기술보증기금(이사장 김종호, 이하 ‘기보’)은 창조경제혁신센터(이하 ‘창경센터’)와 ‘기술이전 수요발굴 확대 및 기술거래시장 활성화를 위한 기술거래 서포터즈 업무협약’을 체결했다고 7일(월) 밝혔다.
이번 협약은 중소기업의 기술이전 수요를 효과적으로 발굴해 기술거래 지원사업의 사각지대를 해소하고, 민간 중심의 기술거래시장 활성화를 뒷받침하기 위해 마련됐다.
기보는 중소벤처기업부의 중소기업 기술거래 활성화 지원사업의 일환으로 ‘기술거래 서포터즈’(이하 ‘서포터즈’) 제도를 운영하고 있으며, 중소기업과의 접점을 보유한 유관기관과의 협약을 통해 소속 인력을 서포터즈로 선정하고 있다.
서포터즈는 현장에서 기술이전 수요기업을 발굴하고, 기보의 기술이전 및 사업화 지원제도를 안내하는 역할을 수행한다. 서포터즈가 발굴한 수요기업이 기술이전 계약을 체결할 경우, 기보는 해당 서포터즈에게 보상금을 지급하고 있다. 당초 지난 6월 말까지였던 서포터즈 공모기한은 협력기관의 참여 확대를 위해 9월 말까지 연장됐으며, 현재 전국에서 189명의 서포터즈가 활동 중이다.
이번 협약에 따라 기보는 전국 7개 창경센터(경기, 경남, 대전, 서울, 세종, 전남, 전북, 가나다순)를 중심으로 기술거래 서포터즈 제도를 본격적으로 운영할 계획이다. 각 기관은 ▲중소기업의 기술이전 수요 발굴 강화 ▲서포터즈 제도 홍보 및 참여 독려 ▲기술거래 협력체계 구축 ▲기술이전 및 사업화 지원사업 정보 공유 등에 대해 상호 협력하기로 했다.
한편, 창경센터는 정부·지방자치단체·민간이 협력해 운영하는 지역창업 전담기관으로, 스타트업 육성을 위한 공공 액셀러레이터 역할을 수행하고 있다. 기보는 각 센터의 지역 네트워크를 활용해 기술이전 수요를 체계적으로 발굴하고, 사업화 연계 지원을 강화함으로써 지역 창업생태계의 활성화에도 힘쓸 계획이다.
이상창 기보 이사는 “기보는 민간 협력을 기반으로 자생적인 기술거래시장 조성과 중소벤처기업의 개방형 기술혁신을 뒷받침해왔다”며, “앞으로도 유관기관과의 협업을 확대해 수요기업 발굴의 효율성을 높이고, 민간 중심의 기술거래시장 활성화를 통해 기술기업의 견고한 성장 기반을 마련하겠다”고 밝혔다.

Kibo signs business agreement with Creative Economy Innovation Center
The Korea Technology Finance Corporation (KTFC) (Chairman Jong-ho Kim, hereinafter referred to as “KIBO”) announced on Monday, the 7th, that it signed a “Business Agreement for Technology Transaction Supporters to Expand Demand for Technology Transfer and Activate the Technology Transaction Market” with the Creative Economy Innovation Center (hereinafter referred to as “Changgyeong Center”) .
This agreement was prepared to effectively discover technology transfer needs from small and medium-sized enterprises, eliminate blind spots in technology transaction support projects, and support the revitalization of the private-sector-centered technology transaction market.
As part of the Small and Medium Business Administration's support project to promote technology transactions between small and medium-sized enterprises, Kibo operates the 'Technology Transaction Supporters' (hereinafter referred to as 'Supporters') system and selects its personnel as Supporters through agreements with related organizations that have contact with small and medium-sized enterprises.
Supporters discover companies in need of technology transfer on the spot and guide them through Kibo’s technology transfer and commercialization support system. If a company discovered by a supporter signs a technology transfer contract, Kibo pays a reward to the supporter. The supporter application period, which was originally until the end of June, has been extended to the end of September to expand the participation of cooperative organizations, and 189 supporters are currently active nationwide.
