중소벤처기업부(장관 오영주, 이하 중기부)는 1일 글로벌 AI 시장에서 가장 권위 있는 기업평가기관 중에 하나로 꼽히는 CB Insights의 ‘AI 100 2025’(글로벌 AI 100대 기업)에 선정된 ㈜노타AI, ㈜디노티시아, ㈜업스테이지, ㈜트웰브랩스 등 4개 국내 AI 스타트업이 중기부의 ‘초격차 스타트업 1000+ 프로젝트’ 등의 핵심 창업지원정책을 받았다고 밝혔다.
미국 CB Insights는 글로벌 데이터베이스를 보유한 비즈니스 분석 플랫폼을 통해 기업과 투자자 활동에 대한 시장 정보를 제공하는 민간기업으로, 매년 전세계 비상장 AI 기업을 대상으로 사업 성과, 기술력, 투자 현황 등을 종합 평가해 글로벌 AI 시장을 선도할 100개 AI 기업을 선정해 왔다.
국내 AI 스타트업은 최근 5년간 매년 1개 내외가 ‘AI 100’에 선정되어 왔으나, 올해 처음으로 4개사가 선정되어 역대 최고 규모로 글로벌 시장에 진입했다.
‘AI 100’에 선정된 국내 AI 스타트업의 지원 내역과 주요 기술을 살펴보면 다음과 같다.
㈜노타는 ‘온디바이스(On-Device) AI 개발을 위한 네트워크 경량화 기술 고도화(NetsPresso)’ 과제로 ‘민관공동 창업자(TIPS) 사업(’18~’21)’을 수행하고, ‘초격차 스타트업 1000+ 프로젝트 사업(’24~)’을 추진 중으로 가속 컴퓨팅(Accelerated Computing) 엣지(Edge) 분야에 처음으로 선정됐다.
㈜디노티시아는 올해 ‘하드웨어 가속 벡터 데이터 베이스 시스템 Seahorse’과제로 ‘초격차 스타트업 1000+ 프로젝트’에 선발되어 기술사업화를 추진중이며, 이번 ‘AI 100’ 벡터 데이터 기반(Vector Database) 분야에 처음 선정됐다.
㈜업스테이지는 창업도약패키지 사업에 선정(’24)되어 ‘대규모 언어모델(LLM) 기반 특정기능호출(Fuction Calling) 모델’ 기술사업화 지원을 받았으며 국내 AI Foundation Model 최초로 ‘AI 100’에 이름을 올렸다.
마지막으로 ㈜트웰브랩스는 2022년부터 4년 연속 AI 유망 기업에 선정됐고, 특히 올해는 콘텐츠 생성(Content Generation) 분야에 선정됐으며 ‘차세대 AI 기반 사이버 위협 정보 수집 분석 플랫폼’ 과제로 예비창업 패키지(’20)와 비대면 스타트업 육성 사업(‘21) 지원을 받았다.
한편 중기부는 AI 스타트업의 성장과 생태계 강화를 위해 소형 언어모델(sLLM) 등 고성장 분야 기술고도화 및 경제‧사회적으로 성과 창출이 용이한 제조‧콘텐츠 등 주요 산업 분야에서의 수요 기반 협업을 지원하는 ‘AI 핵심 분야 및 팹리스 스타트업 전략 사업’을 올해 신설하여 추진하고 있다.
또한 글로벌 스케일업을 위해 LG전자, 퀄컴 등 글로벌 대기업의 제품과 AI 스타트업의 혁신 역량을 접목시켜 판로 등 성과를 창출할 수 있는 ‘AI 초격차 챌린지’를 지속적으로 추진 중이며, 향후, 국내 IPO 지원 및 글로벌 투자 유치 프로그램 등을 집중 지원할 계획이다.
특히 AI를 비롯한 시스템반도체, 바이오 등 초격차 10대 분야의 딥테크 스타트업의 글로벌 진출 강화를 위해, 오는 13일에 ‘2025 초격차 스타트업 Renovation Day’를 개최하고, 그간 지원정책 성과 공유와 글로벌 스케일업 지원 정책 등을 발표할 계획이다.
오영주 장관은 “향후 글로벌 시장에서 AI 기술 발전을 이끌어갈 혁신 주역으로 국내 AI 스타트업들이 선정되어 자랑스럽다”면서 “앞으로도 국내의 우수한 AI 스타트업들이 글로벌 시장에 진출하여 세계적인 기술력을 인정받을 수 있도록, 관련 정책을 전폭적으로 추진하겠다”고 밝혔다.

Four AI companies supported by the Ministry of SMEs and Startups selected as 'Global AI Top 100 Companies'
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as MSS) announced on the 1st that four domestic AI startups, including NotaAI Co., Ltd., Dinoticia Co., Ltd., Upstage Co., Ltd., and Twelve Labs Co., Ltd., which were selected for the 'AI 100 2025' (Global AI 100 Companies) by CB Insights, one of the most authoritative corporate evaluation agencies in the global AI market, received key startup support policies such as the MSS' 'Ultra-Gap Startup 1000+ Project.
