The launch of this council aims to establish a cooperative system among the military, industry, academia, and research institutes to promote artificial intelligence transformation (AX) in the defense sector.
The Defense AX Council brings together diverse stakeholders, including defense and ICT companies, AI and software companies, universities, research institutes, and local governments. Centered around Pangyo and the Seoul Metropolitan Area, the council aims to foster collaboration among institutions possessing core AI and ICT capabilities, fostering both the development of the Defense AX and the growth of participating companies.
Key initiatives include corporate mentoring for military-specific AI training programs aligned with Ministry of National Defense policy directions, utilization of the Pangyo Defense Data Lab, consulting with defense experts, cooperation in defense AI research and development, and sharing of the latest defense technology information. The council will operate as a sustainable collaboration platform through quarterly technology exchange seminars and a permanent office.
As the lead operating organization for the council, SpaceBank supports overall operations, coordinates cooperation among participating organizations, and operates demonstration and related programs. It also participates in the operational process, focusing on the discovery and implementation of defense AX-related collaborative projects. SpaceBank possesses AIDX-based data decision-making solutions and AIoT/robot integrated control technology.
Kim Jong-hwan, head of the AI Technology Requirements Division of the Army Training Command, who gave the welcoming address at the event, said that the transition to AI is progressing rapidly in the defense sector as well, and that a cooperative organization will be formed where the military and civilians can contribute to security and industrial development together based on the Defense AX base.
In his congratulatory address, former Defense Agency for Technology and Quality Director Heo Geon-yeong emphasized the need for improvements in laws, systems, standards, and regulations, while acknowledging that AI is a key technology driving both security and the economy. He also stated that the launch of this consultative body would pave the way for a collaborative structure involving the government, military, defense industry, universities, and local governments.
Cho Hyun-ki, former Director of the Defense Resource Management Office, shared the direction of the Defense AX policy, explaining that the Ministry of National Defense views the next three years as a golden time for a major transformation in defense AI and is pursuing seven core projects centered on strengthening governance, building infrastructure, and fostering an ecosystem. He added that starting next year, approximately 30 billion won will be allocated for the Defense AX, providing practical opportunities for companies, research institutes, and startups.
The Defense AX Council includes major defense and ICT companies such as Hanwha Aerospace, Hanwha Systems, Samsung SDS, KT, and LIG Nex1, as well as over 30 AI and software companies, including Spacebank, MakinaRocks, WiseiTech, Conan Technology, and CrowdData. The Gyeonggi Research Institute, Gyeonggi Economic and Science Promotion Agency, Gyeonggi Center for Creative Economy and Innovation, and Sejong Law Firm will provide advisory and support.
Lee Won-hee, CEO of Space Bank, said that the Defense AX Council is significant in that it serves as an implementation platform that connects policy, technology, and the field, and that as the main operating organization, he will support stable operation and linkage so that participating organizations can achieve tangible results from their cooperation.
Meanwhile, Sungkyunkwan University has been operating a military-specific AI training program since 2022, and has trained 289 military officers and experts to date, with plans to produce an additional 145 next year.
