des installations et l'entretien ménager. De plus, nous prévoyons de créer une valeur sociale en offrant des emplois à proximité du lieu de travail, comme des centres logistiques pour personnes âgées.
À l'intérieur de Silvertown, il existe diverses installations telles qu'un centre de soins de santé, un centre de physiothérapie et une salle communautaire, qui devraient améliorer la qualité de vie des résidents âgés. Caredoc estime que la participation de CareOperation à ce concours public a conduit à la promotion de projets de coopération public-privé comme une réalisation significative et prévoit de répondre activement à la demande croissante d’opérations de logement spécialisées pour les personnes âgées.
