기술보증기금(이사장 김종호, 이하 ‘기보’)은 하나은행(은행장 이호성)과 16일(화) 기보 서울사무소에서 ‘소셜벤처 육성 및 사회연대경제 활성화를 위한 금융지원 업무협약’을 체결했다고 밝혔다.
이번 협약은 정부의 사회연대경제 성장 촉진 정책에 발맞춰 기술혁신 역량을 갖춘 소셜벤처에 대한 맞춤형 금융지원을 제공하고, 안정적인 성장 기반 마련과 금융 애로 해소를 지원하기 위해 추진됐다.
협약에 따라 기보는 하나은행의 특별출연금 5억원을 기반으로 100억원 규모의 특별출연 협약보증을 공급하며, ▲보증비율 상향(85%→100%, 5년간) ▲보증료 감면(0.5%p↓, 5년간) 등의 우대 혜택을 제공한다.
지원 대상은 기보가 소셜벤처기업으로 판별한 기업으로, 혁신적인 기술과 아이디어를 바탕으로 사회문제 해결에 기여하는 사회연대경제 조직이다.
이번 협약은 지난 9월 양 기관이 체결한 보증료지원 업무협약에 이은 두 번째 소셜벤처기업 전용 금융지원 협업이다. 양 기관은 이번 협약을 계기로 소셜벤처기업의 지속가능한 성장을 뒷받침하는 협업 지원체계를 강화하고, 사회적 가치 창출에 기여하는 기업을 중점적으로 육성해 나갈 방침이다.
이상창 기보 이사는 “소셜벤처는 사회문제 해결과 경제적 가치 창출을 함께 추구하는 사회연대경제의 핵심 주체”이라며, “기보는 앞으로도 유관기관과의 협력을 강화해 소셜벤처의 성장을 체계적으로 지원하고, 사회적 가치 중심의 금융생태계 조성을 위해 최선을 다하겠다”고 밝혔다.

Kibo Signs Business Agreement with Hana Bank
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced that it signed a “Financial Support Agreement for Fostering Social Ventures and Activating Social Solidarity Economy” with Hana Bank (CEO Lee Ho-seong) at the KIB Seoul office on Tuesday the 16th.
This agreement was implemented to provide tailored financial support to social ventures with technological innovation capabilities, in line with the government's policy to promote the growth of the social solidarity economy, and to help establish a stable foundation for growth and resolve financial difficulties.
According to the agreement, Kibo will provide a special contribution agreement guarantee worth KRW 10 billion based on Hana Bank's special contribution of KRW 500 million, and will provide preferential benefits such as ▲increase in the guarantee ratio (from 85% to 100%, for 5 years) and ▲reduction in guarantee fee (0.5%p↓, for 5 years).
The target of support is a social venture company identified by Kibo, a social solidarity economy organization that contributes to solving social problems based on innovative technology and ideas.
This agreement marks the second collaboration on financial support specifically for social ventures, following the guarantee fee support agreement signed between the two organizations last September. Through this agreement, the two organizations plan to strengthen their collaborative support system to support the sustainable growth of social ventures and prioritize fostering companies that contribute to the creation of social value.
Kibo CEO Lee Sang-chang said, “Social ventures are a key player in the social solidarity economy, pursuing both solving social problems and creating economic value.” He added, “Kibo will continue to strengthen cooperation with relevant organizations to systematically support the growth of social ventures and do its best to create a financial ecosystem centered on social value.”

