중소벤처기업부와 고용노동부는 20일 정부서울청사에서 중소기업·소상공인 인력난 완화와 청년 일자리 확대를 위한 업무협약을 체결하고 정책 협력을 강화하기로 했다.
이번 협약은 청년의 취업 기회를 확대하는 동시에 중소기업과 소상공인이 겪고 있는 인력 부족 문제를 완화하고, 근로환경 개선과 고용 안정성을 높이기 위한 범정부 차원의 협력 체계를 구축하기 위해 마련됐다.
양 부처는 협약을 통해 청년과 중소기업 간 일자리 미스매치 해소, 신산업 수요에 부합하는 인력 양성, 현장 중심의 고용·채용 지원 강화, 지속 가능한 일자리 기반 조성 등을 주요 협력 과제로 설정했다. 특히 청년들이 중소기업 현장에서 안정적으로 근무하며 성장할 수 있도록 청년 취업 유망 중소기업을 발굴하고, 청년 채용과 일경험 기회 확대를 위한 지원을 추진할 예정이다.
아울러 지난해 12월 발표된 노동시장 AI 인재양성 방안에 따라 중소기업 AX 지원 사업과 AI 직업훈련 사업을 연계해 중소기업에 적합한 인재 양성을 지원하고, 직업훈련 참여자의 취업과 창업 연계도 강화한다. 이와 함께 중소벤처기업부의 희망리턴패키지와 고용노동부의 국민취업지원제도를 연계해 소상공인의 노동시장 재진입과 고용 안전망 강화를 도모할 계획이다.
고용노동부는 취업 지원과 직업훈련, 고용서비스를 연계해 청년의 노동시장 진입 부담을 완화하고 중소기업의 인력 확보를 지원할 방침이다. 중소벤처기업부 역시 중소기업과 소상공인의 경영 안정과 성장 기반 강화를 통해 양질의 일자리 창출을 뒷받침한다는 계획이다.
한성숙 중소벤처기업부 장관은 이번 협약이 청년 일자리 확대와 중소기업 인력난 해소라는 과제 해결을 위한 실질적인 정책 협력의 출발점이라고 밝혔다. 김영훈 고용노동부 장관도 청년과 중소기업을 연결하는 선순환 구조를 만들기 위해 양 부처가 정책적 역량을 집중하겠다고 설명했다.

また、昨年12月に発表された労働市場AI人材養成方案により、中小企業AX支援事業とAI職業訓練事業を連携し、中小企業に適した人材養成を支援し、職業訓練参加者の就職と創業連携も強化する。これと共に中小ベンチャー企業部の希望リターンパッケージと雇用労働部の国民就職支援制度を連携して小商工人の労働市場の再進入と雇用安全網の強化を図る計画だ。

Cet accord a été établi pour accroître les possibilités d'emploi pour les jeunes, atténuer la pénurie de main-d'œuvre à laquelle sont confrontées les petites et moyennes entreprises et les petits entrepreneurs, et mettre en place un système de coopération à l'échelle du gouvernement afin d'améliorer les conditions de travail et de renforcer la stabilité de l'emploi.
Grâce à cet accord, les deux ministères ont défini des objectifs de collaboration clés, notamment remédier à l'inadéquation entre l'offre et la demande d'emploi des jeunes et celle des PME, développer une main-d'œuvre répondant aux besoins des nouvelles industries, renforcer l'aide à l'emploi et au recrutement dans ces secteurs et jeter les bases d'emplois durables. Concrètement, ils recenseront les PME prometteuses offrant des opportunités d'emploi aux jeunes et soutiendront les initiatives visant à développer ces opportunités et à leur offrir des stages, afin de garantir aux jeunes un emploi stable et des perspectives d'évolution au sein des PME.
Par ailleurs, conformément au plan de développement des talents en IA annoncé en décembre dernier pour le marché du travail, le gouvernement soutiendra la formation de talents adaptés aux PME en associant le projet d'appui aux PME (PME AX) à des programmes de formation professionnelle en IA. De plus, il renforcera l'accompagnement des participants à ces formations vers l'emploi et l'entrepreneuriat. Enfin, le dispositif « Retour à l'emploi » du ministère des PME et des Startups et le Système national de soutien à l'emploi du ministère du Travail et de l'Emploi seront coordonnés afin de faciliter la réinsertion professionnelle des dirigeants de petites entreprises et de renforcer le filet de sécurité sociale en matière d'emploi.
Le ministère de l'Emploi et du Travail prévoit d'alléger les difficultés d'insertion professionnelle des jeunes et d'aider les petites et moyennes entreprises (PME) à recruter du personnel en articulant accompagnement, formation et services d'emploi. Le ministère des PME et des Startups entend également favoriser la création d'emplois de qualité en renforçant la stabilité de la gestion et les conditions de croissance des PME et des petites entreprises.
La ministre des PME et des Start-ups, Han Seong-sook, a déclaré que cet accord marque le point de départ d'une coopération politique concrète visant à relever les défis liés à l'expansion de l'emploi des jeunes et à l'atténuation de la pénurie de main-d'œuvre dans les petites et moyennes entreprises (PME). Le ministre de l'Emploi et du Travail, Kim Young-hoon, a également indiqué que les deux ministères concentreront leurs efforts sur la création d'un cercle vertueux reliant les jeunes et les PME.