According to this agreement, Kibo plans to fully operate the technology transfer supporter system centered on seven nationwide Changgyeong Centers (Gyeonggi, Gyeongnam, Daejeon, Seoul, Sejong, Jeonnam, Jeonbuk, in alphabetical order). Each organization agreed to cooperate with each other in ▲strengthening the discovery of technology transfer demand from SMEs ▲promoting the supporter system and encouraging participation ▲establishing a technology transfer cooperation system ▲sharing information on technology transfer and commercialization support projects, etc.
Meanwhile, the Changgyeong Center is a regional startup organization operated through cooperation between the government, local governments, and the private sector, and serves as a public accelerator for fostering startups. Kibo plans to systematically discover technology transfer needs by utilizing each center’s regional network and strengthen support for commercialization, thereby working to revitalize the regional startup ecosystem.
Lee Sang-chang, CEO of Kibo, said, “Kibo has supported the creation of a self-sustaining technology transaction market and the open technological innovation of small and medium-sized venture companies based on private sector cooperation,” and added, “We will continue to expand collaboration with related organizations to increase the efficiency of discovering companies in demand and establish a solid growth foundation for technology companies by activating the private sector-centered technology transaction market.”

棋保、創造経済革新センターと業務協約締結
技術保証基金（理事長キム・ジョンホ、以下「棋保」）は創造経済革新センター（以下「創経センター」）と「技術移転需要発掘拡大および技術取引市場活性化のための技術取引サポーターズ業務協約」を締結したと7日（月）明らかにした。
今回の条約は、中小企業の技術移転需要を効果的に発掘し、技術取引支援事業の死角地帯を解消し、民間中心の技術取引市場活性化を裏付けるために設けられた。
ギボは、中小ベンチャー企業部の中小企業技術取引活性化支援事業の一環として「技術取引サポーターズ」（以下「サポーターズ」）制度を運営しており、中小企業との接点を保有した関連機関との協約を通じて所属人材をサポーターズに選定している。
サポーターズは現場で技術移転需要企業を発掘し、棋保の技術移転及び事業化支援制度を案内する役割を果たす。サポーターズが発掘した需要企業が技術移転契約を締結した場合、棋保は当該サポーターズに補償金を支給している。当初6月末までだったサポーターズ公募期限は協力機関の参加拡大のため9月末まで延長され、現在全国で189人のサポーターズが活動中だ。
今回の条約により、棋保は全国7つの昌慶センター(京畿、慶南、大田、ソウル、世宗、全南、全北、金田順)を中心に技術取引サポーターズ制度を本格的に運営する計画だ。各機関は、▲中小企業の技術移転需要発掘強化▲サポーターズ制度の広報及び参加奨励 ▲技術取引協力体制の構築 ▲技術移転及び事業化支援事業情報共有などについて相互協力することにした。
一方、昌慶センターは政府・地方自治団体・民間が協力して運営する地域創業専担機関で、スタートアップ育成のための公共アクセラレーターの役割を遂行している。ギボは各センターの地域ネットワークを活用して技術移転需要を体系的に発掘し、事業化連携支援を強化することで地域創業生態系の活性化にも努める計画だ。
イ・サンチャンギボ理事は「起補は民間協力を基盤に自生的な技術取引市場の造成と中小ベンチャー企業の開放型技術革新を裏付けてきた」とし、「今後も関連機関との協業を拡大して需要企業発掘の効率性を高め、民間中心の技術取引市場活性化を通じて技術企業言った。

Kibo与创意经济创新中心签署商业协议
韩国技术金融公社（KTFC）（会长金钟浩，以下简称“KIBO” ）7日（周一）表示，与创造经济革新中心（以下简称“昌庆中心”）签署了“为扩大技术转让需求、激活技术交易市场，技术交易支援者业务协议” 。
该协议旨在有效挖掘中小企业的技术转让需求，消除技术交易支持项目的盲区，支持以民间为中心的技术交易市场的振兴。
作为中小企业厅促进中小企业间技术交易的支援事业的一环，Kibo通过与有中小企业联系的相关机构签订协议，运营“技术交易支援员”（以下简称“支援员”）制度，选拔支援员。
支持者现场发现需要技术转移的企业，并通过“Kibo”的技术转移及商业化支持系统进行指导。如果支持者发现的企业签署了技术转移合同，Kibo将向支持者支付奖励。支持者申请截止日期原定于6月底，现延长至9月底，以扩大合作机构的参与。目前，全国共有189名支持者活跃于此。
根据该协议，希望中心计划以全国7个昌庆中心（京畿道、庆尚南道、大田、首尔市、世宗市、全罗南道、全罗北道，按字母顺序）为中心，全面运营技术转移支援者体系。各机构将在▲加强挖掘中小企业技术转移需求▲推进支援者体系并鼓励参与▲构建技术转移合作体系▲共享技术转移及商业化支援项目信息等方面展开合作。
同时，昌庆中心是由政府、地方政府和民间合作运营的区域创业机构，作为培育初创企业的公共加速器。“希望创业中心”计划利用各中心的区域网络，系统性地挖掘技术转移需求，并加强对商业化的支持，从而致力于振兴区域创业生态系统。
Kibo代表李相昌表示，“Kibo致力于打造自主技术交易市场，并支持民间合作的中小型风险企业开展开放式技术创新”，“今后将进一步扩大与相关机构的合作，提高发现有需求企业的效率，并通过活跃以民间为中心的技术交易市场，为科技企业奠定坚实的成长基础”。

Kibo signe un accord commercial avec le Creative Economy Innovation Center