CB Insights in the United States is a private company that provides market information on corporate and investor activities through a business analysis platform with a global database. Every year, it comprehensively evaluates business performance, technological prowess, and investment status of unlisted AI companies around the world to select 100 AI companies that will lead the global AI market.
Domestic AI startups have been selected for the 'AI 100' every year for the past five years, but this year, four companies were selected for the first time, making them the largest-ever entry into the global market.
The support details and key technologies of domestic AI startups selected for 'AI 100' are as follows.
Nota Co., Ltd. is carrying out the 'Public-Private Joint Startup (TIPS) Project ('18~'21)' with the 'Advanced Network Lightweight Technology for On-Device AI Development (NetsPresso)' project and is currently promoting the 'Super Gap Startup 1000+ Project Project ('24~)', and was selected for the first time in the Accelerated Computing Edge field.
Dinoticia Co., Ltd. was selected for the 'Super Gap Startup 1000+ Project' this year for the 'Hardware Acceleration Vector Database System Seahorse' project and is currently promoting technology commercialization. This time, it was selected for the first time in the 'AI 100' vector data-based (Vector Database) field.
Upstage Co., Ltd. was selected for the Startup Leap Package Project ('24) and received support for the commercialization of the 'Large-Scale Language Model (LLM)-based Specific Function Calling Model' technology, and was the first domestic AI Foundation Model to be listed on the 'AI 100'.
Lastly, Twelve Labs Co., Ltd. has been selected as a promising AI company for four consecutive years since 2022, and this year in particular, it was selected in the Content Generation field, and received support from the Preliminary Startup Package ('20) and the Non-Face-to-Face Startup Fostering Project ('21) for the project 'Next-Generation AI-Based Cyber Threat Information Collection and Analysis Platform'.
Meanwhile, the Ministry of SMEs and Startups is promoting the 'AI Core Field and Fabless Startup Strategy Project' that was newly established this year to support demand-based collaboration in key industrial fields such as manufacturing and content that are easy to generate economic and social results and technological advancement in high-growth fields such as small language models (sLLM) to strengthen the growth of AI startups and their ecosystem.
In addition, we are continuously promoting the 'AI Super Gap Challenge' to create sales channels and other results by combining the products of global major companies such as LG Electronics and Qualcomm with the innovative capabilities of AI startups for global scale-up, and in the future, we plan to focus on supporting domestic IPOs and global investment attraction programs.
In particular, in order to strengthen the global expansion of deep tech startups in 10 ultra-gap fields including AI, system semiconductors, and bio, the '2025 Ultra-Gap Startup Renovation Day' will be held on the 13th, and the results of support policies to date will be shared and global scale-up support policies will be announced.

