서울시여성가족재단(대표 박정숙)은 7월 7일 스위스 제네바 팔렉스포에서 열린 ‘WSIS+20 고위급 행사’에서 ‘서울 디지털 성범죄 예방 안전 프로젝트’로 ‘WSIS Prize 2025’의 ‘챔피언(Champion)’ 상을 수상했다고 8일 밝혔다.
WSIS(정보사회세계정상회의) Prize는 UN 산하 국제전기통신연합(ITU)이 주관하는 시상으로, 정보통신기술(ICT)을 활용해 지속가능한 발전과 정보사회 구현에 기여한 우수 프로젝트를 선정한다. 2025년에는 전 세계 972개 프로젝트가 출품됐으며, 시민 투표와 전문가 심사를 거쳐 18개 부문에서 총 90개 프로젝트가 수상작으로 선정됐다.
서울시여성가족재단의 프로젝트는 ‘정보사회의 윤리적 차원(Action Line C10)’ 부문에서 챔피언으로 선정됐다.
‘서울 디지털 성범죄 예방 안전 프로젝트’는 인공지능(AI) 기반 딥페이크 자동 탐지 시스템과 24시간 피해자 상담, 법률·심리지원, 예방 교육을 통합한 공공 대응 모델이다. 2022년부터 2025년까지 약 2만 2천 건의 불법촬영물과 딥페이크 콘텐츠를 실시간 탐지 및 삭제 지원했으며, 4만 건 이상의 피해자 회복 지원 서비스를 제공한 점이 높이 평가됐다.
또한 권역별 경찰서, 교육청 등과 협력해 2024~2025년 약 9,000명 이상의 청소년과 시민을 대상으로 디지털 성범죄 예방 교육을 추진하며 사회적 인식 제고에 기여한 점도 주목받았다.
이번 수상은 서울시의 스마트 일상안전 정책이 시민 중심 디지털 안전망 구축 모델로 자리매김하고 있음을 보여준다는 점에서 의미가 크다. 행사 당일 서울시여성가족재단 관계자들은 현지 시상식에 참석해 트로피와 인증서를 받았으며, 프로젝트 성과를 공유해 다른 도시들의 벤치마킹 사례가 되기도 했다.
서울시여성가족재단은 이번 수상을 계기로 AI 기술 고도화, 피해자 맞춤형 지원 강화, 예방 교육 확대를 추진하고, 해외 도시 및 국제기구와의 협력을 통해 서울의 정책 경험을 공유하며 글로벌 디지털 안전망 구축에 참여할 계획이다.

Seoul Women's Family Foundation Wins WSIS Prize 2025 Champion Award
The Seoul Women and Family Foundation (Director Park Jeong-sook) announced on the 8th that it won the 'Champion' award of the 'WSIS Prize 2025' for the 'Seoul Digital Sexual Crime Prevention Safety Project' at the 'WSIS+20 High-Level Event' held at Palexpo in Geneva, Switzerland on July 7th.
The WSIS (World Summit on the Information Society) Prize is an award hosted by the International Telecommunication Union (ITU) under the United Nations, and selects excellent projects that have contributed to sustainable development and the implementation of the information society by utilizing information and communication technology (ICT). In 2025, 972 projects from around the world were submitted, and a total of 90 projects in 18 categories were selected as winners through citizen voting and expert review.
The Seoul Women and Family Foundation's project was selected as a champion in the 'Ethical Dimension of the Information Society (Action Line C10)' category.
The 'Seoul Digital Sexual Crime Prevention Safety Project' is a public response model that integrates an artificial intelligence (AI)-based deepfake automatic detection system, 24-hour victim counseling, legal and psychological support, and prevention education. It was highly evaluated for supporting the real-time detection and deletion of approximately 22,000 illegally filmed videos and deepfake content from 2022 to 2025, and providing more than 40,000 victim recovery support services.
In addition, it was noted that it contributed to raising social awareness by promoting digital sex crime prevention education for over 9,000 youth and citizens in cooperation with regional police stations, education offices, etc. between 2024 and 2025.
This award is significant in that it shows that Seoul City’s smart daily safety policy is establishing itself as a model for building a citizen-centered digital safety net. On the day of the event, Seoul Women and Family Foundation officials attended the local awards ceremony to receive trophies and certificates, and shared the project’s achievements to serve as a benchmarking case for other cities.
With this award, the Seoul Women and Family Foundation plans to advance AI technology, strengthen customized support for victims, expand preventive education, and participate in building a global digital safety net by sharing Seoul’s policy experiences through cooperation with overseas cities and international organizations.
Park Jeong-sook, head of the Seoul Women and Family Foundation, said, “This internationally recognized award is the result of continuous efforts and citizen participation to protect citizens,” and added, “We will continue to develop innovative policies in the field of responding to digital sex crimes and cooperate with the international community to create a society where everyone can live safely and equally.”

