이재명 대통령이 7일(현지시간) 중국 상하이 국제회의중심에서 열린 ‘한중 벤처스타트업 서밋’에 참석해 양국 스타트업 생태계의 질적 성장을 위한 새로운 협력 모델을 제시했다. 이번 서밋의 핵심 성과는 한국벤처투자와 중국 초상은행국제(CMBI,China Merchants Bank International) 간의 2500만 달러(약 362억 원) 규모 글로벌 펀드 조성이다.
이는 단순한 유동성 공급을 넘어, 바이오·인공지능(AI)·자율주행 등 이른바 ‘딥테크(Deep Tech)’ 분야에서 양국의 기술과 시장을 잇는 전략적 동맹이 본격화된 것으로 해석된다.
이번에 조성된 글로벌 펀드는 한국 모태펀드가 1000만 달러를 출자하고, 중국 내 자산 규모 상위권인 초상은행의 자회사 CMBI가 매칭 출자하는 방식으로 결성된다.
업계에서는 파트너사인 CMBI가 최근 바이오 헬스케어와 자율주행 등 기술 장벽이 높은 ‘하드 테크’ 분야 투자에 집중하고 있다는 점에 주목하고 있다. 이번 펀드는 자금 조달에 어려움을 겪는 국내 스타트업에게 ‘마중물’ 역할을 하는 것을 넘어, 초상은행이 보유한 방대한 현지 기업 네트워크를 활용해 국내 기업의 B2B 시장 진출과 공급망 확보를 돕는 실질적인 교두보가 될 것으로 보인다.
행사 현장에는 양국의 기술력을 대변하는 핵심 기업들이 대거 참여해 이러한 분석에 힘을 실었다. 한국 측에서는 의료 AI 기업 루닛의 서범석 대표, 자율주행 드론 스타트업 시엔에스의 안중현 대표, 대화형 AI 스타트업 마음AI의 최홍석 대표가 참석했다. 이들은 CMBI가 주력으로 삼는 투자 포트폴리오와 정확히 겹치는 기술 기업들로, 중국의 거대 데이터와 실증 환경을 활용할 경우 가파른 성장이 가능한 분야다. 중국 측에서도 뉴로테크 유니콘 기업 브레인코와 AI 스타트업 미니맥스 등이 참여해 양국 기업 간 기술 제휴 가능성을 타진했다.
이재명 대통령은 축사를 통해 “혁신은 어느 한 국가의 전유물이 아니다”라고 강조하며 “중국의 압도적인 속도와 규모, 한국의 높은 신뢰와 안정성이 결합된다면 매우 큰 시너지를 낼 수 있다”고 밝혔다. 이어 조선 실학자 박제가 선생의 사례를 들며, 한국의 벤처 생태계가 중국의 혁신 환경과 유기적으로 연결될 때 비로소 공동 성장의 해법을 찾을 수 있을 것이라고 역설했다.
한성숙 중소벤처기업부 장관은 “이번 서밋은 정상외교를 계기로 형성된 협력 분위기를 벤처투자라는 실질적 성과로 구체화한 자리”라고 평가하며 “양국 벤처스타트업이 글로벌 시장으로 도약할 수 있도록 지속적인 지원을 아끼지 않겠다”고 밝혔다. 전문가들은 이번 펀드 조성이 국내 딥테크 기업들에게 중국이라는 ‘거대 테스트베드’를 제공하고, CMBI와 같은 현지 유력 자본과의 결합을 통해 유니콘 기업으로 도약하는 계기가 될 것으로 전망된다.
한편, 이번 이재명 한국 대통령의 4일간 중국 베이징 국빈 방문 기간 동안 4,411만 달러 규모, 24건의 수출 계약을 체결했다.
Korea and China Form Cross-Border Deep Tech Alliance Fund…Government Part of Attracting Global Joint Funds
President Lee Jae-myung attended the Korea-China Venture Startup Summit held at the Shanghai International Convention Center in China on the 7th (local time) and proposed a new model of cooperation for the qualitative growth of the two countries' startup ecosystems. A key outcome of the summit was the establishment of a $25 million (approximately KRW 36.2 billion) global fund between Korea Venture Investment Corporation (KVIC) and China Merchants Bank International (CMBI).
This is interpreted as a full-fledged strategic alliance that goes beyond simple liquidity provision and links the two countries' technologies and markets in so-called "deep tech" fields such as bio, artificial intelligence (AI), and autonomous driving.
The newly established global fund will be formed with a Korean parent fund contributing $10 million and a matching contribution from CMBI, a subsidiary of China Merchants Bank, one of the largest asset holders in China.
The industry is noting that partner CMBI has recently focused its investments on "hard tech" sectors with high technological barriers, such as bio-healthcare and autonomous driving. This fund will not only serve as a stepping stone for domestic startups struggling to secure funding, but will also serve as a practical bridgehead, leveraging Chosun Bank's extensive network of local companies to help domestic companies enter the B2B market and secure supply chains.
The event was attended by a number of key companies representing the technological prowess of both countries, lending credence to this analysis. From Korea, attendees included Seo Beom-seok, CEO of medical AI company Lunit; Ahn Jung-hyun, CEO of autonomous drone startup CNS; and Choi Hong-seok, CEO of conversational AI startup Maum AI. These technology companies overlap directly with CMBI's core investment portfolio, and are in areas where rapid growth is possible by leveraging China's massive data and proven environment. On the Chinese side, neurotech unicorn Brainco and AI startup Minimax also participated, exploring the possibility of technological partnerships between the two countries' companies.
In his congratulatory address, President Lee Jae-myung emphasized, "Innovation is not the exclusive domain of any one country." He added, "Combining China's overwhelming speed and scale with Korea's high level of trust and stability can create tremendous synergy." Citing the example of Joseon Dynasty scholar Park Je-ga, he emphasized that only when Korea's venture ecosystem organically connects with China's innovation environment can we find solutions for shared growth.
Minister of SMEs and Startups Han Seong-sook praised the summit, saying, "This summit concretized the cooperative atmosphere fostered by summit diplomacy into tangible results in the form of venture investment." She added, "We will continue to provide unwavering support to help venture startups from both countries leap into the global market." Experts predict that the fund will provide domestic deep-tech companies with a "giant testbed" in China and, through collaboration with influential local capitalists like CMBI, serve as a catalyst for their growth into unicorn companies.
Meanwhile, during President Lee Jae-myung's four-day state visit to Beijing, China, 24 export contracts worth $44.11 million were signed.

