(사)벤처기업협회(회장 송병준)는 12일 ‘차기 정부에 바라는 벤처기업 정책 설문조사‘ 결과를 발표했다.
이번 조사는 새 정부 출범을 앞두고 국내 벤처기업 생태계 발전을 위해 우선적으로 고려해야 할 정책 방향과 지원 방안을 파악하기 위해 실시됐으며 지난 4월 18일부터 22일까지 4일간 총 570개 벤처기업이 참여했다.
◆ 경영상황 평가
벤처기업 90.5%가 현재의 대한민국 경제 상황을 ‘나쁨’(다소 나쁨 + 매우 나쁨)이라고 응답하였으며 현재 기업의 전반적인 경영 상황도 과반(53.7%)이 부정적으로 평가했다.
응답 기업들은 경영활동 전반에서 각 부문별 많은 어려움을 겪고 있는 것으로 나타났다. 특히 ‘해외시장개척’에 어려움을 느끼고 있다고 응답한 기업이 78.4%로 가장 높았으며 ‘자금조달·운용 및 유동성 확보’(73.5%), ‘필요 인력 확보 및 유지 관리’(67.7%)가 뒤를 이었다.
◆ 필요한 지원 정책
벤처기업들은 차기 정부가 대한민국 경제를 활성화하기 위해 우선적으로 추진해야 할 과제로 ‘기업 성장 지원을 통한 일자리 창출’ (46.9%, 1+2순위)을 가장 많이 선택한 것으로 조사됐다. 이어 ‘미래 신기술 및 성장동력 확충·지원(44.2%)’, ‘내수 진작을 통한 소비 촉진’(31.6%) 등의 순으로 나타났다.
또한 응답 기업들은 설문에서 제시한 각 분야의 정책 및 지원제도 모두에서 차기 정부에서 시급히 다뤄져야 한다고 인식하고 있는 것으로 조사되었다. ‘[R&D] 기술경쟁력 확보를 위한 R&D 투자 확대’가 88.8%로 가장 높은 응답률을 기록했으며, ‘[인력] 우수 인재 확보 및 유지를 위한 지원 강화’(85.6%), ‘[금융] 보증·대출 등 금융 지원 확대’ (84.7%) 순으로 중요도가 높은 것으로 나타났다.
◆ 차기 정부 기대감
벤처기업들은 차기 정부의 벤처기업 지원 정책에 대한 기대감이 큰 것으로 나타났다.
전체 응답 기업의 66.8%가 ‘기대한다(다소 기대함 + 매우 기대함)’고 응답했다. 반면 ‘기대하지 않는다(전혀 기대하지 않음 + 다소 기대하지 않음)’는 응답은 8.4%에 그쳤다.
벤처기업협회 이정민 사무총장은 “벤처기업들은 그 어느 때보다 어려운 시기를 보내고 있다. 벤처생태계 활성화를 위해 시급하게 해결해야 할 과제들이 새 정부 출범 이후 신속하게 추진되길 바란다”며 “많은 벤처기업들이 차기 정부의 벤처기업 지원정책에 긍정적인 기대를 보인 만큼 이러한 현장의 목소리가 차기 정부의 정책에 충실히 반영될 수 있도록 협회는 지속적인 소통과 협력을 이어갈 계획이다”고 밝혔다.

Venture Business Association: “90.5% of Venture Businesses Feel Economic Situation is Bad, Expecting Next Government Venture Policy”
The Korea Venture Business Association (Chairman Song Byeong-jun) announced the results of a survey on ‘Venture Business Policies Desired from the Next Government’ on the 12th.
This survey was conducted to identify policy directions and support measures that should be given priority for the development of the domestic venture business ecosystem ahead of the launch of the new government, and a total of 570 venture businesses participated over four days from April 18 to 22.
◆ Management situation evaluation
90.5% of venture companies responded that the current economic situation in South Korea is 'bad' (somewhat bad + very bad), and more than half (53.7%) also evaluated the current overall management situation of companies negatively.
The responding companies were found to be experiencing many difficulties in each sector of their overall management activities. In particular, the companies that responded that they were experiencing difficulties in ‘developing overseas markets’ were the highest at 78.4%, followed by ‘funding, operation and securing liquidity’ (73.5%) and ‘securing and maintaining necessary personnel’ (67.7%).
◆ Necessary support policies
Venture companies were surveyed to have chosen ‘job creation through support for corporate growth’ (46.9%, 1st and 2nd place) as the most important task that the next government should pursue to revitalize the Korean economy. This was followed by ‘expanding and supporting future new technologies and growth engines (44.2%)’ and ‘promoting consumption through domestic demand stimulation’ (31.6%).
