Rebellion Partners with Malaysian Government on AI Semiconductor Development

Rebellion announced on October 20 that it signed a memorandum of understanding (MOU) with SMD Semiconductor, a design house company under the Sarawak State Government in Malaysia, for cooperation in AI semiconductor design and development.

This agreement was signed at the International Digital Economy Conference Sarawak (IDECS) 2025, hosted by the Sarawak State Government. At the event, Rebellion announced its future collaboration plans and growth strategy in the ASEAN market, sharing the vision and direction of cooperation between the two companies.

Through this agreement, the two companies will collaborate on joint semiconductor development, data center projects centered on the Sarawak state government, and joint marketing activities. Based on this agreement, Rebellion plans to establish a semiconductor supply chain for data centers in Malaysia and establish a bridgehead for entry into the ASEAN market.

Sarawak boasts a robust renewable energy infrastructure, including natural gas, hydropower, and solar power, making it ideal for establishing large-scale data centers. Consequently, the Sarawak government and several companies are pursuing data center construction projects.

This collaboration was achieved following Rebellion's recently concluded Series C funding round, which saw investment from Intervest. Intervest invested a total of KRW 42 billion through the Ministry of Trade, Industry and Energy's policy fund, the "Global Open Innovation Fund," and facilitated the collaboration through this fund, which is jointly managed by the Korea Institute of Industrial Technology Evaluation and Planning and the Korea Growth Investment Corporation. This case is considered a prime example of government, public, and private sector collaboration supporting the overseas expansion of a Korean semiconductor company.

Rebellion CEO Park Sung-hyun said, “Malaysia is a market expected to develop not only in terms of its OSAT (post-processing)-centered semiconductor ecosystem, but also in the semiconductor design field, as the Malaysian government is working with Arm to secure advanced semiconductor design IP.” He added, “With global big tech companies establishing data centers one after another, Malaysia is emerging as a strategic base, and we expect this collaboration to yield rapid results in the ASEAN data center market.”
