한국부동산원과 닥터빌드 주식회사는 4월 4일 서울 강남구 역삼동에 위치한 한국부동산원 서울지역본부에서 정비사업의 디지털 전환을 위한 업무협약(MOU)을 체결했다. 이번 협약은 정비사업의 효율성과 투명성을 강화하고, 민관 협력에 기반한 미래지향적 정비사업 모델을 구축하는 데 목표를 두고 있다. 협력의 핵심에는 닥터빌드가 개발한 AI 기반 정비사업 플랫폼인 ‘닥터빌드 아이콘(AiCON)’이 있다.
AiCON은 정비사업 유망 구역의 사업 요건을 자동으로 분석하고, 건축계획 시뮬레이션과 주요 사업 요소를 고려하여 건립규모를 검토할 수 있는 플랫폼이다. 이를 통해 지자체 및 조합은 전문가 개입 없이 다양한 개발 시나리오를 비교하고 검토할 수 있으며, 계획 수립 단계에서의 효율성과 투명성을 크게 개선할 수 있다.
양 기관은 AI 기반 정비사업 요건 분석 및 시뮬레이션 시스템 공동 활용, 정비사업 관련 정보 및 통계자료 상호 공유, 공동 학술·정책 세미나 개최 및 정책 제언 도출, 실무협의체 운영 등을 통해 실질적이고 지속적인 협력체계를 구축할 예정이다.
한국부동산원 김능진 도시정비처장은 “이번 협약은 정비사업의 디지털 전환을 위한 민관 협력 모델로서, 정보 공유와 기술 교류를 통해 정비사업의 예측 가능성과 효율성, 투명성을 높이는 계기가 될 것”이라고 밝혔다. 한국부동산원 문근식 부장은 “정비사업은 도시 구조 전체와 연계된 핵심 분야로, 공공행정과 디지털 기술이 결합된 스마트 정비사업 체계를 통해 공공성과 실효성을 함께 확보해 나가겠다”고 말했다.
닥터빌드 민경호 대표이사는 “정비사업 초기 단계에서 정보 비대칭으로 인한 혼란이 많았다”며 “닥터빌드 아이콘(AiCON)은 객관적 데이터에 기반한 정확하고 합리적인 의사결정을 가능하게 하는 플랫폼”이라고 소개했다. 그는 또한 “공공과의 협력 범위를 확장해 기술이 사회적 가치로 이어질 수 있도록 노력하겠다”고 덧붙였다.

Korea Real Estate Agency signs business agreement with Doctor Build
On April 4, Korea Real Estate Board and Doctor Build Co., Ltd. signed a business agreement (MOU) for the digital transformation of maintenance business at the Korea Real Estate Board Seoul Regional Headquarters located in Yeoksam-dong, Gangnam-gu, Seoul. This agreement aims to strengthen the efficiency and transparency of maintenance business and to establish a future-oriented maintenance business model based on public-private cooperation. At the core of the cooperation is the AI-based maintenance business platform 'Doctor Build AiCON' developed by Doctor Build.
AiCON is a platform that automatically analyzes the business requirements of promising areas for maintenance projects and examines the scale of construction by considering architectural plan simulation and key business elements. Through this, local governments and associations can compare and review various development scenarios without the intervention of experts, and can greatly improve efficiency and transparency in the planning stage.
The two organizations plan to establish a practical and continuous cooperation system through joint use of AI-based maintenance project requirements analysis and simulation systems, mutual sharing of maintenance project-related information and statistical data, holding joint academic and policy seminars and deriving policy recommendations, and operating a working-level consultative body.
Kim Neung-jin, Director of Urban Development at the Korea Real Estate Board, said, “This agreement is a public-private cooperation model for the digital transformation of urban development projects, and it will be an opportunity to increase the predictability, efficiency, and transparency of urban development projects through information sharing and technology exchange.” Moon Geun-sik, Director of the Korea Real Estate Board, said, “Urban development projects are a core field linked to the entire urban structure, and we will secure both publicness and effectiveness through a smart urban development project system that combines public administration and digital technology.”
Dr. Build CEO Min Kyung-ho said, “In the early stages of the maintenance project, there was a lot of confusion due to information asymmetry,” and introduced Dr. Build AiCON as a platform that enables accurate and rational decision-making based on objective data. He also added, “We will expand the scope of cooperation with the public so that technology can lead to social value.”

韓国不動産院金能津都市整備処長は「今回の条約は整備事業のデジタル転換のための民官協力モデルであり、情報共有と技術交流を通じて整備事業の予測可能性と効率性、透明性を高めるきっかけになるだろう」と明らかにした。韓国不動産院ムン・グンシク部長は「整備事業は都市構造全体と連携した核心分野で、公共行政とデジタル技術が結合されたスマート整備事業体系を通じて公共性と実効性を共に確保していく」と話した。
ドクタービルドミンギョンホ代表理事は「整備事業初期段階で情報非対称による混乱が多かった」とし「ドクタービルドアイコン（AiCON）は客観的データに基づく正確で合理的な意思決定を可能にするプラットフォーム」と紹介した。彼はまた「公共との協力範囲を拡大し、技術が社会的価値につながるように努力する」と付け加えた。

Les deux organisations prévoient d'établir un système de coopération pratique et continu grâce à l'utilisation conjointe de systèmes d'analyse et de simulation des exigences des projets de maintenance basés sur l'IA, au partage mutuel d'informations et de données statistiques liées aux projets de maintenance, à la tenue de séminaires universitaires et politiques conjoints et à l'élaboration de recommandations politiques, et au fonctionnement d'un organe consultatif de niveau opérationnel.
Kim Neung-jin, directeur du développement urbain au Korea Real Estate Board, a déclaré : « Cet accord est un modèle de coopération public-privé pour la transformation numérique des projets de développement et servira d'occasion d'accroître la prévisibilité, l'efficacité et la transparence des projets de développement grâce au partage d'informations et à l'échange de technologies. » Moon Geun-sik, président du Conseil immobilier coréen, a déclaré : « Les projets de réaménagement constituent un axe essentiel, lié à l'ensemble de la structure urbaine.
