The Korea Technology Finance Corporation (hereinafter referred to as the “KIBO”) announced on Monday, the 2nd, that it has implemented the “Special Guarantee for Semiconductor Industry Companies” and the “Preferential Guarantee for AI·AX Competitiveness Enhancement” as customized guarantee systems to strengthen industrial competitiveness in the semiconductor and artificial intelligence (AI) fields.
Kibo has prepared this preferential support plan to ease the burden on small and medium-sized enterprises amidst changes in the global trade environment and increasing domestic and international uncertainty, and to support the enhancement of competitiveness and technological superiority in the nation's core industries. Through this, it plans to strengthen support so that technological innovation companies can turn crises into opportunities and scale up.
First, the 'Special Guarantee for Semiconductor Industry Companies' is a follow-up measure to the 'Fiscal Investment Reinforcement Plan for Preemptive Global Semiconductor Competitiveness' announced by the government in April, and focuses on providing funds necessary for R&D, domestic production of manufacturing equipment, etc. to excellent technology companies in the semiconductor sector, including fabless, foundry, materials, parts, and equipment. Kibo will preferentially apply the guarantee limit for supported companies up to the maximum limit of 20 billion won, and provide benefits such as an increase in the guarantee ratio (up to 95%) and a reduction in the guarantee fee rate (up to 0.3%p↓).
In addition, through the 'AI·AX Competitiveness Enhancement Preferential Guarantee', we plan to resolve the global gap in the AI field and support the expansion of core infrastructure and smooth transition to artificial intelligence (AX) for technology innovation companies. Through this, Kibo will apply preferential measures such as increased guarantee ratio (up to 95%), reduced guarantee fee rate (up to 0.3%p↓), and expanded calculation exceptions for AI technology companies and AI introduction/utilization companies.
In May, Kibo implemented a 'Special Guarantee for Overcoming Crisis Due to Changes in the Trade Environment' worth 1.2 trillion won to support companies that were affected by U.S. tariffs and other measures based on government subsidies secured through the government's first supplementary budget. By establishing three types of customized support systems – ▲Special Guarantee for Overcoming Crisis Due to Changes in the Trade Environment, ▲Special Guarantee for Companies Engaged in the Semiconductor Industry, and ▲Preferential Guarantee for Strengthening Competitiveness in AI and AX – Kibo plans to actively respond to changes in the global trade environment and fully support resolving management difficulties and enhancing technological competitiveness of small and medium-sized venture companies.
Kim Jong-ho, CEO of Kibo, said, “Kibo has quickly prepared three types of special (preferential) guarantees to help small and medium-sized venture companies that are experiencing difficulties due to increased domestic and international uncertainty and changes in the global trade environment overcome the crisis and advance to the next level.” He added, “Going forward, Kibo will actively support small and medium-sized venture companies with technological prowess and growth potential to use the crisis as a stepping stone to scale up through various customized support programs.”
