세이브더칠드런 중부지역본부(본부장 심혜설)는 최근 대전충청이주인권운동연대와 ‘이주배경아동 권리 증진을 위한 업무협약(MOU)’을 체결했다고 17일 밝혔다.
이번 협약은 대전·세종·충청지역 이주배경아동이 차별 없이 보호받고 기본권을 온전히 보장받을 수 있도록 지역 안전망을 강화하기 위해 마련됐다. 주요 협약 내용은 ▲사업 참여 및 홍보 ▲대상자 발굴 및 관리 ▲대상자 재정 지원 ▲기타 주요 사업에 관한 협력 등으로 구성됐다.
세이브더칠드런이 발표한 ‘제7차 한국 아동 삶의 질 연구’(2025)에 따르면, 이주배경아동은 건강, 주관적 행복감, 인간관계, 교육 등 8개 삶의 질 영역에서 일반 아동에 비해 상대적으로 낮은 수준을 보였다. 이에 양 기관은 협약을 기반으로 이주배경아동 지원사업을 공동으로 추진하고, 지역사회 내 보호·지원 체계를 강화할 계획이다.
심혜설 본부장은 “이주배경아동은 지역사회에서 가장 취약한 대상 중 하나로, 보호 체계의 사각지대가 여전히 존재한다”며 “이번 협약이 아이들에게 더 안전한 환경을 제공하는 데 큰 힘이 되리라 기대한다”고 말했다.

Save the Children Signs MOU with Daejeon-Chungcheong Migrant Human Rights Movement Solidarity
Save the Children Central Regional Headquarters (Director Shim Hye-seol) announced on the 17th that it recently signed a ‘MOU for the Promotion of the Rights of Children with Migrant Backgrounds’ with the Daejeon-Chungcheong Migrant Human Rights Movement Solidarity.
This agreement was established to strengthen the regional safety net to ensure that children from immigrant backgrounds in the Daejeon, Sejong, and Chungcheong regions are protected without discrimination and have their basic rights fully guaranteed. Key agreements include: participation and promotion of the project; identification and management of beneficiaries; financial support for beneficiaries; and cooperation on other key projects.
According to the 7th Korean Children's Quality of Life Study (2025), published by Save the Children, children from migrant backgrounds showed relatively lower scores than children from other backgrounds in eight quality of life areas, including health, subjective well-being, interpersonal relationships, and education. Based on this agreement, the two organizations plan to jointly promote support projects for children from migrant backgrounds and strengthen protection and support systems within local communities.
Director Shim Hye-seol said, “Children with immigrant backgrounds are among the most vulnerable in the community, and there are still blind spots in the protection system,” and added, “I hope that this agreement will be a great help in providing a safer environment for children.”

セーブ・ザ・チルドレン、大田忠清移住人権運動連帯とMOU締結
セーブ・ザ・チルドレン中部地域本部（本部長シム・ヘソル）は最近、大田忠清移住人権運動連帯と「移住背景児童権利増進のための業務協約（ＭＯＵ）」を締結したと１７日明らかにした。
今回の条約は、大田・世宗・忠清地域移住背景児童が差別なく保護され、基本権を完全に保障されるように地域安全網を強化するために設けられた。主な条約の内容は、▲事業参加及び広報、▲対象者の発掘及び管理、▲対象者の財政支援、▲その他の主要事業に関する協力などで構成された。
セーブ・ザ・チルドレンが発表した「第7次韓国児童生活の質研究」(2025)によると、移住背景児童は健康、主観的幸福感、人間関係、教育など8つの生活の質領域で一般児童に比べて比較的低い水準を見せた。これに両機関は、協約を基盤に移住背景児童支援事業を共同で推進し、地域社会内の保護・支援体系を強化する計画だ。
シム・ヘソル本部長は「移住背景児童は地域社会で最も脆弱な対象の一つで、保護体系の死角地帯が依然として存在する」とし「今回の条約が子供たちにより安全な環境を提供するのに大きな力になると期待する」と話した。

救助儿童会与大田-忠清移民人权运动团结组织签署谅解备忘录
救助儿童会中央区域总部（主任沈惠雪）于17日宣布，该组织近日与大田-忠清移民人权运动团结组织签署了“促进移民背景儿童权利的谅解备忘录”。
该协议旨在加强区域安全网，确保大田、世宗和忠清地区的移民背景儿童免受歧视，并享有基本权利的充分保障。主要协议内容包括：参与和推广该项目；识别和管理受益人；为受益人提供经济支持；以及在其他重点项目上开展合作。
根据救助儿童会发布的《第七次韩国儿童生活质量调查（2025）》，移民背景儿童在健康、主观幸福感、人际关系和教育等八个生活质量领域得分均低于其他背景儿童。基于此，双方计划共同推进针对移民背景儿童的支持项目，并加强当地社区的保护和支持体系。
沈慧雪主任表示：“移民背景的儿童是社区中最弱势的群体之一，保护体系仍然存在盲点。”她补充道：“我希望这项协议能够为儿童提供更安全的环境，并为此做出巨大贡献。”

Save the Children signe un protocole d'accord avec le Mouvement de solidarité pour les droits humains des migrants de Daejeon-Chungcheong
Le siège régional central de Save the Children (directrice Shim Hye-seol) a annoncé le 17 avoir récemment signé un « protocole d’accord pour la promotion des droits des enfants issus de l’immigration » avec le Mouvement de solidarité pour les droits humains des migrants de Daejeon-Chungcheong.
Cet accord a été établi afin de renforcer le filet de sécurité régional et de garantir que les enfants issus de l'immigration dans les régions de Daejeon, Sejong et Chungcheong soient protégés sans discrimination et que leurs droits fondamentaux soient pleinement respectés. Les principaux points abordés sont : la participation et la promotion du projet ; l'identification et la gestion des bénéficiaires ; le soutien financier apporté aux bénéficiaires ; et la coopération sur d'autres projets importants.
D’après la 7e étude coréenne sur la qualité de vie des enfants (2025), publiée par Save the Children, les enfants issus de l’immigration ont obtenu des scores relativement inférieurs à ceux des enfants d’autres origines dans huit domaines de la qualité de vie, notamment la santé, le bien-être subjectif, les relations interpersonnelles et l’éducation. Suite à cet accord, les deux organisations prévoient de promouvoir conjointement des projets de soutien aux enfants issus de l’immigration et de renforcer les dispositifs de protection et de soutien au sein des communautés locales.
La directrice Shim Hye-seol a déclaré : « Les enfants issus de l'immigration sont parmi les plus vulnérables de la communauté, et le système de protection présente encore des lacunes », et a ajouté : « J'espère que cet accord contribuera grandement à créer un environnement plus sûr pour les enfants. »