In addition, the responding companies were found to recognize that all of the policies and support systems in each field presented in the survey should be addressed urgently by the next government. ‘[R&D] Expansion of R&D investment to secure technological competitiveness’ recorded the highest response rate at 88.8%, followed by ‘[Human Resources] Strengthening support for securing and retaining excellent human resources’ (85.6%) and ‘[Finance] Expansion of financial support such as guarantees and loans’ (84.7%).
◆ Expectations for the next government
Venture companies appear to have high expectations for the next government's venture company support policies.
66.8% of all responding companies answered that they ‘expect (somewhat expect + very expect)’. On the other hand, only 8.4% answered that they ‘do not expect (not at all expect + somewhat expect)’.
Lee Jeong-min, Secretary General of the Korea Venture Business Association, said, “Venture businesses are going through a more difficult time than ever. I hope that urgent tasks that need to be resolved to revitalize the venture ecosystem will be quickly promoted after the new government takes office.” He added, “Many venture businesses have expressed positive expectations for the next government’s venture business support policies, so the association plans to continue communicating and cooperating so that these voices from the field can be faithfully reflected in the next government’s policies.”

（社）ベンチャー企業協会（会長ソン・ビョンジュン）は12日、「次期政府に望むベンチャー企業政策アンケート調査」の結果を発表した。
今回の調査は新しい政府発足を控え、国内ベンチャー企業の生態系発展のために優先的に考慮すべき政策方向と支援方案を把握するために実施され、去る4月18日から22日まで4日間、合計570のベンチャー企業が参加した。
◆経営状況の評価
ベンチャー企業９０．５％が現在の大韓民国経済状況を「悪い」（やや悪い＋非常に悪い）と答え、現在企業の全体的な経営状況も過半数（５３．７％）が否定的に評価した。
回答企業は経営活動全般で各部門ごとに多くの困難を経験していることが分かった。特に「海外市場開拓」に困難を感じていると答えた企業が７８．４％で最も高く、「資金調達・運用および流動性確保」（７３．５％）、「必要人材確保および維持管理」（６７．７％）が続いた。
◆必要な支援方針
ベンチャー企業は次期政府が大韓民国経済を活性化するために優先的に推進すべき課題として「企業成長支援による雇用創出」（４６．９％、１＋２順位）を最も多く選んだと調査された。続いて'未来新技術および成長動力拡充・支援(44.2%)'、'内需進行を通じた消費促進'(31.6%)などの順に現れた。
また、回答企業は、アンケートで提示した各分野の政策および支援制度の両方で、次期政府で緊急に取り組まなければならないと認識していると調査された。 「[R&D]技術競争力確保のためのR&D投資拡大」が88.8%で最も高い応答率を記録し、「[人材]優秀人材確保および維持のための支援強化」(85.6%)、「[金融]保証・融資など金融支援拡大」(84.7%)の順で重要度が高いことが分かった。
◆次期政府の期待感
ベンチャー企業は次期政府のベンチャー企業支援政策に対する期待感が大きいことが分かった。
全回答企業の６６．８％が「期待する（多少期待する＋非常に期待する）」と答えた。一方、「期待しない（全く期待しない＋多少期待しない）」という回答は８．４％にとどまった。
ベンチャー企業協会のイ・ジョンミン事務総長は「ベンチャー企業はこれまで以上に困難な時期を送っている。政府の政策に忠実に反映されるように協会は継続的なコミュニケーションと協力を続ける計画だ」と明らかにした。

此次调查是为了在新政府上台前确定应优先发展的国内风险企业生态系统的政策方向和支持措施而进行的，从4月18日至22日的四天内共有570家风险企业参与。
◆ 管理状况评估
90.5%的创业公司回应称，当前韩国经济形势“不好”（有点不好+非常不好），超过半数（53.7%）也对当前企业整体经营状况做出负面评价。
调查发现，受访公司在各个领域的业务活动的各个方面都遇到了许多困难。其中，78.4%的企业表示在“开拓海外市场”方面遇到困难，其次是“融资、运营和确保流动性”（73.5%）和“确保和维持必要的人才”（67.7%）。
◆必要的扶持政策
调查显示，作为下届政府为振兴韩国经济应优先解决的课题，风险企业选择“通过支援企业成长创造就业机会”的次数最多（46.9%，分别位列第一和第二位）。其次是“扩大和支持未来新技术和增长引擎（44.2%）”和“通过扩大内需促进消费”（31.6%）。
此外，调查发现，受访企业认识到，调查中提出的各个领域的所有政策和支持系统都应由下届政府紧急解决。 “[研发] 扩大研发投入，确保技术竞争力”的回复率最高，为88.8%，其次是“[人力资源] 加强对确保和保留优秀人才的支持”（85.6%）和“[金融] 扩大担保和贷款等金融支持”（84.7%）。
◆对下届政府的期望
风险企业似乎对下一届政府的风险企业扶持政策抱有很高的期望。
66.8%的受访企业回答“期待（有点期待+非常期待）”。另一方面，回答“不期待（完全不期待+有点不期待）”的仅为8.4%。
韩国风险企业协会事务长李正民表示：“风险企业正经历着比以往更加艰难的时期。希望新政府上台后，能够迅速推进振兴风险投资生态系统所亟需解决的紧迫课题。”他补充道：“许多风险企业对下届政府的风险企业扶持政策表达了积极的期待，因此该协会计划继续进行沟通和合作，以便这些来自一线的声音能够忠实地反映在下届政府的政策中。”

L'Association coréenne des entreprises d'investissement (président Song Byeong-jun) a annoncé le 12 les résultats d'une enquête sur les « politiques d'entreprises d'investissement souhaitées par le prochain gouvernement ».
