기술보증기금(이사장 김종호, 이하 기보)은 재단법인 춘천바이오산업진흥원(원장 김창혁, 이하 진흥원)과 8일 강원도 춘천시 소재 진흥원에서 ‘바이오산업분야 기술창업기업 육성을 위한 기술금융지원 업무협약’을 체결했다고 밝혔다.
이번 협약은 양 기관이 유기적인 협력체제를 구축해 기술력과 성장성이 우수한 강원지역 바이오 기술창업기업을 발굴하고 맞춤형 성장지원을 강화하기 위해 마련됐다.
진흥원은 2003년 설립된 이후, 바이오기업의 기술사업화 및 국내외 마케팅, 인력양성 등 성장 단계별 지원사업을 통해 지역 바이오산업 발전을 이끌어온 전문지원기관이다.
협약에 따라 진흥원은 지역 기반 우수 바이오 창업기업을 발굴·추천하고, 기보는 추천받은 중소기업을 대상으로 ▲보증비율 우대 및 보증료 감면 ▲투자연계 및 인증평가 ▲기술이전 및 기술보호 등 기술창업기업 맞춤형 지원 프로그램을 연계해 지방 중소기업의 안정적 성장을 뒷받침할 계획이다.
또한 양 기관은 바이오산업 분야의 우수 기술창업기업에 대한 정보교류를 강화하고, 지역 창업 생태계 조성과 지역산업 육성을 위한 협업도 확대해 나갈 방침이다.
김창혁 진흥원 원장은 “이번 협약을 통해 우수 바이오기업이 안정적으로 성장할 수 있는 계기를 마련하게 됐다”며 “진흥원은 앞으로도 기술력과 성장 가능성이 높은 기업을 적극 발굴․지원해, 지역 바이오산업의 혁신 생태계를 조성하는 데 최선을 다하겠다”고 말했다.
김성태 기보 서울동부지역본부장은 “이번 협약은 강원지역 내 우수 바이오기업의 스타트업부터 스케일업까지 전 주기 성장지원을 위한 협력 기반을 마련한 것”이라며 “기보는 앞으로도 유관기관과의 협업을 통해 지역 맞춤형 지원을 확대하고, 지역경제 활성화와 양질의 일자리 창출에 기여할 수 있도록 힘쓰겠다”고 밝혔다.

Kibo and Chuncheon Bio Industry Promotion Agency Sign Business Agreement
The Korea Technology Finance Corporation (KTFC) (Chairman Kim Jong-ho, hereinafter referred to as KIBO) announced that it signed a 'Business Agreement on Technology Finance Support for Fostering Technology Startups in the Bio-industry' with the Chuncheon Bio-industry Promotion Agency (President Kim Chang-hyeok, hereinafter referred to as the Promotion Agency) on the 8th at the Promotion Agency located in Chuncheon, Gangwon-do.
This agreement was created to establish an organic cooperative system between the two organizations to discover biotechnology start-ups in the Gangwon region with excellent technological prowess and growth potential and to strengthen customized growth support.
Since its establishment in 2003, the Promotion Agency has been a specialized support organization that has led the development of the local bio industry through support projects for each stage of growth, including technology commercialization, domestic and international marketing, and human resource development for bio companies.
According to the agreement, the Promotion Agency will discover and recommend excellent local bio start-ups, and Kibo will support the stable growth of local small and medium-sized enterprises by linking them with customized support programs for technology start-ups, such as ▲preferential guarantee ratio and guarantee fee reduction ▲investment linkage and certification evaluation ▲technology transfer and technology protection for recommended small and medium-sized enterprises.
In addition, the two organizations plan to strengthen information exchange on excellent technology startups in the bio industry and expand collaboration to foster a local startup ecosystem and foster local industries.
Kim Chang-hyeok, president of the Korea Biomedical Research Institute, said, “Through this agreement, we have created an opportunity for excellent bio companies to grow steadily,” and added, “The Korea Biomedical Research Institute will continue to actively discover and support companies with high technological prowess and growth potential, and do its best to create an innovative ecosystem for the local bio industry.”
Kim Seong-tae, head of Kibo’s Seoul Eastern Regional Headquarters, said, “This agreement establishes a cooperative foundation for full-cycle growth support from startup to scale-up for excellent bio companies in the Gangwon region.” He added, “Kibo will continue to expand customized support for the region through collaboration with relevant organizations and strive to contribute to revitalizing the local economy and creating quality jobs.”

