SaaS(Software as a Service) 플랫폼 전문기업 핑거(대표이사 김지운)와 기후테크 기업 씨투이(C2E)로 구성된 ‘핑거 컨소시엄’은 라오스 우돔싸이주에서 ‘100MW 태양광 발전 개발사업 전략적 제휴 이행 검토 및 사업 추진계획 승인’ 회의를 개최했다고 29일 밝혔다.
이번 회의는 우돔싸이주 라오-중국 기술협력 시범·서비스센터 회의실에서 열렸으며, 온깨우 운알롬 우돔싸이주 부지사가 주재했다. 이 자리에는 알룬 분빌라이 산업·상업국장(MOIC/DEM)을 비롯해 양용석 씨투이 대표, 김승남 핑거 이사, 정진우 CTE 상무 등 라오스 정부 관계자, 조정 담당자, 자문사 등 총 29명이 참석했다.
해당 사업은 핑거 컨소시엄의 기술력과 자금 조달 능력, 우돔싸이주 지방정부의 행정적 지원이 결합된 협력 모델로, 약 100~200헥타르 규모의 부지를 활용한 태양광 발전 단지 조성을 목표로 한다. 협약에 따라 우돔싸이주는 부지 제공과 인허가 절차를 지원하며, 핑거 컨소시엄은 타당성 조사, 경제성 분석, 기술 및 장비 공급을 맡는다.
양측은 향후 24개월 동안 ▲지리공간 데이터 수집 ▲경제·기술 타당성 평가 ▲환경·사회영향평가(ESIA) 등을 포함한 사전 타당성조사(Pre-FS) 및 본 타당성조사(FS)를 공동 수행하게 되며, 이후 발전사업 인허가를 완료한 뒤 라오스전력공사(EDL) 및 베트남전력공사(EVN) 등과 전력구매계약(PPA)을 체결하고 상업운전을 개시할 계획이다.
이번 협력은 핑거 컨소시엄의 글로벌 재생에너지 사업 포트폴리오 확대의 일환이자, 라오스 정부가 추진 중인 ‘2030 국가녹색성장전략’에 부합하는 사례로 평가된다. 친환경 에너지 전환을 통해 지역 내 고용 창출 및 소득 증대 등 실질적 경제 효과도 기대되고 있다.
핑거 컨소시엄 관계자는 “라오스 북부의 태양광 자원을 활용한 이번 사업은 온실가스 감축과 에너지 자립도 향상의 기반이 될 것”이라며 “대한민국의 기술력 이전 및 현지 교육을 포함한 지속가능한 상생 모델로 발전시켜 나가겠다”고 밝혔다. 또한 “우돔싸이주에서의 성과를 토대로 라오스 내 다른 지역으로 재생에너지 협력을 확대해 나갈 계획”이라고 덧붙였다.

Finger Consortium to Promote 100MW Solar Power Project in Laos, Holds Strategic Partnership Implementation Meeting
The Finger Consortium, consisting of SaaS (Software as a Service) platform specialist Finger (CEO Ji-woon Kim) and climate tech company C2E, announced on the 29th that it held a meeting to 'review the implementation of a strategic alliance for a 100MW solar power generation project and approve the project promotion plan' in Oudomxay Province, Laos.
The meeting was held in the conference room of the Lao-China Technology Cooperation Demonstration and Service Center in Oudomxay Province and presided over by Onkaew Ounalom, Deputy Governor of Oudomxay Province. A total of 29 people attended the meeting, including Alun Boonvilai, Director General of the Ministry of Industry and Commerce (MOIC/DEM), Yang Yong-seok, CEO of C2I, Kim Seung-nam, Director of Finger, and Jeong Jin-woo, Managing Director of CTE, as well as Lao government officials, coordinators, and advisors.
This project is a collaborative model that combines the Finger Consortium's technological prowess and financing capabilities with the administrative support of the Oudomxay provincial government. The project aims to build a solar power plant on a site measuring approximately 100 to 200 hectares. Under the agreement, Oudomxay will provide the land and assist with permitting and approval procedures, while the Finger Consortium will be responsible for conducting a feasibility study, conducting an economic analysis, and providing technology and equipment.
The two parties will jointly conduct a pre-feasibility study (Pre-FS) and a full feasibility study (FS), including ▲ geospatial data collection ▲ economic and technical feasibility assessment ▲ environmental and social impact assessment (ESIA), over the next 24 months. After completing the power generation project permit, they plan to sign a power purchase agreement (PPA) with Electricity of Laos (EDL) and Vietnam Electricity (EVN) and begin commercial operation.
This collaboration is part of the Finger Consortium's expansion of its global renewable energy business portfolio and is considered a case in point, aligned with the Lao government's "2030 National Green Growth Strategy." The transition to eco-friendly energy is also expected to have tangible economic benefits, including job creation and increased income within the region.
A Finger Consortium representative stated, "This project, utilizing solar resources in northern Laos, will serve as the foundation for reducing greenhouse gases and enhancing energy self-sufficiency. We will develop this into a sustainable, win-win model, including the transfer of Korean technology and local training." They added, "Building on our achievements in Oudomxay Province, we plan to expand renewable energy cooperation to other regions in Laos."

