기술보증기금(이사장 김종호, 이하 ‘기보’)은 한국주택금융공사(사장 김경환, 이하 ‘주금공’)와 30일(화) 부산 주금공 본사에서 ‘부산·울산·경남(이하 ‘부울경’)지역 기술중소기업 스케일업 지원을 위한 상생 금융지원 업무협약’을 체결했다고 밝혔다.
이번 협약은 양 기관이 유기적인 협력체계를 구축하고 채권담보부증권(P-CBO) 발행을 통해 부울경 지역 기술중소기업의 원활한 자금조달과 혁신성장을 뒷받침하기 위해 마련됐다.
P-CBO는 자체 신용으로 자금조달이 어려운 기술중소기업이 신규 발행한 회사채를 기초자산으로 삼아 발행하는 유동화증권으로, 기보는 신용보강을 통해 기술중소기업이 직접 금융시장에서 장기자금을 안정적으로 조달할 수 있도록 지원하고 있다.
협약에 따라 기보는 부울경 지역 대상기업의 발굴 및 심사, P-CBO 발행 전반을 담당하고, 주금공은 해당 P-CBO를 인수함으로써 기술중소기업의 자금조달을 지원한다. 아울러 양 기관은 기초자산 편입기업 등에 대한 금융비용 감면·지원을 통해 기업의 부담 완화에도 협력할 계획이다.
이번 협약은 부산에 소재한 두 공공기관이 협력해 지역 유망 기술기업의 스케일업을 체계적으로 지원함으로써, 지역경제 활성화와 지역 균형발전에 기여하는 시너지 효과를 창출할 것으로 기대된다.
이상창 기보 이사는 “이번 협약은 지역 기술중소기업의 스케일업을 지원하고, 지역사회와의 동반성장을 통해 사회적 가치를 실현한다는 점에서 의미가 크다”며, “기보는 앞으로도 유관기관과의 협력을 확대해 지역 기업의 혁신성장을 뒷받침하는 든든한 동반자가 되겠다”고 밝혔다.

Kibo Signs Business Agreement with Korea Housing Finance Corporation
The Korea Technology Finance Corporation (KTFC) (Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced that it signed a “Mutual Financial Support Agreement for Supporting Scale-up of Technology SMEs in the Busan-Ulsan-Gyeongnam (hereinafter referred to as “BU-Ul-Gyeong”) Region” with the Korea Housing Finance Corporation (CEO Kim Kyung-hwan, hereinafter referred to as “KHFC”) at the KHFC headquarters in Busan on Tuesday the 30th.
This agreement was established to establish an organic cooperative system between the two organizations and support smooth financing and innovative growth of small and medium-sized technology companies in the Busan-Ulsan region through the issuance of collateralized bond obligations (P-CBOs).
P-CBOs are securitized securities issued by small and medium-sized technology companies that have difficulty raising funds through their own credit, using newly issued corporate bonds as underlying assets. Kibo supports small and medium-sized technology companies in securing long-term funds directly and stably from the financial market through credit enhancement.
Under the agreement, KIBO will be responsible for identifying and evaluating target companies in the Busan-Ulsan region, as well as overseeing the issuance of P-CBOs. Korea Development Bank will underwrite these P-CBOs, thereby supporting financing for technology SMEs. Furthermore, the two organizations plan to cooperate to ease the burden on companies by providing financial cost reductions and support for companies included in the underlying asset class.
This agreement is expected to create a synergy effect that will contribute to the revitalization of the local economy and balanced regional development by systematically supporting the scale-up of promising local technology companies through collaboration between two public institutions located in Busan.
Kibo CEO Lee Sang-chang said, “This agreement is significant in that it supports the scale-up of local technology SMEs and realizes social value through shared growth with the local community.” He added, “Kibo will continue to expand cooperation with related organizations to become a strong partner that supports the innovative growth of local companies.”

今回の条約は釜山に所在する両公共機関が協力して地域有望技術企業のスケールアップを体系的に支援することで、地域経済活性化と地域バランス発展に寄与する相乗効果を創出することが期待される。
理想昌起報理事は「今回の協約は地域技術中小企業のスケールアップを支援し、地域社会との同伴成長を通じて社会的価値を実現するという点で意味が大きい」とし、「起報は今後も関連機関との協力を拡大して地域企業の革新成長を支える心強い仲間になる」と明らかにした。

韩国科技金融公司（KTFC）（董事长金钟浩，以下简称“KIBO”）宣布，该公司于30日星期二在釜山KHFC总部与韩国住房金融公司（首席执行官金京焕，以下简称“KHFC”）签署了“釜山-蔚山-庆南（以下简称“釜蔚庆”）地区科技中小企业规模化发展互助金融支持协议”。
该协议旨在建立两个组织之间的有机合作体系，并通过发行担保债券（P-CBO）支持釜山-蔚山地区中小科技公司的顺利融资和创新发展。

Kibo signe un accord commercial avec la Korea Housing Finance Corporation
La Korea Technology Finance Corporation (KTFC) (dont le président est Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé avoir signé, le mardi 30, au siège de la KHFC à Busan, un « accord de soutien financier mutuel pour soutenir la croissance des PME technologiques dans la région de Busan-Ulsan-Gyeongnam (ci-après dénommée « BU-Ul-Gyeong ») ».
Cet accord a été établi pour mettre en place un système de coopération organique entre les deux organisations et soutenir le financement harmonieux et la croissance innovante des petites et moyennes entreprises technologiques de la région de Busan-Ulsan grâce à l'émission d'obligations garanties (P-CBO).
Les P-CBO sont des titres adossés à des obligations émises par des PME technologiques qui éprouvent des difficultés à lever des fonds par leurs propres moyens, en utilisant des obligations d'entreprises nouvellement émises comme actifs sous-jacents. Kibo aide les PME technologiques à obtenir des financements à long terme directement et de manière stable sur le marché financier grâce à un rehaussement de crédit.
Aux termes de cet accord, KIBO sera chargée d'identifier et d'évaluer les entreprises cibles dans la région de Busan-Ulsan, ainsi que de superviser l'émission d'obligations de portefeuille certifiées (P-CBO). La Banque de développement de Corée garantira ces P-CBO, contribuant ainsi au financement des PME technologiques. Par ailleurs, les deux organisations prévoient de coopérer afin d'alléger la charge financière des entreprises en leur proposant des réductions de coûts et un soutien, notamment pour celles incluses dans la catégorie d'actifs sous-jacente.
Cet accord devrait créer un effet de synergie qui contribuera à la revitalisation de l'économie locale et à un développement régional équilibré en soutenant systématiquement la croissance d'entreprises technologiques locales prometteuses grâce à une collaboration entre deux institutions publiques situées à Busan.
Le PDG de Kibo, Lee Sang-chang, a déclaré : « Cet accord est important car il soutient le développement des PME technologiques locales et crée de la valeur sociale grâce à une croissance partagée avec la communauté locale. » Il a ajouté : « Kibo continuera de développer sa coopération avec les organisations concernées afin de devenir un partenaire solide qui soutient la croissance innovante des entreprises locales. »
