Korean Women's Venture Association, 'Women's Venture/Startup Public Procurement Participation Expansion Meeting' Held

The Korea Women's Venture Association (Chairperson Seong Mi-sook) announced that it held a 'Meeting to Expand Participation of Women's Ventures and Startups in Public Procurement' with the Public Procurement Service (Commissioner Lim Ki-geun) at Tipstown on the afternoon of the 9th.

This meeting was organized to resolve difficulties experienced by women-led venture and startup companies in the procurement market through strengthened communication with the Public Procurement Service and to seek ways to enter and revitalize the public procurement market.

About 20 people attended the meeting, including President Seong Mi-sook, Public Procurement Service Commissioner Lim Ki-geun, New Growth Procurement Planning Director Kang Hee-hoon, Women Venture Procurement Innovation Committee Chairman Hwang Ju-won, and women venture entrepreneurs.

The female venture entrepreneurs in attendance made suggestions such as ▲ simplification of submission of test results when signing MAS contracts ▲ relaxation of requirements for certified products ▲ further simplification of specifications for innovative products ▲ improvement of unfair bidding practices in the integrated security cost service ▲ review of measures to differentiate and extend the designation period for innovative products ▲ provision of guidance services related to product registration ▲ improvement of criteria for application of credibility of excellent procurement products, etc.

The Public Procurement Service promised to strengthen internal and external cooperation to prevent unnecessary document submission requests during public procurement bidding and contracting processes and to establish internal guidelines to prevent unfair bidding practices in the integrated security sector. It also said that it will quickly review other suggestions and provide feedback on the results of the actions taken.

Lim Ki-geun, the Commissioner of the Public Procurement Service, emphasized that “the owner of procurement policy is not the Public Procurement Service, but procurement companies entering the public market,” and asked that “this year be the first year of regulatory reset, and all departments are actively engaging in on-site communication, so I urge women’s ventures and startups to actively participate.”

Chairwoman Seong Mi-sook said, “Women’s ventures and startups are the new growth engine of our economy,” and added, “I hope that this meeting will lead to concrete results in the public procurement market and become an opportunity to lead changes to business-centered policies through active communication.”

He also said, “Women-led venture and startup companies will also contribute to the national economic development through innovation and technological development in line with procurement policies.”

In addition, last year, the Korea Women's Venture Association discovered 17 on-site regulatory tasks through a meeting with the Public Procurement Service, and the Public Procurement Service accepted 6 tasks that could be immediately improved.

'The major improvement tasks for 2024 included ▲ increasing the number of innovative product designation contests (supplier proposal type) (2 times → 3 times) ▲ extending the Venture Nation certification period (3+2 years → 3+3 years) ▲ shortening the procedure for listing products applying new ICT technologies (introducing a fast track), etc.
