Wise AI Establishes 24-Hour AI Civil Complaint Response and Audit System at Gwangju City Hall

Wise AI Co. , Ltd. (CEO Song Hyeong-seok), an AI communication platform company, announced on the 27th that it has partnered with Gwangju City Hall to build an AI callbot and chatbot capable of responding to civil complaints 24/7, as well as a pre-audit violation inspection service. This project was promoted as part of the '2025 Gyeonggi-do AI Challenge Program' and marks Wise AI's first foray into the public sector.

This system focuses on: 24-hour citizen complaint response through AI counselors; automatic reception and processing of complaints after business hours; and a generative AI-based audit violation pre-screening service for civil servants. The AI counselors automatically process complaints at night and on holidays and, when necessary, immediately forward them to the appropriate department, reducing the burden of on-duty work for civil servants.

The audit review service can shorten the data search time, which previously took an average of four hours per case, by providing searches for related laws and guidelines, recommendations for similar audit cases, and summaries of supporting documents during the budget execution and contract processing process.

The Gwangju City Hall pilot project achieved an automatic response rate of over 90% for each complaint type, an AI question-and-answer accuracy of over 85%, and an average response time of under 3 seconds. Citizen satisfaction reached a score of 4.3 out of 5. Furthermore, the system received AI model testing certification from the Korea Artificial Intelligence Certification Institute (KAIC), officially verifying its accuracy and reliability.

Wise AI plans to establish this model as a standard architecture and expand it to local governments nationwide, and support the digital transformation of public administration by applying AI models optimized for each local government's administrative environment.

Wise AI CEO Song Hyeong-seok stated, “This pilot project is an example of AI going beyond simple guidance to assisting civil servants’ judgment and increasing administrative efficiency. We plan to develop it so that it can be utilized by local governments across the country as we enter the public sector.”
