기술보증기금(이하 ‘기보’)은 성남시와 ‘기술창업기업 육성을 위한 금융지원 업무협약’을 체결했다고 22일 밝혔다.
이번 협약은 기술창업기업의 육성과 혁신성장을 지원하기 위해 양 기관이 맞춤형 협업체계를 구축하고, 지역 주도형 정책금융 확산과 창업기반 조성에 기여하고자 마련됐다.
양 기관은 지난 2021년부터 협업을 통해 기술창업기업에 대한 금융지원을 이어왔으며, 2024년까지 누적 90개 기업에 정책금융을 지원하며 지역의 기술창업 생태계 활성화를 뒷받침해왔다.
이번 협약에 따라 기보는 성남시의 특별출연금 4억원을 재원으로 총 80억원 규모의 특별출연 협약보증을 지원할 예정이다. 지원 대상은 기보의 기술보증 요건을 충족하는 신기술사업자 중 공장 또는 사업장이 성남시에 소재한 창업 후 7년 이내의 기술창업기업이다.
해당 기업은 최대 5억원의 운전자금을 지원받을 수 있으며, ▲보증비율 상향(85%→최대100%, 3년간) ▲보증료 감면(최대0.2%p↓, 3년간) 등의 우대 혜택도 적용된다.
또한, 기보는 지역 내 우수 기술창업기업을 발굴해 다양한 비금융 프로그램을 연계하고, 스케일업을 위한 맞춤형 지원에도 적극 나설 예정이다.
이재필 기보 이사는 “이번 협약으로 성남시 소재 기술창업기업의 혁신성장을 뒷받침할 수 있는 협력 체계를 더욱 강화하게 됐다”며, “기보는 앞으로도 지자체와의 협업을 확대해 다양한 정책 연계를 통한 지역 창업생태계 조성과 지역경제 활성화에 기여하겠다”고 밝혔다.

Kibo signs business agreement with Seongnam City
The Technology Guarantee Fund (hereinafter referred to as ‘KIBO’) announced on the 22nd that it signed a ‘Business Agreement on Financial Support for Fostering Technology Startups’ with Seongnam City.
This agreement was prepared to establish a customized collaboration system between the two organizations to support the fostering and innovative growth of technology startups, and to contribute to the expansion of regional-led policy financing and the creation of a startup foundation.

According to this agreement, Kibo will provide a special contribution agreement guarantee worth a total of 8 billion won, with a special contribution of 400 million won from Seongnam City as the source of funding. The target of the support is a technology start-up company that has been in business for less than 7 years and has a factory or business site located in Seongnam City among new technology business operators that meet Kibo’s technology guarantee requirements.
The company can receive up to KRW 500 million in operating funds, and will also receive preferential benefits such as ▲increased guarantee ratio (from 85% to up to 100%, for 3 years) and ▲guarantee fee reduction (up to 0.2%p↓, for 3 years).
In addition, Kibo plans to actively discover excellent local technology startups, link them with various non-financial programs, and provide customized support for scale-up.
Lee Jae-pil, CEO of Kibo, said, “With this agreement, we have further strengthened the cooperative system that can support the innovative growth of technology startups located in Seongnam City,” and “Kibo will continue to expand collaboration with local governments and contribute to the creation of a local startup ecosystem and revitalization of the local economy through various policy linkages.”

棋保、城南市と業務協約締結
技術保証基金（以下「起報」）は、城南市と「技術創業企業育成のための金融支援業務協約」を締結したと22日明らかにした。
今回の協約は、技術創業企業の育成と革新成長を支援するため、両機関がカスタマイズされた協業体系を構築し、地域主導型政策金融の拡散と創業基盤の造成に寄与しようとした。
両機関は2021年から協業を通じて技術創業企業に対する金融支援を続けており、2024年までに累積90社に政策金融を支援し、地域の技術創業生態系活性化を支えてきた。
今回の条約により、棋保は城南市の特別出演金4億ウォンを財源として総80億ウォン規模の特別出演協約保証を支援する予定だ。支援対象は、棋保の技術保証要件を満たす新技術事業者のうち、工場または事業場が城南市に所在する創業後7年以内の技術創業企業である。
該当企業は最大5億ウォンの運転資金を支援することができ、▲保証比率の上方（85％→最大100％、3年間）▲保証料減免（最大0.2％p↓、3年間）などの優遇特典も適用される。
また、ギボは地域内優秀技術創業企業を発掘し、多様な非金融プログラムを連携し、スケールアップのためのカスタマイズ支援にも積極的に乗り出す予定だ。
イ・ジェピル寄報理事は「今回の協約で城南市の素材技術創業企業の革新成長を裏付ける協力体系をさらに強化することになった」とし、「記事は今後も自治体とのコラボレーションを拡大し、多様な政策連携を通じた地域創業生態系の造成と地域経済の活性化に寄与する」と明らかにした。

Kibo与城南市签署商业协议
韩国技术金融公司（以下简称“KIBO”）22日宣布，与城南市签署了《培育技术创业企业资金支援业务协议》。
此次签署的协议旨在建立两家机构之间的定制化合作体系，支持科技型初创企业的培育和创新成长，为扩大区域主导的政策融资和创建初创企业基金会做出贡献。
两机构自2021年起合作为科技初创企业提供资金支持，截至2024年已累计为90家企业提供政策融资，支持激活本地科技初创企业生态系统。
根据协议，希望株式会社将提供总额为80亿韩元的特别出资协议担保，其中4亿韩元作为城南市的特别出资作为资金来源。支持对象为符合希望技术保障要件、创业未满7年、在城南市设有工厂或营业场所的科技型创业公司。
该公司可获得最高5亿韩元的运营资金，同时还可享受▲提高担保率（3年内最高可达85%至100%）、▲降低担保费（3年内最高可达0.2%p↓）等优惠政策。

Kibo signe un accord commercial avec la ville de Seongnam
La Korea Technology Finance Corporation (ci-après dénommée « KIBO ») a annoncé le 22 qu'elle avait signé un « accord commercial sur le soutien financier pour la promotion des startups technologiques » avec la ville de Seongnam.
Cet accord a été préparé pour établir un système de collaboration personnalisé entre les deux organisations afin de soutenir la promotion et la croissance innovante des startups technologiques et de contribuer à l'expansion du financement des politiques régionales et à la création d'une fondation pour les startups.
Les deux organisations collaborent depuis 2021 pour apporter un soutien financier aux startups technologiques et ont soutenu l'activation de l'écosystème local des startups technologiques en fournissant un financement politique à 90 entreprises au total d'ici 2024.
Selon cet accord, Kibo fournira une garantie d'accord de contribution spéciale d'une valeur totale de 8 milliards de wons, avec 400 millions de wons de contribution spéciale de la ville de Seongnam comme source de fonds. La cible du soutien est une start-up technologique qui répond aux exigences de garantie technologique de Kibo et qui est en activité depuis moins de 7 ans et qui possède une usine ou un lieu d'affaires situé dans la ville de Seongnam.
