기술보증기금(이사장 김종호, 이하 ‘기보’)은 중소벤처기업의 기술경쟁력 강화와 지역 균형발전 촉진을 위해 지방자치단체(이하 ‘지자체’) 특화형 ‘BIRD(Bridge for Innovative R&D) 프로그램’을 시행하고, 참여기업을 모집한다고 19일(월) 밝혔다.
‘BIRD 프로그램’은 R&D 전주기 지원을 통해 중소기업의 기술개발과 사업화를 체계적으로 지원하는 기보의 대표적인 우수혁신지원 모델이다. 기보는 2023년 처음 도입한 이후 중소기업기술정보진흥원 및 지자체와 협업해, 3년간 총 245개 기업에 보증 490억원을 지원하고, 이 중 175개 기업에는 R&D 지원금 1471억원을 연계했다.
올해는 서울특별시(서울경제진흥원), 충청남도(충남테크노파크), 대전광역시(대전테크노파크)와의 협업을 통해 기존 ‘서울형 BIRD 프로그램’의 지원 규모를 대폭 늘리고, ‘충남형 BIRD 프로그램’과 ‘대전형 BIRD 프로그램’을 새롭게 도입한다. 이를 통해 지역별 산업 특성에 맞춘 R&D 지원을 강화하고, 지역 산업 생태계 활성화를 뒷받침할 계획이다.
BIRD 프로그램은 ▲1단계 Pre-R&D(기보 기획자금 보증) ▲2단계 R&D(지자체 연구개발 자금 지원) ▲3단계 Post-R&D(기보 사업화자금 보증) 등 총 3단계 구조로 운영되며, 중소벤처기업의 R&D 전주기를 폭넓게 지원한다.
1단계에서는 사업공고 후 신청기업을 대상으로 사전검토, 서면평가, 전문심의위원회 심의, 기술평가를 거쳐 참여기업을 최종 선정한다. 선정된 기업에는 ▲개발기획자금 보증 지원 ▲보증비율 상향(85%→100%) ▲우대 보증료율 적용(1% 이내) ▲희망기업 대상 투자 추천 기회 등이 제공된다.
2단계에서는 각 지자체가 R&D 수행에 필요한 자금을 지원하며, 3단계에서는 기보가 기업당 최대 30억원의 사업화자금 보증을 제공해 기술개발 성과가 실제 사업화로 이어질 수 있도록 뒷받침할 예정이다.
이재필 기보 이사는 “이번 BIRD 프로그램은 기보와 지방자치단체가 협력해 연구개발 단계별 자금을 연계 지원함으로써, 중소기업의 기술혁신이 실질적인 사업 성과로 이어지도록 설계된 성과창출형 R&D 사업”이라며, “기보는 앞으로도 유관기관과의 협업을 확대해 중소기업이 R&D 전 과정에서 겪는 다양한 어려움을 해소하는 데 적극 기여하겠다”고 밝혔다.
한편, 이번 BIRD 프로그램 참여를 희망하는 기업은 오는 23일(금)부터 2월 12일(목)까지 기보 홈페이지를 통해 신청할 수 있으며, 지원대상 등 자세한 사항은 모집 공고문을 통해 확인할 수 있다.

2段階では各自治体がR&D遂行に必要な資金を支援し、3段階では起歩が企業当たり最大30億ウォンの事業化資金保証を提供し、技術開発成果が実際の事業化につながる できるように裏付ける予定だ。
今回のBIRDプログラムは、棋保と地方自治体が協力して研究開発段階別資金を連携支援することで、中小企業の技術革新が実質的な事業成果につながるように 設計された成果創出型R&D事業」とし、「棋報は今後も、関連機関とのコラボレーションを拡大し、中小企業がR&D全過程で経験する様々な困難を解消することに積極的に貢献する」と明らかにした。
一方、今回のBIRDプログラム参加を希望する企業は、来る23日（金）から2月12日（木）まで ギボホームページを通じて申請することができ、支援対象など詳細は募集公告文を通じて確認することができる。
