중소벤처기업부(장관 오영주, 이하 중기부)는 20일 금년 신설사업인 ‘지역혁신선도기업육성R&D’의 지원과제 115개를 최종 선정하고 협약 등 후속 절차를 시작했다고 밝혔다.
‘지역혁신선도기업육성R&D’ 사업은 비수도권 중소기업의 혁신성장을 촉진하고 지역 균형발전을 도모하기 위한 기술개발을 지원하는 사업으로, 지역과 함께 다년간 준비·기획 후 예비타당성검토 면제, 과기부의 적정성검토를 거쳐 사업을 시행하게 됐다.
그간의 지역 R&D사업과는 달리 평균 매출액, R&D 역량보유 등 참여 요건을 대폭 강화했음에도 불구하고 278개 과제가 응모하였고, R&D혁신성 및 선도기업으로 성장 가능성이 높은 기업을 선발하기 위해 기존의 지역별 경쟁에서 벗어나 전국단위 경쟁을 도입했다.
심도있는 평가를 위해 요건검토를 통과한 과제 전체를 대상으로 산·학·연 전문가를 활용한 대면평가를 하였으며, 127개 과제가 정부지원이 가능한 우수 과제로 평가되었다. 마지막으로 선정 심의위원회에서 정부출연금과 지자체 매칭 예산 등을 고려하여 115개 과제를 최종 확정했다.
선정된 주관기업 특성을 보면 최근 3년 평균 매출액이 약 123억원이고 기업부설연구소를 보유한 기업 비율이 약 95%로 규모와 기술개발 역량을 갖춘 기업이 참여했다.
또한 중소기업이 산·학·연 협력을 통해 우수한 R&D성과를 창출할 수 있도록 컨소시엄 구성을 유도한 결과, 전국 49개 대학과 36개 연구소 등이 참여하여 과제당 평균 2.7개의 기관이 상호 협력할 예정이다.
선정된 과제에 대해서는 중기부가 비수도권 14개 시도와 함께 향후 2년(24개월)간 총 832억원을 투입하여 주력산업분야 해당 품목의 기술개발을 지원할 예정이다.
구체적으로는 주력산업생태계구축을 위해 38개 과제에 2년간 국비 370억원과 지방비 162억원을 지원하고, 지역기업역량강화를 위해 77개 과제에 국비 210억원, 지방비 90억원을 투입한다.
아울러, R&D를 통해 개발된 기술(품목)이 사업화 및 실질적인 매출과 성장으로 이어질 수 있도록 지역특화프로젝트 ‘레전드 50+’를 긴밀히 연계하여 지원할 계획이다.
참여기업 대상 협약설명회를 시작으로 사업계획서 보완, 과제별 협약 등의 절차를 거친 후 이르면 4월말부터 예산이 지원되어 본격적으로 R&D를 수행하게 된다.
임상규 지역혁신정책과장은 “동 사업은 비수도권 지역 중소기업 전용 R&D로써 지역의 수요를 기반으로 예비타당성조사 면제 후 과기부의 적정성 검토를 통해 5년간 1조 445억원 규모로 마련했다. 지역 중소기업의 혁신이 주력산업의 성장으로 이어질 수 있도록 예산확보, 사업운영 등에 만전을 기하겠다”고 밝혔다.

The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced on the 20th that it has finally selected 115 support projects for this year's new project, 'Regional Innovation Leading Company Fostering R&D', and has begun follow-up procedures such as agreements.

Unlike previous regional R&D projects, the participation requirements, such as average sales and possession of R&D capabilities, were significantly strengthened, but 278 projects were submitted, and a nationwide competition was introduced to select companies with high potential for growth as R&D innovative companies and leading companies, moving away from the existing regional competition.
For in-depth evaluation, all projects that passed the requirements review were evaluated face-to-face by experts from industry, academia, and research, and 127 projects were evaluated as excellent projects eligible for government support. Finally, the selection review committee decided on 115 projects after considering government subsidies and local government matching budgets.
Looking at the characteristics of the selected host companies, the average sales over the past three years were approximately KRW 12.3 billion, and the proportion of companies with corporate research institutes was approximately 95%, indicating that companies with scale and technological development capabilities participated.
In addition, as a result of inducing the formation of a consortium so that small and medium-sized enterprises can create excellent R&D results through cooperation between industry, academia, and research institutes, 49 universities and 36 research institutes across the country will participate, with an average of 2.7 institutions cooperating per project.
For the selected projects, the Ministry of SMEs and Startups plans to invest a total of KRW 83.2 billion over the next two years (24 months) together with 14 cities and provinces outside the metropolitan area to support technology development of the corresponding items in key industries.
Specifically, in order to build a key industry ecosystem, 37 billion won in national funds and 16.2 billion won in local funds will be provided for 38 projects over two years, and 21 billion won in national funds and 9 billion won in local funds will be invested in 77 projects to strengthen the capabilities of local companies.
In addition, we plan to closely support the regional specialized project 'Legend 50+' so that technologies (items) developed through R&D can lead to commercialization and actual sales and growth.
Starting with the agreement explanation session for participating companies, the business plan will be supplemented, and after going through procedures such as agreements for each task, the budget will be supported and R&D will be carried out in earnest starting from the end of April.

深刻な評価のために要件検討を通過した課題全体を対象に産・学・研専門家を活用した対面評価を行い、127の課題が政府支援が可能な優秀課題と評価された。最後に選定審議委員会で政府出年金と自治体マッチング予算などを考慮して115の課題を最終確定した。
選ばれた主管企業の特性を見ると、最近3年の平均売上高が約123億ウォンで、企業付設研究所を保有した企業の割合が約95％で、規模と技術開発能力を備えた企業が参加した。
また、中小企業が産・学・研協力を通じて優秀なR&D成果を創出できるようコンソーシアム構成を誘導した結果、全国49の大学と36の研究所などが参加し、課題当たり平均2.7の機関が相互協力する予定だ。
選定された課題については、中期部が非首都圏14の試みとともに今後2年(24ヶ月)の間に合計832億ウォンを投入し、主力産業分野該当品目の技術開発を支援する予定だ。
具体的には、主力産業生態系構築のために38の課題に2年間国費370億ウォンと地方費162億ウォンを支援し、地域企業の力量強化のために77の課題に国費210億ウォン、地方費90億ウォンを投入する。
また、R&Dを通じて開発された技術（品目）が事業化や実質的な売上と成長につながるように、地域特化プロジェクト「レジェンド50+」を緊密に連携して支援する計画だ。
参加企業対象協約説明会を皮切りに事業計画書補完、課題別協約などの手続きを経た後、早ければ4月末から予算が支援され、本格的にR&Dを遂行することになる。
