Wello Publishes 2025 Policy Analysis Report

AI-based governance technology company Wello (CEO Yurianna Kim) announced on the 17th that it has published a '2025 Policy Analysis Report' that introduces major policies for 2025 and analyzes the impact of these policies on society and public perception.

Wello predicted 2025 as the full-fledged post-COVID-19 recovery phase, explaining that the government's fiscal policy is expanding from selective support to universal support. He also noted the growing importance of GovTech, particularly as the government recently pursues "data-driven administrative innovation" and expands customized public service guidance systems like "Benefit Alert."

The '2025 Policy Analysis Report' analyzed user log data from the Wello policy search and recommendation service and data from central government ministries and public institutions from January 1 to October 30, 2025. Through this, it went beyond the existing survey and statistics-based evaluation and diagnosed the effectiveness of the policy by measuring the policy perception with the citizens' digital behavior data.

Wello believes that this report can be used as basic data for standardizing data-driven policy evaluation models, and plans to suggest practical directions for improvement by reflecting public interest and participation data in future policy design.

In the report, Wello analyzed key policies by life cycle, categorizing them into categories ranging from ▲pregnancy, childbirth, and childcare to ▲youth, young adults, middle-aged, and seniors. Specifically, policies were subdivided into asset formation, housing, and marriage, which garnered significant attention among young people.

The report also revealed a ranking of policies that garnered the most public interest. Wello reported a clear preference for tangible economic support measures, and presented analysis results for the following policies, which were most frequently viewed by Wello users: 2025 Mutual Benefit Payback (22.3%), K-Pass (12.5%), and National Tomorrow Learning Card (10.6%). Meanwhile, Wello is establishing itself as a private platform that not only provides one-on-one policy confirmation but also accesses "Benefit Alert," a personalized public service notification service operated by the Ministry of the Interior and Safety. "Benefit Alert" ran a pilot program from January to December 9, 2025, covering approximately 1,500 policies in four areas: youth, childbirth, job seeking, and relocation. On the 10th, it officially launched, covering approximately 6,000 policies across all sectors.
