Preliminary, Initial, Leap, and Super Gap… Refining the "Step-by-Step Startup Package" for Startup Support

Another key feature of the 2026 Integrated Startup Support Announcement is the more detailed support system for startups, tailored to each stage of their growth. Support content and methods are specifically differentiated by growth stage, encompassing aspiring entrepreneurs, early-stage startups, growth-stage companies, and even new industry-focused, ultra-gap startups.

The Pre-Startup Package is designed for aspiring entrepreneurs with innovative technological ideas but who are still in the pre-incorporation stage. It provides business development funding, entrepreneurship training, and mentoring to support the preparatory stages before market entry. The Early-Stage Startup Package targets companies within three years of operation, helping them refine their products and services and establish themselves in the initial market.

The Startup Jump Package is a program for businesses that have been in business for three to seven years. Targeting companies facing stagnant sales or business model limitations, the program provides business model redesign, investment linkages, and scale-up programs. It focuses on helping businesses move beyond mere survival to achieve growth.

The "Super Gap Startup Project," targeting deep tech, is a flagship initiative that identifies and intensively fosters companies with technological competitiveness. It targets companies that can secure global competitiveness in emerging industries like semiconductors, biotechnology, and artificial intelligence, providing both commercialization funding and private investment.

Several programs targeting specific policy targets are also included. The Youth Entrepreneurship Academy provides a comprehensive support package for young entrepreneurs under the age of 39, covering the entire startup process. The Re-challenge Success Package helps those who have experienced failure re-enter the market. Acceleration programs for female entrepreneurs and support for middle-aged and older entrepreneurs are also provided.

This structure, segmented by stage and target, can be seen as an attempt to manage the growth path of startups through policy. It holds significant policy significance, as it establishes a continuous support system encompassing the entire startup lifecycle, rather than providing discontinuous support.

111 central and local government agencies and 508 projects announced in a consolidated announcement.
