중소벤처기업부(장관 오영주, 이하 중기부)는 8일 서울 양재동 엘타워에서 팁스 운영사를 중심으로 선정기업, 지원기관 및 전문가 등 400여명이 참석한 가운데 ‘TIPS Family Day’를 개최했다고 밝혔다.
이번 행사는 팁스의 성공적 운영을 이끌어온 운영사를 중심으로 스타트업 생태계에서의 팁스의 공헌과 성과에 대한 전문가 발제 ▲‘25년 팁스 정책방향 및 향후 계획 공유 ▲ 신규 선정된 팁스 주관기관의 운영방향 소개 ▲ 운영사 우수 프로그램 리버스 피칭 등 팁스 프로그램의 성과를 공유하고 미래 발전 방향을 논의하는 자리를 마련했다.
팁스는 중기부가 선정한 운영사가 민간의 전문성과 역량을 활용하여 창업기업을 선별하고 정부가 기술개발(R&D) 및 창업사업화 자금 등을 연계 지원하는 체계로 현재까지 지원받은 3천7백여개 이상의 스타트업이 15조 8천억원 규모의 후속투자를 유치하였으며, 총 23,000여명의 신규 고용을 창출하는 등 민관협력의 대표 프로그램으로 자리매김하고 있다.
또한 미국의 데이터 분석·리서치 기관인 CB 인사이츠(CB Insights)에서 글로벌 엑셀러레이터 TOP4로 팁스를 선정하는 등 팁스 프로그램은 우수한 성과를 바탕으로 국내를 넘어 세계적으로도 인정받고 있다.
이날 행사에서는 24년 말 수립한 ‘팁스 넥스트 전략’을 바탕으로, ‘25년부터 신설하는 ‘팁스 글로벌 R&D 트랙에 대한 주요 요건 등에 대해 안내했다. 또한 운영사 후속 투자 등과 연계한 사업화 자금 추가지원 등 운영사 지원·보육성과 중심으로 연계를 강화하는 내용도 설명했다.
아울러 ’25년 공모를 통해 신규 선정된 운영기관들이 향후 팁스 기업 지원 방향에 대해 설명하였다. 기업의 후속 투자 지원 등에 강점을 가진 벤처캐피탈협회와 기업의 보육 및 맞춤형 프로그램 지원에 강점이 있는 엔젤투자협회는 각 기관의 특성을 바탕으로 한 팁스 기업 지원 계획을 안내하였다.
팁스 사업의 핵심 성공 요인인 운영사들의 글로벌지원, 특허지원 등 주요 특화 프로그램 등을 소개하는 리버스 피칭을 통해 팁스 운영사들의 우수 프로그램을 공유하고 벤치마킹할 수 있는 시간도 가졌다. 또 이를 토대로 글로벌 진출 지원 등에 강점이 있는 운영사와 우수 프로그램들을 운영사의 포트폴리오 기업 외 타 팁스기업 등에게 공유하는 특화형 운영사 지정방안에 대해서도 안내했다.
오영주 장관은 “팁스 프로그램의 성공은 기술의 가능성을 바탕으로 실패 리스크를 감수하면서 창업기업의 잠재력에 투자한 운영사의 안목과 투자한 기업에 대한 밀착 지원 노력 덕분”이라며, “팁스 사업의 주요 성과와 향후 정책방향 공유 등을 통해 팁스 프로그램이 한 단계 도약하고, 민·관 협력의 시너지가 더욱 강화되기를 기대한다”고 밝혔다.
한편 중기부는 이번 팁스 운영사 워크숍과 더불어, 프리·포스트팁스 사업 공고를 통해 2025년 팁스 통합공고(4.9) 이후 후속 조치를 본격화했다.
주요 변경 사항으로, ▲ 프리팁스는 지역기업 전용 트랙으로 개편하여, 창조경제혁신센터로부터 투자유치를 받은 지역 창업기업을 대상으로 지원하는 등 지역 창업활성화에 기여할 것으로 기대한다. ▲ 포스트팁스는 팁스 성공기업 중 최우수성과를 창출한 기업에 대해 지원금을 최대 7억원까지 우대함으로써 팁스 기업의 스케일업 성장에 기여할 예정이다.

Ministry of SMEs and Startups shares the results of attracting 15 trillion won in investment from 3,700 companies through TIPS
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced that it held a 'TIPS Family Day' on the 8th at the L Tower in Yangjae-dong, Seoul, with approximately 400 people in attendance, including TIPS operators, selected companies, support organizations, and experts.

