울산창조경제혁신센터(대표이사 김헌성, 이하 울산센터)는 한국생산성본부, 울산 내 주요 대학들과 함께 외국인 창업 지원 프로그램 ‘2025 글로벌 인바운드 창업 캠퍼스’ 참가자를 모집한다고 밝혔다.
이번 프로그램은 9월부터 11월까지 3개월간 운영되며, 울산 지역에 거주하거나 창업을 희망하는 외국인 누구나 지원할 수 있다. 교육 과정은 OASIS-4 창업소양 교육, 1:1 맞춤형 멘토링, 외국인 창업경진대회, 후속 지원으로 구성되며, 특히 기술창업비자(D-8-4) 취득에 필요한 OASIS 과정이 포함되어 있어 실질적인 창업 정착을 지원한다.
세부 과정은 창업 아이디어 발굴부터 사업계획서 작성, 투자 IR 발표, 한국 비즈니스 문화·법제 이해까지 창업 실무 전반을 아우른다. 또한 창업 경진대회를 통해 우수 아이템을 발굴하고, 입상 팀에게는 상금과 울산센터 보육 기회가 제공될 예정이다.
최근 울산의 외국인 인구는 꾸준히 증가하고 있다. 2025년 6월 기준 울산 전체 외국인 주민 수는 2만8,556명으로, 특히 동구는 2022년 4,091명에서 2025년 8,828명으로 늘어나며 3년 만에 2배 이상 증가했다. 이에 따라 OECD가 규정한 다문화사회 기준인 외국인 주민 비율 5%를 처음으로 넘어서며 외국인 창업 수요도 앞으로 더욱 확대될 것으로 기대된다.
울산센터는 이러한 변화에 발맞춰, 외국인 예비창업자가 울산의 산업 강점과 연계한 경쟁력 있는 사업 모델을 설계할 수 있도록 적극 지원할 계획이다.
울산센터 김헌성 대표이사는 “이번 글로벌 인바운드 창업 캠퍼스는 울산이 글로벌 창업 도시로 도약하는 중요한 계기가 될 것”이라며, “외국인 창업자들이 울산의 산업 생태계 속에서 성장하고 정착할 수 있도록 적극 지원하겠다”고 말했다.

Ulsan Center Recruits Participants for '2025 Global Inbound Startup Campus'
The Ulsan Center for Creative Economy and Innovation (CEO Kim Heon-seong, hereinafter referred to as the Ulsan Center) announced that it is recruiting participants for the '2025 Global Inbound Startup Campus', a foreign startup support program, in cooperation with the Korea Productivity Center and major universities in Ulsan.
This program runs for three months, from September to November, and is open to any foreigner residing in the Ulsan area or wishing to start a business. The curriculum consists of OASIS-4 entrepreneurship skills training, one-on-one customized mentoring, a foreign entrepreneurship competition, and follow-up support. It also includes the OASIS course required for obtaining a Technology Entrepreneur Visa (D-8-4), providing practical support for entrepreneurial success.
The detailed course covers all aspects of entrepreneurship, from idea generation to business plan writing, investor relations presentations, and understanding Korean business culture and laws. Furthermore, a startup competition will identify outstanding ideas, with winning teams receiving prize money and opportunities to participate in the Ulsan Center's incubation program.
Ulsan's foreign population has been steadily increasing recently. As of June 2025, the total number of foreign residents in Ulsan reached 28,556. Dong-gu, in particular, saw its population more than double in just three years, increasing from 4,091 in 2022 to 8,828 in 2025. Consequently, the city surpassed the OECD's 5% foreign resident ratio threshold for a multicultural society for the first time, and demand for foreign entrepreneurs is expected to grow further in the future.
In keeping with these changes, the Ulsan Center plans to actively support foreign entrepreneurs in designing competitive business models that leverage Ulsan's industrial strengths.
Ulsan Center CEO Kim Heon-seong said, “This global inbound startup campus will be a significant opportunity for Ulsan to leap forward as a global startup city,” and added, “We will actively support foreign entrepreneurs so that they can grow and settle down within Ulsan’s industrial ecosystem.”

