코리아스타트업포럼(의장 한상우, 이하 코스포)은 지난 5일 베트남 국가혁신청(National Innovation Center, 이하 NIC)과 스타트업 생태계 발전 및 창업 네트워크 교류 활성화를 위한 업무협약(MOU)을 체결했다고 6일 밝혔다.
이번 협약식은 베트남 하노이에서 열렸으며, 한상우 코스포 의장과 최지영 상임이사, 보수안 호아이(Vo Xuan Hoai) NIC 부청장 등 양 기관 주요 관계자들이 참석했다. 협약은 한국과 베트남의 혁신 스타트업 성장을 지원하고, 양국 기업 간 비즈니스 교류를 촉진하기 위한 협력 체계 구축을 목적으로 마련됐다.
이번 MOU는 지난해 8월 양 기관 간 협력 논의 이후 추진된 두 번째 성과다. 당시 코스포와 NIC는 서울에서 만나 양국 스타트업 생태계 현황과 시장 진출 지원 방안에 대해 논의했으며, 글로벌 스타트업 페스티벌 컴업(COMEUP) 등 공동 프로그램 협력 가능성도 검토한 바 있다. 이후 후속 협력의 일환으로 공식 협약 체결로 이어졌다.
양 기관은 이번 협약을 통해 스타트업 지식 교류와 성장 지원, 행사 참여, 정책 환경 교류 등 다양한 분야에서 협력을 강화하기로 했다. 주요 협력 내용으로는 양국 스타트업·기업·투자자·대학·기관 간 정보 교류 및 네트워킹 활성화, 초기 기업 대상 지식 공유와 전문성 교류, 포럼·워크숍·네트워킹 행사 공동 추진, 공동 연구 및 프로젝트 수행 등이 포함된다.
또한 코스포는 국내외 네트워크를 활용해 한국 스타트업의 베트남 시장 진출과 현지 파트너 발굴을 지원할 계획이다. NIC는 베트남 내 정책·규제 정보 제공, 현지 기관 및 기업 연계, 인프라 지원 등을 통해 한국 스타트업의 현지 정착과 사업 확장을 뒷받침할 예정이다.
양 기관은 이번 협약을 계기로 양국 스타트업의 현지 진출과 실증(PoC), 투자 연계가 활성화될 것으로 기대하고 있다. 향후 공동 프로그램 운영과 정책 협력을 통해 한·베트남 혁신 생태계 간 연계를 지속적으로 확대해 나갈 방침이다.
보수안 호아이 NIC 부청장은 이번 협약이 베트남과 한국 스타트업 생태계 간 전략적 협력 관계 구축의 계기가 될 것이라며, 공동 사업 발굴과 시장 진출로 이어지기를 기대한다고 밝혔다. 한상우 코스포 의장은 글로벌 네트워크 확장을 통해 한국 창업 기업의 아세안 시장 진출을 지원하고, 양국 간 정책 및 제도에 대한 정보 교류를 통해 민관 협력 기반을 강화하겠다고 전했다.
한편 NIC는 베트남 정부가 혁신 스타트업과 첨단산업 육성을 위해 설립한 국가 핵심 혁신 기관으로, 기획투자부(MPI) 산하에서 정부 정책과 민간 혁신 생태계를 연결하는 국가 차원의 혁신 플랫폼 역할을 수행하고 있다.

Korea Startup Forum Signs MOU with Vietnam's National Innovation Agency
Korea Startup Forum (Chairman Sang-Woo Han, hereinafter referred to as KOSPO) announced on the 6th that it signed a Memorandum of Understanding (MOU) with Vietnam's National Innovation Center (NIC) on the 5th to promote the development of the startup ecosystem and revitalize entrepreneurship network exchanges.
The signing ceremony took place in Hanoi, Vietnam, and was attended by key officials from both organizations, including KOSPO Chairman Han Sang-woo, Executive Director Choi Ji-young, and NIC Deputy Director Vo Xuan Hoai. The agreement aims to establish a cooperative framework to support the growth of innovative startups in Korea and Vietnam and to foster business exchanges between companies in both countries.