Cette enquête a été menée pour identifier les orientations politiques et les mesures de soutien qui devraient être prioritaires pour le développement de l'écosystème national des entreprises de capital-risque avant le lancement du nouveau gouvernement, et un total de 570 entreprises de capital-risque y ont participé pendant quatre jours, du 18 au 22 avril.
◆ Évaluation de la situation de gestion
90,5 % des entreprises de capital-risque ont répondu que la situation économique actuelle en Corée du Sud était « mauvaise » (assez mauvaise + très mauvaise), et plus de la moitié (53,7 %) ont également évalué négativement la situation globale actuelle de gestion des entreprises.
Les entreprises interrogées ont constaté qu’elles rencontraient de nombreuses difficultés dans chaque secteur et dans tous les aspects de leurs activités commerciales. En particulier, 78,4 % des entreprises ont répondu qu’elles rencontraient des difficultés pour « développer les marchés étrangers », suivies par « le financement, l’exploitation et la sécurisation des liquidités » (73,5 %) et « la sécurisation et le maintien du personnel nécessaire » (67,7 %).
◆ Politiques de soutien nécessaires
Une enquête a révélé que les entreprises de capital-risque ont le plus souvent choisi « la création d’emplois par le soutien à la croissance des entreprises » (46,9 %, 1ère et 2ème place) comme la tâche que le prochain gouvernement devrait prioriser afin de revitaliser l’économie coréenne. Viennent ensuite « l’expansion et le soutien des nouvelles technologies futures et des moteurs de croissance » (44,2 %) et « la promotion de la consommation par la stimulation de la demande intérieure » (31,6 %).
En outre, les entreprises interrogées ont reconnu que toutes les politiques et tous les systèmes de soutien dans chaque domaine présenté dans l’enquête devraient être traités de toute urgence par le prochain gouvernement. « [R&D] Expansion des investissements en R&D pour garantir la compétitivité technologique » a enregistré le taux de réponse le plus élevé, soit 88,8 %, suivi de « [Ressources humaines] Renforcement du soutien pour garantir et retenir d’excellentes ressources humaines » (85,6 %) et « [Finances] Expansion du soutien financier tel que les garanties et les prêts » (84,7 %).
◆ Attentes envers le prochain gouvernement
Les entreprises à capital-risque semblent avoir de grandes attentes quant aux politiques de soutien aux entreprises à capital-risque du prochain gouvernement.
66,8 % de toutes les entreprises interrogées ont répondu qu’elles « s’attendent à (un peu à + beaucoup à) ». En revanche, la réponse « ne pas s’attendre à (ne pas s’attendre du tout + ne pas s’attendre du tout) » n’était que de 8,4 %.
Lee Jeong-min, secrétaire général de l'Association coréenne du capital-risque, a déclaré : « Les entreprises de capital-risque traversent une période plus difficile que jamais. J'espère que les tâches urgentes à accomplir pour revitaliser l'écosystème du capital-risque seront rapidement mises en œuvre après l'entrée en fonction du nouveau gouvernement. » Il a ajouté : « De nombreuses entreprises à capital-risque ont exprimé des attentes positives quant aux politiques de soutien aux entreprises à capital-risque du prochain gouvernement. L'association prévoit donc de continuer à communiquer et à coopérer afin que ces voix du terrain puissent être fidèlement reflétées dans les politiques du prochain gouvernement. »