La Korea Technology Finance Corporation (KTFC) (Président Jong-ho Kim, ci-après dénommée « KIBO » ) a annoncé lundi 7 qu'elle avait signé un « Accord commercial pour les partisans des transactions technologiques afin d'accroître la demande de transfert de technologie et d'activer le marché des transactions technologiques » avec le Creative Economy Innovation Center (ci-après dénommé « Changgyeong Center ») .
Cet accord a été préparé pour découvrir efficacement les besoins en transfert de technologie des petites et moyennes entreprises, éliminer les angles morts dans les projets de soutien aux transactions technologiques et soutenir la revitalisation du marché des transactions technologiques centré sur le secteur privé.
Dans le cadre du projet de soutien de la Small and Medium Business Administration visant à promouvoir les transactions technologiques entre les petites et moyennes entreprises, Kibo exploite le système « Technology Transaction Supporters » (ci-après dénommé « Supporters ») et sélectionne son personnel comme Supporters par le biais d'accords avec des organisations apparentées qui ont des contacts avec les petites et moyennes entreprises.
Les donateurs identifient sur place les entreprises ayant besoin d'un transfert de technologie et les accompagnent dans le système de soutien au transfert et à la commercialisation de Kibo. Si une entreprise découverte par un donateur signe un contrat de transfert de technologie, Kibo lui verse une récompense. La période de candidature, initialement prévue jusqu'à fin juin, a été prolongée jusqu'à fin septembre afin d'élargir la participation des organisations coopératives. 189 donateurs sont actuellement actifs dans tout le pays.
Selon cet accord, Kibo prévoit d'exploiter pleinement le système de soutien au transfert de technologie centré sur sept centres nationaux de Changgyeong (Gyeonggi, Gyeongnam, Daejeon, Séoul, Sejong, Jeonnam et Jeonbuk, par ordre alphabétique). Chaque organisation s'engage à coopérer pour ▲renforcer la détection de la demande de transfert de technologie des PME ▲promouvoir le système de soutien et encourager la participation ▲établir un système de coopération en matière de transfert de technologie ▲partager des informations sur les projets de soutien au transfert de technologie et à la commercialisation, etc.
Parallèlement, le Centre Changgyeong est une organisation régionale de start-ups, gérée en coopération avec le gouvernement, les collectivités locales et le secteur privé, et sert d'accélérateur public pour la promotion des start-ups. Kibo prévoit d'identifier systématiquement les besoins en transfert de technologie en exploitant le réseau régional de chaque centre et de renforcer le soutien à la commercialisation, contribuant ainsi à revitaliser l'écosystème régional des start-ups.
Lee Sang-chang, PDG de Kibo, a déclaré : « Kibo a soutenu la création d'un marché de transactions technologiques autonome et l'innovation technologique ouverte des petites et moyennes entreprises fondée sur la coopération du secteur privé », et a ajouté : « Nous continuerons à élargir la collaboration avec les organisations concernées pour accroître l'efficacité de la découverte des entreprises en demande et établir une base de croissance solide pour les entreprises technologiques en activant le marché des transactions technologiques centré sur le secteur privé. »