This MOU marks the second milestone following discussions on cooperation between the two organizations in August of last year. At the time, KOSPO and NIC met in Seoul to discuss the current state of the two countries' startup ecosystems and market entry support measures. They also explored the possibility of collaboration on joint programs, such as the global startup festival COMEUP. This follow-up effort led to the signing of an official agreement.
Through this agreement, the two organizations agreed to strengthen cooperation in various areas, including startup knowledge exchange, growth support, event participation, and policy environment exchange. Key areas of cooperation include facilitating information exchange and networking among startups, companies, investors, universities, and institutions in both countries; sharing knowledge and expertise with early-stage companies; co-hosting forums, workshops, and networking events; and conducting joint research and projects.
Furthermore, KOSPO plans to leverage its domestic and international networks to support Korean startups' entry into the Vietnamese market and the discovery of local partners. NIC will support Korean startups' local settlement and business expansion by providing information on Vietnamese policies and regulations, connecting them with local organizations and companies, and providing infrastructure support.
Both organizations anticipate that this agreement will facilitate local expansion, proof-of-concept (PoC), and investment collaborations between startups from both countries. They plan to continue expanding connections between the Korean and Vietnamese innovation ecosystems through joint program operations and policy cooperation.
NIC Deputy Director Hoai Bo-an stated that this agreement will serve as a catalyst for establishing a strategic partnership between the Vietnamese and Korean startup ecosystems, and he hopes it will lead to joint business development and market entry. KOSPO Chairman Han Sang-woo stated that the agency will support Korean startups' entry into the ASEAN market by expanding its global network and strengthen the foundation for public-private cooperation by exchanging information on policies and systems between the two countries.
Meanwhile, the NIC is a key national innovation institution established by the Vietnamese government to foster innovative startups and high-tech industries. Under the Ministry of Planning and Investment (MPI), it serves as a national innovation platform that connects government policies with the private innovation ecosystem.

韓国スタートアップフォーラム、ベトナム国家革新庁と業務協約締結
韓国スタートアップフォーラム（議長ハン・サンウ、以下コスポ）は５日、ベトナム国家革新庁（National Innovation Center、以下ＮＩＣ）とスタートアップエコシステム発展及び創業ネットワーク交流活性化のための業務協約（ＭＯＵ）を締結したと６日、明らかにした。
今回の協約式はベトナムのハノイで開かれ、ハン・サンウコスポ議長とチェ・ジヨン常任理事、ボスアン・ホアイ(Vo Xuan Hoai)NIC副庁長など両機関主要関係者が参加した。条約は韓国とベトナムのイノベーションスタートアップの成長を支援し、両国企業間のビジネス交流を促進するための協力体制構築を目的に設けられた。
今回のMOUは昨年8月、両機関間の協力議論以後推進された2番目の成果だ。当時、コスポとNICはソウルで出会い、両国のスタートアップ生態系の現状と市場進出支援案について議論し、グローバルスタートアップフェスティバルコムアップ（COMEUP）など共同プログラム協力の可能性も検討した。その後、後続協力の一環として公式協約締結につながった。
両機関は今回の協約を通じてスタートアップ知識交流と成長支援、イベント参加、政策環境交流など多様な分野で協力を強化することにした。主な協力内容には、両国のスタートアップ・企業・投資家・大学・機関間の情報交流及びネットワーキング活性化、初期企業対象知識共有と専門性交流、フォーラム・ワークショップ・ネットワーキングイベントの共同推進、共同研究及びプロジェクト遂行などが含まれる。
また、コスポは国内外のネットワークを活用して韓国スタートアップのベトナム市場進出と現地パートナーの発掘を支援する計画だ。 NICはベトナム内政策・規制情報提供、現地機関及び企業連携、インフラ支援などを通じて韓国スタートアップの現地定着と事業拡大を支える予定だ。
両機関は今回の条約をきっかけに両国スタートアップの現地進出と実証（PoC）、投資連携が活性化されると期待している。今後共同プログラム運営と政策協力を通じて韓・ベトナム革新生態系間の連携を継続的に拡大していく方針だ。