イ・ジェミョン大統領は祝辞を通じて「革新はいずれかの国家の専有物ではない」と強調し、「中国の圧倒的なスピードと規模、韓国の高い信頼と安定性が結合すれば非常に大きな相乗効果を出すことができる」と明らかにした。続いて朝鮮実学者のぬいぐるみが先生の事例を挙げて、韓国のベンチャー生態系が中国の革新環境と有機的につながれば初めて共同成長の解法を見つけることができると力説した。
韓成熟中小ベンチャー企業部長官は「今回のサミットは首脳外交をきっかけに形成された協力雰囲気をベンチャー投資という実質的な成果で具体化した席」と評価し、「両国のベンチャースタートアップがグローバル市場に跳躍できるよう、持続的な支援を惜しまない」と明らかにした。専門家らは今回のファンドの造成が国内ディープテック企業に中国という「巨大テストベッド」を提供し、CMBIのような現地有力資本との結合を通じてユニコーン企業に跳躍するきっかけになると見込まれる。
一方、今回の李在名韓国大統領の４日間、中国北京国賓訪問期間中、４４１１万ドル規模、２４件の輸出契約を締結した。

中小企业和创业部长官韩成淑对此次峰会给予高度评价，她说：“此次峰会将峰会外交营造的合作氛围转化为风险投资这一切实成果。”她补充道：“我们将继续坚定不移地支持两国创业公司进军全球市场。”专家预测，该基金将为韩国国内深科技企业在中国提供一个“巨型试验场”，并通过与中国资本投资集团（CMBI）等有影响力的本土资本家合作，助力它们成长为独角兽企业。
与此同时，在李在明总统对中国北京进行为期四天的国事访问期间，签署了24份出口合同，总价值达4411万美元。

Le président Lee Jae-myung a participé au Sommet Corée-Chine sur les startups et le capital-risque, qui s'est tenu au Centre international de conventions de Shanghai, en Chine, le 7 (heure locale). Il y a proposé un nouveau modèle de coopération pour le développement qualitatif des écosystèmes de startups des deux pays. Un résultat majeur de ce sommet a été la création d'un fonds mondial de 25 millions de dollars (environ 36,2 milliards de wons coréens) par la Korea Venture Investment Corporation (KVIC) et la China Merchants Bank International (CMBI).

Dans son discours de félicitations, le président Lee Jae-myung a souligné : « L’innovation n’est pas l’apanage d’un seul pays. » Il a ajouté : « L’alliance de la rapidité et de l’envergure exceptionnelles de la Chine avec le haut niveau de confiance et de stabilité de la Corée peut créer une synergie formidable. » Citant l’exemple de Park Je-ga, érudit de la dynastie Joseon, il a insisté sur le fait que ce n’est que lorsque l’écosystème des entreprises coréennes se connectera naturellement à l’environnement d’innovation chinois que nous pourrons trouver des solutions pour une croissance partagée.
La ministre des PME et des Start-ups, Han Seong-sook, a salué le sommet, déclarant : « Ce sommet a concrétisé l’atmosphère de coopération instaurée par la diplomatie du sommet en résultats tangibles sous la forme d’investissements en capital-risque. » Elle a ajouté : « Nous continuerons d’apporter un soutien indéfectible aux jeunes entreprises innovantes des deux pays afin de les aider à conquérir le marché mondial. » Les experts prévoient que le fonds offrira aux entreprises chinoises de technologies de pointe un « véritable laboratoire » en Chine et, grâce à la collaboration avec des investisseurs locaux influents comme CMBI, servira de catalyseur à leur croissance jusqu’à devenir des licornes.
Parallèlement, lors de la visite d'État de quatre jours du président Lee Jae-myung à Pékin, en Chine, 24 contrats d'exportation d'une valeur de 44,11 millions de dollars ont été signés.
