Big Value Cloud CEO Receives Minister's Award for Contribution to Quarantine and Inspection Policy

Data Tech company Big Value (Co-CEOs Gureum and Lee Byeong-wook) received a commendation from the Minister of Agriculture, Food and Rural Affairs in the category of contribution to agricultural, forestry and livestock quarantine inspection policies.

This award is a government award given to individuals who have contributed to the development of key policies and operations of the Animal and Plant Quarantine Agency. Director Koo was recognized for his contributions to establishing a data-driven quarantine system that utilizes artificial intelligence to predict and analyze the risk of livestock infectious disease outbreaks, thereby enhancing the efficiency and accuracy of quarantine administration.

BigValue, in collaboration with the Animal and Plant Quarantine Agency, developed an AI model to proactively identify areas and farms at high risk of Highly Pathogenic Avian Influenza (HPAI) outbreaks and applied it to the Korea Animal Health Inspection System (KAHIS). To address the limitations of the existing quarantine system, which relied heavily on post-event response, BigValue focused on building a predictive system leveraging data and AI technology.

The system integrates and analyzes over 80 different types of data, including vehicle GPS information, migratory bird movement data, and satellite imagery, to identify high-risk farms. Furthermore, it utilizes explainable artificial intelligence (XAI) to present risk factors such as increased migratory bird activity, dangerous vehicle visits, and the proportion of surrounding farmland, enabling field staff to intuitively understand the analysis results and take immediate action.

To achieve this, BigValue integrated KAHIS data accumulated over a decade, along with public data from various organizations, including the Ministry of Land, Infrastructure and Transport, the Ministry of Environment, and the Korea Meteorological Administration, to build a GeoAI-based analysis system that allows AI to learn and infer risk assessments. Spatial data, including migratory bird arrival sites, vehicle movement routes, terrain, and water systems, are analyzed at the coordinate level. Through an automated process, risk assessments are updated daily at dawn, enhancing their usability in quarantine settings.

When high-risk farms are identified, relevant administrative documents are automatically created and delivered to local governments, enabling a more rapid quarantine response. This model is currently being expanded to include analysis of African swine fever (ASF) and the risk of disease transmission through livestock vehicles.

The CEO of Cloud Big Value stated that this award was a recognition that AI-based risk analysis has led to improvements in administrative work methods, and that the company plans to continue expanding its use in industrial and public sectors based on data tech technology.

Meanwhile, CEO Koo received the Minister of Agriculture, Food and Rural Affairs Award, following the Minister of Science and ICT Award and the Minister of SMEs and Startups Award last year, and was recognized for Big Value's data tech capabilities and contributions to the public sector.