キム・チャンヒョク振興院院長は「今回の協約を通じて優秀なバイオ企業が安定的に成長できるきっかけを設けることになった」とし「振興院は今後も技術力と成長可能性の高い企業を積極的に発掘・支援し、地域バイオ産業の革新生態系を造成することに最善を尽くす」と話した。

Kibo与春川生物产业振兴院签署业务协议
韩国技术金融公司（KTFC）（会长金钟浩，以下简称KIBO）表示，8日，与春川生物产业振兴院（院长金昌赫，以下简称振兴院）在位于江原道春川的振兴院签署了‘为培育生物产业技术型初创公司提供技术融资支持业务协议’。
此次协议的目的是建立两机构之间的有机合作体系，发掘江原地区具有优秀技术实力和增长潜力的生物技术初创企业，并加强定制化增长支持。
该振兴院自2003年成立以来，作为专门的支援机构，通过为生物企业提供技术商业化、国内外营销、人才培养等各个成长阶段的支援项目，引领本地生物产业的发展。
根据协议，促进机构将发掘并推荐本地优秀生物初创企业，而Kibo将通过为其提供▲优惠担保比例及担保费减免▲投资对接及认证评估▲针对推荐中小企业的技术转让及技术保护等定制型技术初创企业扶持计划，支持本地中小企业稳定成长。
此外，两机构还计划加强生物产业优秀技术初创企业的信息交流，扩大合作，培育本地初创企业生态系统并促进本地产业发展。
韩国生物医药研究院院长金昌赫表示“通过此次协议，为优秀生物企业创造了稳步发展的机会”，并表示“韩国生物医药研究院今后也将积极发掘和支持具有高技术实力和成长潜力的企业，为打造韩国生物产业创新生态系统尽最大努力”。
Kibo首尔东部地区本部负责人金成泰表示：“通过此次协议，为江原地区优秀生物企业从初创到扩大的全周期成长支持奠定了合作基础。”他补充道：“Kibo将继续通过与相关组织的合作，扩大对该地区的定制支持，并努力为振兴当地经济和创造高质量的就业机会做出贡献。”

La Korea Technology Finance Corporation (KTFC) (président Kim Jong-ho, ci-après dénommée KIBO) a annoncé avoir signé un « Accord commercial sur le soutien au financement technologique pour encourager les startups technologiques dans la bio-industrie » avec l'Agence de promotion de la bio-industrie de Chuncheon (président Kim Chang-hyeok, ci-après dénommée l'Agence de promotion) le 8 à l'Agence de promotion située à Chuncheon, Gangwon-do.
Cet accord a été créé pour établir un système de coopération organique entre les deux organisations afin de découvrir des start-ups de biotechnologie dans la région de Gangwon dotées d'excellentes prouesses technologiques et d'un potentiel de croissance et de renforcer le soutien à la croissance personnalisé.
Depuis sa création en 2003, l'Agence de promotion est une organisation de soutien spécialisée qui a conduit le développement de l'industrie biologique locale à travers des projets de soutien à chaque étape de croissance, y compris la commercialisation de la technologie, le marketing national et international et le développement des ressources humaines pour les entreprises biologiques.
Selon l'accord, l'Agence de promotion découvrira et recommandera d'excellentes start-ups biologiques locales, et Kibo soutiendra la croissance stable des petites et moyennes entreprises locales en les reliant à des programmes de soutien personnalisés pour les start-ups technologiques, tels que ▲un ratio de garantie préférentiel et une réduction des frais de garantie ▲un lien d'investissement et une évaluation de certification ▲un transfert de technologie et une protection technologique pour les petites et moyennes entreprises recommandées.
En outre, les deux organisations prévoient de renforcer l’échange d’informations sur les excellentes startups technologiques de l’industrie biologique et d’élargir la collaboration pour favoriser un écosystème de startups locales et favoriser les industries locales.
Kim Chang-hyeok, président de l'Institut coréen de recherche biomédicale, a déclaré : « Grâce à cet accord, nous avons créé une opportunité pour les excellentes entreprises biomédicales de croître régulièrement », et a ajouté : « L'Institut coréen de recherche biomédicale continuera à découvrir et à soutenir activement les entreprises dotées de prouesses technologiques et d'un potentiel de croissance élevés, et fera de son mieux pour créer un écosystème innovant pour l'industrie biomédicale locale. »