TIPS is a system in which an operator selected by the Ministry of SMEs and Startups utilizes private sector expertise and capabilities to select startups, and the government provides support in the form of technology development (R&D) and startup commercialization funds. To date, over 3,700 startups have received support, attracting follow-up investments worth KRW 15.8 trillion and creating a total of 23,000 new jobs, establishing it as a representative program of public-private cooperation.
In addition, the TIPS program is recognized not only domestically but also internationally for its excellent performance, as CB Insights, an American data analysis and research organization, selected TIPS as one of the top 4 global accelerators.
At the event, the main requirements for the 'TIPS Global R&D Track', which will be newly established from '25, were explained based on the 'TIPS Next Strategy' established at the end of 24. In addition, the contents of strengthening the linkage centered on the support and nurturing performance of operators, such as additional support for commercialization funds linked to follow-up investment by operators, etc. were explained.
In addition, the newly selected operating organizations through the 25-year public offering explained the future direction of support for TIPS companies. The Venture Capital Association, which has strengths in supporting follow-up investments for companies, and the Angel Investment Association, which has strengths in supporting incubation and customized programs for companies, introduced TIPS company support plans based on the characteristics of each organization.
Through reverse pitching, which introduces key success factors of the TIPS business, such as global support and patent support, key specialized programs of the operators, we also had time to share and benchmark excellent programs of the TIPS operators. Minister Oh Young-joo said, “The success of the TIPS program is thanks to the operator’s vision to invest in the potential of startups while taking on the risk of failure based on the possibility of technology, as well as their efforts to closely support the invested companies.” He added, “I hope that the TIPS program will advance to the next level and the synergy of public-private cooperation will be further strengthened through sharing the major achievements of the TIPS project and future policy directions.”
Meanwhile, the Ministry of SMEs and Startups has begun follow-up measures in earnest since the 2025 TIPS integrated announcement (4.9) through this TIPS operator workshop and the pre- and post-TIPS business announcement.
Key changes include: ▲ Pretips will be reorganized into a track exclusively for local businesses, which is expected to contribute to the revitalization of local startups by providing support to local startups that have received investment from the Creative Economy Innovation Center. ▲ Posttips will provide preferential support of up to 700 million won to companies that have achieved the best results among successful TIPS companies, thereby contributing to the scale-up growth of TIPS companies.

中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は８日、ソウルのヤンジェドンエルタワーでティップス運営会社を中心に選定企業、支援機関、専門家など４００人余りが参加した中、「ＴＩＰＳ Ｆａｍｉｌｙ Ｄａｙ」を開催したと明らかにした。

ティップスは中期部が選定した運営会社が民間の専門性と能力を活用して創業企業を選別し、政府が技術開発(R&D)および創業事業化資金などを連携支援する体系で、現在までに支援された3700以上のスタートアップが15兆8千億ウォン規模の後続投資0を誘致創出するなど民官協力の代表プログラムとして位置づけている。
また、米国のデータ分析・リサーチ機関であるCBインサイツ(CB Insights)でグローバルエクセラレーターTOP4としてチップスを選定するなど、チップスプログラムは優秀な成果をもとに国内を越えて世界的にも認められている。
この日のイベントでは24年末に樹立した「ティップス・ネクスト戦略」をもとに、「25年から新設する」ティップスグローバルR&Dトラックに対する主要要件などについて案内した。また、運営会社の後続投資などと連携した事業化資金追加支援など、運営会社の支援・保育性と中心に連携を強化する内容も説明した。
また、'25年公募を通じて新規に選定された運営機関が今後ティップス企業支援方向について説明した。企業の後続投資支援などに強みを持つベンチャーキャピタル協会と、企業の保育及びカスタマイズされたプログラム支援に強みがあるエンジェル投資協会は、各機関の特性に基づいたティップス企業支援計画を案内した。
ティップス事業の核心成功要因である運営会社のグローバル支援、特許支援など主要特化プログラムなどを紹介するリバースピッチングを通じて、ティップス運営会社の優秀プログラムを共有してベンチマークできる時間もあった。また、これに基づき、グローバル進出支援などに強みがある運営会社と優秀プログラムを運営会社のポートフォリオ企業の他、ティップス企業などに共有する特化型運営会社指定案についても案内した。
オ・ヨンジュ長官は「ティップスプログラムの成功は技術の可能性をもとに失敗リスクを監修し、創業企業の潜在力に投資した運営会社の眼目と投資した企業に対する密着支援努力のおかげ」とし、「ティップス事業の主要成果と今後の政策方向の共有などを通じてティップスプログラムが一段階飛躍し、民家関係協力の時、
一方、中期部は今回のティップス運営会社ワークショップとともに、プリ・ポストティップス事業公告を通じて2025年ティップス統合公告(4.9)以後の後続措置を本格化した。
主な変更点として、▲プリティップスは地域企業専用トラックに改編し、創造経済革新センターから投資誘致を受けた地域創業企業を対象に支援するなど地域創業活性化に寄与すると期待する。 ▲ポストチップスは、チップス成功企業の中で最優秀成果を創出した企業に対して支援金を最大7億ウォンまで優待することで、チップス企業のスケールアップ成長に寄与する予定だ。

中小企业风险投资部（部长吴英珠，以下简称中小企业风险投资部）表示，8日在首尔市良才洞L Tower举办了“TIPS家庭日”，TIPS运营者、入选企业、支持机构、专家等约400人出席了活动。

此外，TIPS项目的优异表现不仅得到了国内的认可，也得到了国际的认可，美国数据分析和研究机构CB Insights将TIPS评选为全球四大加速器之一。
活动中，以2024年底制定的“TIPS下一代战略”为基础，阐述了将于2025年新设立的“TIPS全球研发轨道”的主要要求。此外，还阐述了加强以支持为中心、培育运营商业绩的联系的内容，例如追加支持与运营商后续投资挂钩的商业化资金等。