中期部支援AI企業4社、「グローバルAI 100大企業」に選定
中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は、1日、グローバルAI市場で最も権威ある企業評価機関の一つに選ばれるCB Insightsの「AI 100 2025」（グローバルAI 100大企業）に選ばれた㈱能田AI、㈱ （株）トウェルブラブスなど４つの国内ＡＩスタートアップが中期部の「超格差スタートアップ１０００＋プロジェクト」などの核心創業支援政策を受けたと明らかにした。
米国CB Insightsは、グローバルデータベースを保有するビジネス分析プラットフォームを通じて企業と投資家活動に関する市場情報を提供する民間企業で、毎年世界中の非上場AI企業を対象に事業成果、技術力、投資現況などを総合評価し、グローバルAI市場を先導する100社のAI企業を選定してきた。
国内ＡＩスタートアップは最近５年間毎年１つ内外が「ＡＩ１００」に選定されてきたが、今年初めて４社が選定され、歴代最高規模でグローバル市場に進入した。
「AI 100」に選ばれた国内AIスタートアップの支援内訳と主要技術を見てみると次のようになる。
(株)ノタは「オンデバイス(On-Device) AI開発のためのネットワーク軽量化技術高度化(NetsPresso)」課題で「民館共同創業者(TIPS)事業('18～'21)」を遂行し、「超格差スタートアップ1000+プロジェクト事業('24～)」をComputing) エッジ(Edge)分野に初めて選ばれた。
（株）ディノティシアは今年「ハードウェア加速ベクトルデータベースシステムSeahorse」課題で「超格差スタートアップ1000+プロジェクト」に選抜され、技術事業化を推進中であり、今回の「AI 100」ベクターデータベース（Vector Database）分野に初めて選ばれた。
(株)アップステージは創業跳躍パッケージ事業に選定('24)され、'大規模言語モデル(LLM)ベースの特定機能呼出(Fuction Calling)モデル'技術事業化支援を受け、国内AI Foundation Model初めて'AI 100'に名前を上げた。
最後に(株)トウェルブラブスは2022年から4年連続AI有望企業に選定され、特に今年はコンテンツ生成(Content Generation)分野に選定され、「次世代AIベースサイバー脅威情報収集分析プラットフォーム」課題で予備創業パッケージ('20)と非対面スタートアップ育成事業(2)
一方、中期部はAIスタートアップの成長とエコシステム強化のため、小型言語モデル(sLLM)など高成長分野の技術高度化および経済・社会的に成果創出が容易な製造・コンテンツなど主要産業分野での需要基盤コラボレーションを支援する「AIコア分野およびファブレススタートアップ戦略事業」を今年新設。
また、グローバルスケールアップのためにLG電子、クアルコムなどグローバル大企業の製品とAIスタートアップの革新力量を融合させ、販路など成果を創出できる「AI超格差チャレンジ」を継続的に推進中であり、今後、国内IPO支援およびグローバル投資誘致プログラムなどを集中支援する計画だ。
特にAIをはじめとするシステム半導体、バイオなど超格差10大分野のディープテックスタートアップのグローバル進出強化のため、来る13日に「2025超格差スタートアップRenovation Day」を開催し、これまで支援政策成果共有とグローバルスケールアップ支援政策などを発表する計画だ。
オ・ヨンジュ長官は「今後、グローバル市場でAI技術の発展をリードする革新主役として国内AIスタートアップが選ばれて誇りに思う」とし「今後も国内の優秀なAIスタートアップがグローバル市場に進出して世界的な技術力を認められるように、関連政策を全面的に推進する」と明らかにした。

中小企业部扶持的4家AI企业入选“全球AI百强企业”
中小企业和风险投资部（部长吴英珠，以下简称MSS） 1日表示，入选全球AI市场最权威的企业评估机构之一CB Insights的“AI 100 2025”（全球AI 100强企业）的NotaAI株式会社、Dinoticia株式会社、Upstage株式会社、Twelve Labs株式会社等4家韩国AI初创企业获得了MSS的“超差距初创企业1000+项目”等重点初创企业扶持政策。
美国CB Insights是一家私营公司，通过拥有全球数据库的商业分析平台，提供有关企业和投资者活动的市场信息。该榜单每年对全球未上市人工智能企业的经营业绩、技术实力、投资状况等进行综合评估，评选出引领全球人工智能市场的100家人工智能企业。
国内AI初创企业连续5年入选“AI 100”，但今年首次有4家企业入选，创下了全球市场入选规模之最。
入选“AI 100”的国内人工智能初创企业的支持内容和关键技术如下。
Nota株式会社正在推进‘面向设备上AI开发的先进网络轻量级技术（NetsPresso）’项目的‘官民联合创业（TIPS）项目（‘18~’21）’，目前正在推进‘超级差距创业1000+项目项目（‘24~’）’，并在加速计算边缘领域首次入选。
Dinoticia株式会社的“硬件加速向量数据库系统Seahorse”项目今年入选“超级差距创业1000+项目”，目前正在推进技术商业化。此次，首次在‘AI 100’矢量数据（矢量数据库）领域入选。
Upstage株式会社入选创业飞跃包项目（‘24’），获得‘基于大规模语言模型（LLM）的特定函数调用模型’技术商业化支持，并成为首个入选‘AI 100’的国内AI基础模型。
最后，Twelve Labs 株式会社自 2022 年以来连续四年被评选为有前途的 AI 企业，特别是今年在内容生成领域被评选，并以“基于下一代 AI 的网络威胁信息收集与分析平台”项目获得了预备创业包（'20）和非面对面创业培育项目（'21）的资助。
同时，中小企业和风险投资部正在推动今年新设立的“AI核心领域和无晶圆厂初创企业战略项目”，以支持制造业和内容等易于产生经济和社会成果的关键工业领域的需求型合作以及小型语言模型（sLLM）等高增长领域的技术进步，从而加强AI初创企业及其生态系统的发展。
此外，我们正在持续推进“AI超级差距挑战赛”，通过将LG电子、高通等全球大公司的产品与AI初创企业的创新能力相结合，创造销售渠道等成果，实现全球规模化，未来计划重点支持国内IPO和全球招商项目。

Le ministère des PME et des startups (ministre Oh Young-joo, ci-après dénommé MSS) a annoncé le 1er que quatre startups nationales d'IA, dont NotaAI Co., Ltd., Dinoticia Co., Ltd., Upstage Co., Ltd. et Twelve Labs Co., Ltd., qui ont été sélectionnées pour le « AI 100 2025 » (Global AI 100 Companies) par CB Insights, l'une des agences d'évaluation d'entreprise les plus autorisées sur le marché mondial de l'IA, ont reçu des politiques de soutien aux startups clés telles que le projet « Ultra-Gap Startup 1000+ » du MSS.
