중소벤처기업부(이하 중기부, 장관 오영주)와 고용노동부(이하 고용부, 장관 직무대행 김민석)는 15일 전략적 인사교류 후속조치로 ‘전략협업 협의체’를 개최했다고 밝혔다.
두 부처는 만성적인 중소기업 인력난 해소를 해결하기 위해서는 부처 간 협업이 필요하다는데 뜻을 모았으며, 협업과제는 아래와 같다.
전략협업 협의체에서 두 부처는 올 한 해 동안 추진할 협업과제의 세부이행계획을 발표하고, 협력체계 구축 및 성과 창출·확산 방안에 대해 논의하였다. 이번 협의체 이후에도 매월 1회 전략협업 협의체를 지속적으로 개최하여 성과 창출을 위한 과제별 진행사항을 수시로 점검·보완해 나갈 계획이다.
중기부 김우중 정책기획관은 “전략적 인사교류를 기반으로 양 부처 간 효율적인 협업 수행체계를 구축·운영함으로써, 많은 중소기업들이 당면한 인력부족 문제 해소에 시너지가 날 것으로 기대된다”고 하였다.
정경훈 고용노동부 노동시장정책관은 “고용노동부와 중기부는 이번 협업을 통해 채용을 원하는 기업은 필요한 인재를 채용하고, 취업취약계층은 신속한 재취업을 통해 생업안전망을 확보할 수 있도록 지원하겠다”고 말했다.

Ministry of SMEs and Startups and Ministry of Employment and Labor Launch 'Strategic Collaboration Council'
The Ministry of SMEs and Startups (hereinafter referred to as MSS, Minister Oh Young-joo) and the Ministry of Employment and Labor (hereinafter referred to as MSS, Acting Minister Kim Min-seok) announced on the 15th that they held a 'Strategic Collaboration Council' as a follow-up measure to the strategic personnel exchange.
The two ministries agreed that inter-ministerial collaboration is necessary to resolve the chronic shortage of manpower in small and medium-sized enterprises, and the collaborative tasks are as follows.
At the strategic collaboration council, the two ministries announced detailed implementation plans for the collaborative tasks they will pursue throughout the year and discussed ways to build a cooperative system and create and expand results. After this council, the strategic collaboration council will continue to be held once a month to regularly review and supplement progress on each task for creating results.
Kim Woo-joong, policy planning officer at the Ministry of SMEs and Startups, said, “By establishing and operating an efficient collaboration system between the two ministries based on strategic personnel exchanges, we expect to see synergy in resolving the manpower shortage problem that many small and medium-sized enterprises are currently facing.”
Jeong Gyeong-hun, director general of the Ministry of Employment and Labor’s Labor Market Policy Bureau, said, “Through this collaboration, the Ministry of Employment and Labor and the Ministry of SMEs and Startups will support companies seeking to hire the talent they need and the vulnerable class of workers to secure a livelihood safety net through rapid re-employment.”

中期部・雇用部、「戦略協業協議体」発足
中小ベンチャー企業部（以下中期部、長官オ・ヨンジュ）と雇用労働部（以下、雇用部、長官職務代行キム・ミンソク）は１５日、戦略的人事交流後続措置として「戦略協業協議体」を開催したと明らかにした。
両省庁は、慢性的な中小企業の人力難解消を解決するためには、省庁間のコラボレーションが必要だという意味を集め、コラボレーション課題は以下の通りである。
戦略協業協議体において、両省庁は今年一年間推進する協業課題の詳細履行計画を発表し、協力体制の構築及び成果創出・拡散方案について議論した。今回の協議体以降も毎月１回戦略協業協議体を持続的に開催し、成果創出のための課題別の進行事項を随時点検・補完していく計画だ。
中期部のキム・ウジュン政策企画官は「戦略的人事交流を基盤に両省間の効率的なコラボレーション遂行体系を構築・運営することで、多くの中小企業が当面の人材不足問題解消に相乗効果があると期待される」と述べた。
チョン・ギョンフン雇用労働部労働市場政策官は「雇用労働部と中期部は今回のコラボレーションを通じて採用を望む企業は必要な人材を採用し、就職脆弱階層は迅速な再就職を通じて生業安全網を確保できるよう支援する」と話した。

中小企业和初创企业部与就业和劳工部成立“战略合作委员会”
中小企业和风险投资部（以下简称MSS，部长官吴英珠）和雇佣劳动部（以下简称MSS，代理部长金敏硕） 15日表示，作为战略人才交流的后续措施，双方将举行“战略合作委员会”。
两部委一致认为，为解决中小企业长期存在的人才短缺问题，需要开展跨部委合作，具体合作任务如下。
战略合作理事会上，两部委公布了今年全年合作任务的具体实施方案，并讨论了构建合作体系、创造和扩大合作成果等问题。本次理事会之后，我们计划继续每月召开一次战略合作理事会，定期检查、补充各项任务的进展情况，创造成果。
中小企业部政策企划官金宇中表示，“通过建立和运营以战略性人才交流为基础的两部委高效合作体系，我们期待在解决众多中小企业目前面临的人力短缺问题上发挥协同作用。”
雇佣劳动部劳动力市场政策局局长郑庆勋表示，“通过此次合作，雇佣劳动部和中小企业部将为寻求人才的企业和弱势劳动者提供支援，通过快速再就业确保生活安全网。”

Le ministère des PME et des startups et le ministère de l'Emploi et du Travail lancent le « Conseil de collaboration stratégique »
Le ministère des PME et des startups (ci-après dénommé MSS, ministre Oh Young-joo) et le ministère de l'Emploi et du Travail (ci-après dénommé MSS, ministre par intérim Kim Min-seok) ont annoncé le 15 qu'ils organisaient un « Conseil de collaboration stratégique » comme mesure de suivi de l'échange stratégique de personnel.
Les deux ministères ont convenu qu'une collaboration interministérielle est nécessaire pour résoudre la pénurie chronique de main-d'œuvre dans les petites et moyennes entreprises, et les tâches de collaboration sont les suivantes.
Lors du conseil de collaboration stratégique, les deux ministères ont annoncé des plans de mise en œuvre détaillés pour les tâches de collaboration à promouvoir tout au long de cette année et ont discuté des moyens de construire un système de coopération et de créer et d'étendre les résultats. Après ce conseil, nous prévoyons de continuer à tenir un conseil de collaboration stratégique une fois par mois pour vérifier et compléter régulièrement l’avancement de chaque tâche afin de créer des résultats.
Kim Woo-joong, responsable de la planification des politiques au ministère des PME et des startups, a déclaré : « En établissant et en exploitant un système de collaboration efficace entre les deux ministères basé sur des échanges stratégiques de personnel, nous espérons voir une synergie pour résoudre le problème de pénurie de main-d'œuvre auquel de nombreuses petites et moyennes entreprises sont actuellement confrontées. »
Jeong Gyeong-hun, directeur général du Bureau de la politique du marché du travail du ministère de l'Emploi et du Travail, a déclaré : « Grâce à cette collaboration, le ministère de l'Emploi et du Travail et le ministère des PME et des startups soutiendront les entreprises qui cherchent à embaucher les talents dont elles ont besoin et la classe vulnérable de travailleurs pour garantir un filet de sécurité de subsistance grâce à un réemploi rapide. »