蔚山センター、「2025グローバルインバウンド創業キャンパス」参加者募集
蔚山創造経済革新センター（代表取締役キム・ホンソン、以下蔚山センター）は、韓国生産省本部、蔚山内の主要大学と一緒に外国人創業支援プログラム「２０２５グローバルインバウンド創業キャンパス」参加者を募集すると明らかにした。

最近、蔚山の外国人人口は着実に増加している。 2025年6月基準で蔚山全体の外国人住民数は2万8,556人で、特に東区は2022年4,091人から2025年8,828人に増え、3年ぶりに2倍以上増加した。これにより、OECDが規定した多文化社会基準である外国人住民比率5％を初めて超え、外国人創業需要も今後さらに拡大するものと期待される。
蔚山センターはこのような変化に合わせて、外国人予備創業者が蔚山の産業強みと連携した競争力のある事業モデルを設計できるように積極的に支援する計画だ。
蔚山センターのキム・ホンソン代表取締役は「今回のグローバルインバウンド創業キャンパスは蔚山がグローバル創業都市に飛躍する重要な契機になるだろう」とし、「外国人創業者が蔚山の産業生態系の中で成長して定着できるように積極的に支援する」と話した。

为了顺应这些变化，蔚山中心计划积极支持外国企业家设计利用蔚山产业优势的有竞争力的商业模式。
蔚山中心首席执行官金宪成表示：“这个全球创业园区将为蔚山成为全球创业城市提供重大机遇。”他还补充道：“我们将积极支持外国企业家，让他们能够在蔚山的产业生态系统中发展壮大并扎根。”

Le centre d'Ulsan recrute des participants pour son « Campus mondial des startups entrantes 2025 ».
Le Centre d'Ulsan pour l'économie créative et l'innovation (PDG Kim Heon-seong, ci-après dénommé le Centre d'Ulsan) a annoncé qu'il recrute des participants pour le « Campus mondial des startups entrantes 2025 », un programme de soutien aux startups étrangères, en coopération avec le Centre coréen de productivité et les principales universités d'Ulsan.
Ce programme, d'une durée de trois mois (de septembre à novembre), est ouvert à tout étranger résidant dans la région d'Ulsan ou souhaitant créer une entreprise. Le cursus comprend une formation aux compétences entrepreneuriales OASIS-4, un mentorat individuel personnalisé, un concours d'entrepreneuriat étranger et un suivi personnalisé. Il inclut également le cours OASIS requis pour l'obtention du visa d'entrepreneur technologique (D-8-4), offrant ainsi un soutien concret à la réussite entrepreneuriale.
Ce cours approfondi couvre tous les aspects de l'entrepreneuriat, de la génération d'idées à la rédaction d'un plan d'affaires, en passant par les présentations aux investisseurs et la compréhension de la culture et du droit des affaires coréens. De plus, un concours de start-up permettra de repérer les idées les plus prometteuses ; les équipes gagnantes recevront un prix et auront la possibilité de participer au programme d'incubation du Centre d'Ulsan.
La population étrangère d'Ulsan a connu une croissance constante ces dernières années. En juin 2025, le nombre total de résidents étrangers à Ulsan atteignait 28 556. Le quartier de Dong-gu, en particulier, a vu sa population plus que doubler en seulement trois ans, passant de 4 091 habitants en 2022 à 8 828 en 2025. Par conséquent, la ville a franchi pour la première fois le seuil de 5 % de résidents étrangers fixé par l'OCDE pour une société multiculturelle, et la demande d'entrepreneurs étrangers devrait encore augmenter à l'avenir.
Conformément à ces changements, le Centre d'Ulsan prévoit de soutenir activement les entrepreneurs étrangers dans la conception de modèles commerciaux compétitifs qui tirent parti des atouts industriels d'Ulsan.
Kim Heon-seong, PDG du Centre d'Ulsan, a déclaré : « Ce campus international dédié aux startups sera une formidable opportunité pour Ulsan de devenir une ville mondiale de référence pour les startups », et a ajouté : « Nous soutiendrons activement les entrepreneurs étrangers afin qu'ils puissent se développer et s'implanter durablement au sein de l'écosystème industriel d'Ulsan. »
