
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as MSS) announced on the 1st that four domestic AI startups, including NotaAI Co., Ltd., Dinoticia Co., Ltd., Upstage Co., Ltd., and Twelve Labs Co., Ltd., which were selected for the 'AI 100 2025' (Global AI 100 Companies) by CB Insights, one of the most authoritative corporate evaluation agencies in the global AI market, received key startup support policies such as the MSS' 'Ultra-Gap Startup 1000+ Project.

CB Insights in the United States is a private company that provides market information on corporate and investor activities through a business analysis platform with a global database. Every year, it comprehensively evaluates business performance, technological prowess, and investment status of unlisted AI companies around the world to select 100 AI companies that will lead the global AI market.
Domestic AI startups have been selected for the 'AI 100' every year for the past five years, but this year, four companies were selected for the first time, making them the largest-ever entry into the global market.
The support details and key technologies of domestic AI startups selected for 'AI 100' are as follows.
Nota Co., Ltd. is carrying out the 'Public-Private Joint Startup (TIPS) Project ('18~'21)' with the 'Advanced Network Lightweight Technology for On-Device AI Development (NetsPresso)' project and is currently promoting the 'Super Gap Startup 1000+ Project Project ('24~)', and was selected for the first time in the Accelerated Computing Edge field.
Dinoticia Co., Ltd. was selected for the 'Super Gap Startup 1000+ Project' this year for the 'Hardware Acceleration Vector Database System Seahorse' project and is currently promoting technology commercialization. This time, it was selected for the first time in the 'AI 100' vector data-based (Vector Database) field.
Upstage Co., Ltd. was selected for the Startup Leap Package Project ('24) and received support for the commercialization of the 'Large-Scale Language Model (LLM)-based Specific Function Calling Model' technology, and was the first domestic AI Foundation Model to be listed on the 'AI 100'.
Lastly, Twelve Labs Co., Ltd. has been selected as a promising AI company for four consecutive years since 2022, and this year in particular, it was selected in the Content Generation field, and received support from the Preliminary Startup Package ('20) and the Non-Face-to-Face Startup Fostering Project ('21) for the project 'Next-Generation AI-Based Cyber Threat Information Collection and Analysis Platform'.
Meanwhile, the Ministry of SMEs and Startups is promoting the 'AI Core Field and Fabless Startup Strategy Project' that was newly established this year to support demand-based collaboration in key industrial fields such as manufacturing and content that are easy to generate economic and social results and technological advancement in high-growth fields such as small language models (sLLM) to strengthen the growth of AI startups and their ecosystem.
In addition, we are continuously promoting the 'AI Super Gap Challenge' to create sales channels and other results by combining the products of global major companies such as LG Electronics and Qualcomm with the innovative capabilities of AI startups for global scale-up, and in the future, we plan to focus on supporting domestic IPOs and global investment attraction programs.
In particular, in order to strengthen the global expansion of deep tech startups in 10 ultra-gap fields including AI, system semiconductors, and bio, the '2025 Ultra-Gap Startup Renovation Day' will be held on the 13th, and the results of support policies to date will be shared and global scale-up support policies will be announced.
Minister Oh Young-joo said, “I am proud that domestic AI startups have been selected as the key players in innovation that will lead the development of AI technology in the global market in the future,” and added, “We will continue to fully pursue relevant policies so that excellent domestic AI startups can enter the global market and be recognized for their world-class technological prowess.”