また、権力別警察署、教育庁などと協力し、2024～2025年に約9,000人以上の青少年と市民を対象にデジタル性犯罪予防教育を推進し、社会的認識の向上に寄与した点も注目された。
今回の受賞は、ソウル市のスマート日常安全政策が市民中心のデジタル安全網構築モデルとして位置づけられていることを示すという点で意味が大きい。イベント当日、ソウル市女性家族財団関係者らは現地授賞式に参加してトロフィーと証明書を受け、プロジェクト成果を共有して他の都市のベンチマーキング事例にもなった。
ソウル市女性家族財団は今回の受賞を契機にAI技術の高度化、被害者のカスタマイズ支援の強化、予防教育の拡大を推進し、海外都市や国際機関との協力を通じてソウルの政策経験を共有し、グローバルデジタル安全網の構築に参加する計画だ。

此外，还指出，2024年至2025年间，它将与地方警察局、教育办公室等合作，对9000多名青少年和公民开展数字性犯罪预防教育，为提高社会意识做出贡献。

La Fondation des femmes et de la famille de Séoul (directrice Park Jeong-sook) a annoncé le 8 qu'elle avait remporté le prix « Champion » du « Prix SMSI 2025 » pour le « Projet de sécurité pour la prévention des crimes sexuels numériques à Séoul » lors de l'événement de haut niveau « SMSI+20 » qui s'est tenu à Palexpo à Genève, en Suisse, le 7 juillet.
Le Prix du SMSI (Sommet mondial sur la société de l'information) est un prix organisé par l'Union internationale des télécommunications (UIT), sous l'égide des Nations Unies. Il récompense d'excellents projets ayant contribué au développement durable et à la mise en œuvre de la société de l'information grâce aux technologies de l'information et de la communication (TIC). En 2025, 972 projets du monde entier ont été soumis, et 90 projets répartis dans 18 catégories ont été sélectionnés comme lauréats grâce au vote des citoyens et à l'évaluation d'experts.
Le projet de la Seoul Women and Family Foundation a été sélectionné comme champion dans la catégorie « Dimension éthique de la société de l'information (Ligne d'action C10) ».
Le « Projet de sécurité pour la prévention des crimes sexuels numériques de Séoul » est un modèle d'intervention publique intégrant un système de détection automatique des deepfakes basé sur l'intelligence artificielle (IA), un service d'accompagnement des victimes 24h/24, un soutien juridique et psychologique, ainsi qu'une sensibilisation à la prévention. Il a été hautement évalué pour avoir permis la détection et la suppression en temps réel d'environ 22 000 vidéos et deepfakes filmés illégalement entre 2022 et 2025, et pour avoir fourni plus de 40 000 services d'aide au rétablissement des victimes.
En outre, il a été noté qu'il a contribué à sensibiliser la société en promouvant l'éducation à la prévention des crimes sexuels numériques auprès de plus de 9 000 jeunes et citoyens en coopération avec les commissariats de police régionaux, les bureaux d'éducation, etc. entre 2024 et 2025.
Ce prix est important car il démontre que la politique de sécurité quotidienne intelligente de la ville de Séoul s'impose comme un modèle de sécurité numérique centrée sur les citoyens. Le jour de l'événement, des représentants de la Fondation des femmes et de la famille de Séoul ont assisté à la cérémonie de remise des prix locale pour recevoir des trophées et des certificats, et ont présenté les réalisations du projet afin de servir de référence pour d'autres villes.