両側は今後24ヶ月間▲地理空間データ収集▲経済・技術妥当性評価 ▲環境・社会影響評価(ESIA)などを含む事前妥当性調査(Pre-FS)及び本妥当性調査(FS)を共同遂行することになり、以後発電事業認可を完了した後、ラオス電力公社(ED)電力購入契約（ＰＰＡ）を締結し、商業運転を開始する計画だ。
今回の協力は、フィンガーコンソーシアムのグローバル再生エネルギー事業ポートフォリオ拡大の一環であり、ラオス政府が推進中の「2030国家緑成長成長戦略」に適合する事例で評価される。環境にやさしいエネルギー転換を通じて、地域内雇用創出や所得増大など実質的な経済効果も期待されている。
フィンガーコンソーシアム関係者は「ラオス北部の太陽光資源を活用した今回の事業は温室効果ガス削減とエネルギー自立も向上の基盤になるだろう」とし「大韓民国の技術力移転および現地教育を含む持続可能な共生モデルに発展させていく」と明らかにした。また「ウドムサイ州での成果を踏まえ、ラオス内の他の地域に再生エネルギー協力を拡大していく計画」と付け加えた。

Le consortium Finger promeut un projet de centrale solaire de 100 MW au Laos et organise une réunion de mise en œuvre de son partenariat stratégique.
Le consortium Finger, composé de Finger (PDG Ji-woon Kim), spécialiste des plateformes SaaS (Software as a Service), et de C2E, société de technologies climatiques, a annoncé le 29 avoir tenu une réunion pour « examiner la mise en œuvre d'une alliance stratégique pour un projet de production d'énergie solaire de 100 MW et approuver le plan de promotion du projet » dans la province d'Oudomxay, au Laos.
La réunion s'est tenue dans la salle de conférence du Centre de démonstration et de services de coopération technologique Lao-Chine, dans la province d'Oudomxay, sous la présidence d'Onkaew Ounalom, vice-gouverneur de la province. Vingt-neuf personnes y ont participé, dont Alun Boonvilai, directeur général du ministère de l'Industrie et du Commerce (MOIC/DEM), Yang Yong-seok, PDG de C2I, Kim Seung-nam, directeur de Finger, et Jeong Jin-woo, directeur général de CTE, ainsi que des représentants du gouvernement laotien, des coordinateurs et des conseillers.
Ce projet, fruit d'une collaboration, allie l'expertise technologique et les ressources financières du Consortium Finger au soutien administratif du gouvernement provincial d'Oudomxay. Il vise à construire une centrale solaire sur un terrain d'environ 100 à 200 hectares. Aux termes de l'accord, Oudomxay fournira le terrain et apportera son aide pour l'obtention des permis et autorisations, tandis que le Consortium Finger sera responsable de l'étude de faisabilité, de l'analyse économique et de la fourniture des technologies et équipements.
Les deux parties mèneront conjointement, au cours des 24 prochains mois, une étude de préfaisabilité et une étude de faisabilité complète, comprenant : la collecte de données géospatiales, l’évaluation de la faisabilité économique et technique, et l’évaluation des impacts environnementaux et sociaux (EIES). Après l’obtention du permis de projet de centrale électrique, elles prévoient de signer un contrat d’achat d’électricité avec Electricity of Laos (EDL) et Vietnam Electricity (EVN) et de démarrer l’exploitation commerciale.
Cette collaboration s'inscrit dans le cadre du développement du portefeuille d'activités mondiales du Consortium Finger dans le domaine des énergies renouvelables et constitue un exemple concret, en phase avec la « Stratégie nationale de croissance verte 2030 » du gouvernement laotien. La transition vers une énergie propre devrait également engendrer des retombées économiques tangibles, notamment la création d'emplois et une augmentation des revenus dans la région.
Un représentant du consortium Finger a déclaré : « Ce projet, qui exploite l’énergie solaire dans le nord du Laos, jettera les bases de la réduction des gaz à effet de serre et du renforcement de l’autonomie énergétique. Nous souhaitons en faire un modèle durable et mutuellement avantageux, incluant le transfert de technologies coréennes et la formation locale. » Il a ajouté : « Forts de nos succès dans la province d’Oudomxay, nous prévoyons d’étendre notre coopération en matière d’énergies renouvelables à d’autres régions du Laos. »
