
Jeju International Free City Development Center (Acting Chairman Kwak Jin-gyu, hereinafter JDC) announced on the 5th that Zero Energy Solution Co., Ltd. (CEO Sang-moon Cho), a company located in Route 330 of Jeju Innovation Growth Center, was selected for the ‘First Penguin’, an innovative startup growth support program hosted by the Korea Credit Guarantee Fund.
Zero Energy Solution Co., Ltd., which moved into the Jeju Innovation Growth Center in 2025, is a company that possesses the world's lowest-cost vanadium dioxide (VO₂) manufacturing technology. Based on its vanadium dioxide nanopowder manufacturing technology, it produces smart insulation materials for construction.
'First Penguin', one of the innovative startup growth support programs of the Korea Credit Guarantee Fund, is a support system that provides preferential guarantee rates and guarantee ratios up to a limit of 4 billion won to promising startups (founded 7 years or less) with creative ideas and new business-leading technologies among companies in the 'full-scale growth' stage of the 5-stage commercialization process.
Zero Energy Solution Co., Ltd. has been focusing on research and development to dominate the zero-energy building and road heating market through new materials utilizing vanadium dioxide, and its technological prowess has been recognized through this selection as the 'First Penguin'.
Zero Energy Solution Co., Ltd., which will receive up to 4 billion won in guarantee support through this selection, plans to use the guarantee to cover part of the funds needed to expand its production facilities.
Zero Energy Solution Co., Ltd. participated in the JEC WORLD 2025, the world's leading composite materials exhibition in Paris, France, in March 2025, and then signed an MOU with the Ulaanbaatar City Hall, Mongolia, in April for 80 tons of vanadium dioxide for road heating, demonstrating its growth.
The CEO of Zero Energy Solution, Sangmoon Cho, expressed his expectations, saying, “Thanks to the Korea Credit Guarantee Fund’s First Penguin support project, we were able to expand our production facilities,” and “Now that we have secured additional volume and laid the foundation for a leap forward next year, we will be able to fully target overseas markets.”
Koo Byung-wook, head of JDC’s Industrial Promotion Headquarters, said, “I am proud that Zero Energy Solution Co., Ltd., which moved in this year, has achieved the great feat of being recognized for its new material development technology,” and added, “JDC will continue to identify the needs of Route 330 companies and promote their diversified growth.”
