IDAC Signs MOU for Bataan PPP Development Project in the Philippines

The International Digital Assets Council (IDAC, Chairman Won Eun-seok, Professor at Mokwon University) announced on the 19th that it signed a Memorandum of Understanding (MOU) with the Bataan Public-Private Partnership and Investment Center (PPPIC) in the Philippines and the United Nations Anti-Corruption Day Philippines Commemoration Organizing Committee (Chairman Kang Jang-won, ADCOC-P) to carry out public-private partnership (PPP) projects in the Bataan region.

Through this agreement, the three organizations agreed to cooperate in various areas, including ▲ forming a cooperative consortium to carry out the Bataan PPP project, ▲ discovering and fostering companies to carry out the PPP project, ▲ certifying and registering companies to carry out the project, ▲ providing administrative and business conveniences to registered companies by the Bataan provincial government, and ▲ introducing digital assets into the project.

The agreement was signed on December 17th at the "Bataan PPP Development Project Meetup in the Philippines," co-hosted by IDAC and ADCOC-P. Enrico Yuzon, the project's general advisor, shared information and vision for the development project with approximately 40 representatives from energy, investment, logistics, distribution, and real estate development companies. He also engaged with participating companies through Q&A sessions and roundtable discussions.

ADCOC-P Chairman Kang Jang-won stated, "The Bataan PPP project has secured approval from both the provincial and national governments, and we anticipate its success thanks to the governor's proactive push." Enrico Yuzon, General Counsel, explained, "With the impending commencement of construction on the 32-kilometer Manila Bay Bridge connecting Manila and Bataan, Bataan is expected to grow into an infrastructure and residential hub, driving increased demand for energy, logistics, and residential development."

IDAC Chairman Won-Seok Won stated, "We need a cooperative structure that can reduce the risks faced by domestic companies entering the Philippines while achieving meaningful results. We will actively integrate AI and digital assets to create new examples of international cooperation."

A delegation will be formed in February 2026 to visit the site, focusing on companies that will attend future meetups, to conduct on-site inspections and meet with key figures from the Bataan provincial government.