保守案ホアイNIC副庁長は、今回の条約がベトナムと韓国のスタートアップ生態系間の戦略的協力関係構築のきっかけになるとし、共同事業の発掘と市場進出につながることを期待すると明らかにした。ハン・サンウコスポ議長はグローバルネットワーク拡張を通じて韓国創業企業のASEAN市場進出を支援し、両国間の政策及び制度に対する情報交流を通じて民官協力基盤を強化すると伝えた。
一方、NICはベトナム政府がイノベーションスタートアップと先端産業育成のために設立した国家コアイノベーション機関であり、企画投資部（MPI）傘下で政府政策と民間イノベーションエコシステムを連結する国家レベルのイノベーションプラットフォームの役割を遂行している。

韩国创业论坛（主席韩相佑，以下简称KOSPO）于6日宣布，已于5日与越南国家创新中心（NIC）签署谅解备忘录（MOU），旨在促进创业生态系统的发展，并重振创业网络交流。
签约仪式在越南河内举行，韩国科技促进组织（KOSPO）会长韩相佑、执行董事崔智英以及创新中心（NIC）副主任武春怀等双方机构的重要官员出席了仪式。该协议旨在建立一个合作框架，以支持韩国和越南创新型初创企业的发展，并促进两国企业之间的商业交流。

Le Korea Startup Forum signe un protocole d'accord avec l'Agence nationale de l'innovation du Vietnam
Le Korea Startup Forum (présidé par Sang-Woo Han, ci-après dénommé KOSPO) a annoncé le 6 avoir signé un protocole d'accord avec le Centre national d'innovation (NIC) du Vietnam le 5 afin de promouvoir le développement de l'écosystème des startups et de revitaliser les échanges au sein du réseau entrepreneurial.
La cérémonie de signature s'est déroulée à Hanoï, au Vietnam, en présence de hauts responsables des deux organisations, notamment Han Sang-woo, président de KOSPO, Choi Ji-young, directrice exécutive, et Vo Xuan Hoai, directeur adjoint de NIC. Cet accord vise à établir un cadre de coopération pour soutenir la croissance des jeunes entreprises innovantes en Corée et au Vietnam et à favoriser les échanges commerciaux entre les entreprises des deux pays.
Ce protocole d'entente marque la deuxième étape importante faisant suite aux discussions sur la coopération entre les deux organisations en août dernier. À l'époque, KOSPO et NIC s'étaient rencontrés à Séoul pour examiner l'état actuel des écosystèmes de startups dans les deux pays et les mesures de soutien à l'entrée sur le marché. Par ailleurs, KOSPO prévoit de mobiliser ses réseaux nationaux et internationaux pour faciliter l'implantation des startups coréennes sur le marché vietnamien et la recherche de partenaires locaux. NIC accompagnera ces startups dans leur installation et leur développement en leur fournissant des informations sur la réglementation vietnamienne, en les mettant en relation avec des organisations et entreprises locales et en leur apportant un soutien infrastructurel.
Les deux organisations anticipent que cet accord facilitera le développement local, la validation de concept et les collaborations d'investissement entre les startups des deux pays. Elles prévoient de poursuivre le renforcement des liens entre les écosystèmes d'innovation coréen et vietnamien par le biais de programmes conjoints et d'une coopération politique.
Le directeur adjoint du NIC, Hoai Bo-an, a déclaré que cet accord servira de catalyseur à l'établissement d'un partenariat stratégique entre les écosystèmes de startups vietnamiens et coréens, et il espère qu'il débouchera sur un développement commercial conjoint et une implantation facilitée sur les marchés. Le président de la KOSPO, Han Sang-woo, a indiqué que l'agence soutiendra l'entrée des startups coréennes sur le marché de l'ASEAN en étendant son réseau mondial et en renforçant les fondements de la coopération public-privé par l'échange d'informations sur les politiques et les systèmes en vigueur dans les deux pays.
Parallèlement, le NIC est une institution nationale d'innovation clé, créée par le gouvernement vietnamien pour encourager les jeunes entreprises innovantes et les industries de haute technologie. Placé sous la tutelle du ministère du Plan et de l'Investissement (MPI), il sert de plateforme nationale d'innovation, assurant la liaison entre les politiques gouvernementales et l'écosystème d'innovation privé.