棋保、ハナ銀行と業務協約締結
技術保証基金（理事長キム・ジョンホ、以下「棋保」）はハナ銀行（銀行長イ・ホソン）と16日（火）棋保ソウル事務所で「ソーシャルベンチャー育成および社会連帯経済活性化のための金融支援業務協約」を締結したと明らかにした。
今回の協約は、政府の社会連帯経済成長促進政策に合わせて技術革新力量を備えたソーシャルベンチャーに対するカスタマイズされた金融支援を提供し、安定的な成長基盤づくりと金融愛で解消を支援するために推進された。

今回の協約は去る9月、両機関が締結した保証料支援業務協約に続く2番目のソーシャルベンチャー企業専用金融支援協業だ。両機関は今回の協約を契機にソーシャルベンチャー企業の持続可能な成長を支える協業支援体系を強化し、社会的価値創出に寄与する企業を重点的に育成していく方針だ。
理想昌起報理事は「ソーシャルベンチャーは社会問題解決と経済的価値創出を共に追求する社会連帯経済の核心主体」とし、「起報は今後も関連機関との協力を強化してソーシャルベンチャーの成長を体系的に支援し、社会的価値中心の金融生態系づくりのために最善を尽くした」と明らかにした。

Kibo与Hana银行签署商业协议
韩国科技金融公司（韩国科技金融公司，董事长金钟浩，以下简称“KIBO”）宣布，该公司于16日星期二在KIB首尔办事处与韩亚银行（首席执行官李浩成）签署了“促进社会企业发展和激活社会团结经济的金融支持协议”。
该协议的实施旨在为具有技术创新能力的社会企业提供有针对性的财政支持，以符合政府促进社会团结经济发展的政策，并帮助其建立稳定的增长基础，解决财务困难。
根据协议，Kibo 将以 Hana Bank 的 5 亿韩元特别出资为基础，提供价值 100 亿韩元的特别出资协议担保，并将提供优惠待遇，例如 ▲提高担保比例（从 85% 提高到 100%，为期 5 年）和 ▲降低担保费（降低 0.5%，为期 5 年）。
支持对象是 Kibo 选定的社会企业，Kibo 是一个社会团结经济组织，致力于通过创新技术和理念解决社会问题。
继去年九月两家机构签署担保费支持协议后，此次协议标志着双方在社会企业融资支持领域开展的第二次合作。通过这项协议，两家机构计划加强合作支持体系，以促进社会企业的可持续发展，并优先扶持那些为创造社会价值做出贡献的企业。

Kibo signe un accord commercial avec Hana Bank
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé avoir signé un « accord de soutien financier pour la promotion des entreprises sociales et l’activation de l’économie sociale et solidaire » avec Hana Bank (PDG Lee Ho-seong) dans les bureaux de KIB à Séoul le mardi 16.
Cet accord a été mis en œuvre afin d'apporter un soutien financier adapté aux entreprises sociales dotées de capacités d'innovation technologique, conformément à la politique gouvernementale visant à promouvoir la croissance de l'économie sociale et solidaire, et à contribuer à établir une base stable pour la croissance et à résoudre les difficultés financières.
Selon l'accord, Kibo fournira une garantie d'accord de contribution spéciale d'une valeur de 10 milliards de KRW basée sur la contribution spéciale de Hana Bank de 500 millions de KRW, et offrira des avantages préférentiels tels que ▲augmentation du ratio de garantie (de 85 % à 100 %, pendant 5 ans) et ▲réduction des frais de garantie (0,5 % p↓, pendant 5 ans).
L'objectif de ce soutien est une entreprise sociale identifiée par Kibo, une organisation d'économie sociale et solidaire qui contribue à la résolution des problèmes sociaux grâce à des technologies et des idées novatrices.
Cet accord marque la deuxième collaboration en matière de soutien financier spécifiquement destiné aux entreprises sociales, après l'accord de garantie de paiement signé entre les deux organisations en septembre dernier. Le PDG de Kibo, Lee Sang-chang, a déclaré : « Les entreprises sociales sont un acteur clé de l’économie sociale et solidaire, car elles s’attachent à la fois à résoudre les problèmes sociaux et à créer de la valeur économique. » Il a ajouté : « Kibo continuera de renforcer sa coopération avec les organisations concernées afin de soutenir systématiquement la croissance des entreprises sociales et de tout mettre en œuvre pour créer un écosystème financier axé sur la valeur sociale. »
