Klion Selected as Project Partner for Seoul City's "Generative AI-Based Chatbot 2.0" Project

AI cloud service specialist Klaion (CEO Park Yoon-ji) announced on the 10th that it has been selected as the final operator for the Seoul Metropolitan Government's 'Generative AI-based Chatbot 2.0 Construction Service'.

This project aims to improve civil servant efficiency by automating repetitive administrative procedures using AI and to accelerate the digital transformation of the entire administrative system by expanding customized AI services. This is the first step in realizing "administrative innovation" and "civilian dissemination," two key strategies of Seoul's vision for becoming a "leading global AI innovation city."

The core goal of Seoul's Chatbot 2.0 project is to build an "AI integrated platform" to support internal administration. To achieve this, Klaion will implement an AI-based intelligent web office, S-Document Box (tentative name), integrated RAG Q&A, and an LLM API and public administration-specific LLM on-premise within Seoul's internal network, based on Douzone BizOn's "ONE AI PE."

To strengthen security, two Korean-specific multi-LLM models, each with over 70 billion parameters (70B), will be installed directly on the internal network. The models will be supported in API format for use in other administrative systems. The platform will undergo performance verification in the second half of this year, with gradual expansion into areas such as document automation and decision support.

Generative AI will also be piloted for "Seoul Talk," a citizen-focused service. Public LLM, trained on Seoul City website data, will use RAG (Augmented Search Generation) technology to generate answers.

Park Yoon-ji, CEO of Klion, said, “I feel a sense of responsibility to participate in the Seoul Metropolitan Government’s AI administrative innovation project,” and added, “Based on our accumulated AI technology and public works experience, we will increase the work efficiency of civil servants and implement administrative services that citizens can feel.”
