중소벤처기업부(장관 오영주, 이하 중기부)는 모태펀드 2차 정시 출자공고를 통해 총 3,100억원을 출자한다고 밝혔다. 이를 통해 약 5,700억원 규모의 벤처펀드를 조성한다는 계획이다. 출자규모는 NEXT UNICORN Project 3,000억원(2차추경), 창업초기 소형 100억원이다.
우선, ’25년 2차 추경으로 반영된 ‘NEXT UNICORN Project’를 통해 AI·딥테크 유니콘 육성에 본격적으로 나선다. ‘NEXT UNICORN Project’는 AI·딥테크 분야 유망 기업에 분절적인 뿌려주기식 투자를 넘어 성장 단계별로 대규모 집중 투자를 지원하는 전용 프로그램이다. 이번 출자사업은 ‘스타트업’과 ‘스케일업’ 분야에 총 3,000억원을 출자하여 5,500억원 이상의 벤처펀드를 조성한다.
‘스타트업’ 펀드는 AI·딥테크 분야 전문기술인력 창업기업 대상으로 초기 투자를 지원하며, ‘스케일업’ 펀드는 AI·딥테크 분야 중소기업에 기업당 평균 100억원 이상의 스케일업 투자를 지원한다. 특히, ‘스케일업’ 펀드는 중기부 지원사업 참여기업 중 공공기관이 우수 성과기업으로 추천한 ‘NEXT UNICORN Pool’ 기업에 중점 투자하여, 창업·벤처 지원사업으로 육성한 우수 기업의 스케일업을 연계 지원할 예정이다.
다음으로, ‘창업초기 소형’ 분야에 100억원을 출자하여 167억원 규모 벤처펀드를 조성한다. 중기부는 올해 1차 정시 출자사업을 통해 ‘창업초기’ 분야에 총 995억원을 출자하여 1,699억원 규모 벤처펀드를 조성 중이다. 이번 출자사업에서는 167억원 규모 창업초기 소형 펀드를 추가 선정하는 것으로, 최근 투자유치에 어려움을 겪고 있는 초기 창업기업 대상으로 투자 마중물을 공급한다. 출자규모는 창업초기 일반 850억원, 창업초기 소형 145억원이다.
중기부 김봉덕 벤처정책관은 “글로벌 AI·딥테크 기술패권 경쟁이 가속화되는 가운데, 국내 벤처·스타트업이 글로벌 시장을 선도하는 유니콘으로 성장하기 위해서는 AI·딥테크 벤처투자가 획기적으로 확대되어야 한다”면서, “올해 2차 추경을 통해 첫 발을 뗀 ‘NEXT UNICORN Project’가 빠르게 투자로 이어질 수 있도록 출자사업을 신속하게 진행하고, 향후 모태펀드의 AI·딥테크 분야 투자를 확대해나가겠다”고 밝혔다.

This investment project will invest a total of 300 billion won in the 'startup' and 'scale-up' fields to create a venture fund of more than 550 billion won.
The 'Startup' fund supports initial investment in AI and deep tech startups with specialized technical personnel, and the 'Scaleup' fund supports scale-up investment of an average of KRW 10 billion or more per company in AI and deep tech SMEs. In particular, the 'Scaleup' fund will focus on investing in 'NEXT UNICORN Pool' companies recommended by public institutions as excellent performing companies among companies participating in the Ministry of SMEs and Startups' support projects, and will support the scale-up of excellent companies fostered through startup and venture support projects.
Next, we will invest 10 billion won in the 'early-stage small-scale' sector to create a 16.7 billion won venture fund. The Ministry of SMEs and Startups is creating a 169.9 billion won venture fund by investing a total of 99.5 billion won in the 'early-stage small-scale' sector through the first regular investment project this year. In this investment project, we will additionally select a 16.7 billion won early-stage small-scale fund to provide investment incentives to early-stage startups that have recently had difficulty attracting investment. The investment scale is 85 billion won for general early-stage startups and 14.5 billion won for early-stage small-scale startups.
Kim Bong-deok, director general of venture policy at the Ministry of SMEs and Startups, said, “Amid accelerating competition for global AI and deep tech technological hegemony, AI and deep tech venture investment must expand dramatically in order for domestic ventures and startups to grow into unicorns leading the global market.” He added, “We will swiftly proceed with the investment project so that the ‘NEXT UNICORN Project,’ which took its first step through the second supplementary budget this year, can quickly lead to investment, and we will expand the mother fund’s investment in the AI and deep tech sector in the future.”

中期部のキム・ボンドクベンチャー政策館は「グローバルAI・ディープテク技術覇権競争が加速する中、国内ベンチャー・スタートアップがグローバル市場をリードするユニコーンに成長するためには、AI・ディープテックベンチャー投資が画期的に拡大しなければならない」とし、「今年第2次N Project'が急速に投資につながるように出資事業を迅速に進め、今後モテファンドのAI・ディープテック分野投資を拡大していく」と明らかにした。

Le ministère des PME et des Startups (ministre Oh Young-joo, ci-après dénommé « ministère des PME et des Startups ») a annoncé un investissement total de 310 milliards de wons dans le cadre du deuxième investissement régulier du fonds mère. Il est prévu de créer ainsi un fonds de capital-risque d'environ 570 milliards de wons. Le montant investi s'élève à 300 milliards de wons pour le projet NEXT UNICORN (2e budget supplémentaire) et à 10 milliards de wons pour les petites start-ups en phase de démarrage.
Premièrement, nous nous attacherons activement à promouvoir les licornes de l'IA et des technologies de pointe grâce au projet « NEXT UNICORN », prévu dans le deuxième budget supplémentaire pour 25 ans. Ce programme dédié soutient des investissements à grande échelle, concentrés selon le stade de croissance, au-delà des investissements segmentés et dispersés dans des entreprises prometteuses des secteurs de l'IA et des technologies de pointe. Ce projet investira un total de 300 milliards de wons dans les start-up et les scale-up, créant ainsi un fonds de capital-risque de plus de 550 milliards de wons.
Le fonds « Startup » soutient l'investissement initial dans les startups d'IA et de deep tech dotées d'un personnel technique spécialisé, tandis que le fonds « Scaleup » soutient les investissements de croissance d'au moins 10 milliards de wons par entreprise dans les PME d'IA et de deep tech. Ce fonds privilégiera notamment les investissements dans les entreprises du « NEXT UNICORN Pool » recommandées par les institutions publiques comme étant d'excellentes performances parmi les entreprises participant aux projets de soutien du ministère des PME et des Startups, et soutiendra la croissance d'entreprises d'excellence soutenues par des projets de soutien aux startups et aux entreprises à capital-risque.
Nous investirons ensuite 10 milliards de wons dans le secteur des petites et moyennes entreprises (PME) afin de créer un fonds de capital-risque de 16,7 milliards de wons. Le ministère des PME et des Startups crée un fonds de capital-risque de 169,9 milliards de wons, investissant un total de 99,5 milliards de wons dans ce secteur grâce au premier projet d'investissement régulier de cette année. Dans le cadre de ce projet, nous sélectionnerons également un fonds de 16,7 milliards de wons pour les PME en phase de démarrage afin d'inciter les jeunes pousses qui ont récemment rencontré des difficultés à attirer des investisseurs. Le montant d'investissement est de 85 milliards de wons pour les jeunes pousses générales en phase de démarrage et de 14,5 milliards de wons pour les PME en phase de démarrage.
