– Presentation of five major response measures including enactment of regulatory governance for institutional improvement

On the 22nd, the Korea Startup Forum (hereinafter referred to as 'KOSPO') and the Global Policy Empirical Research Institute, an AI law, regulation, and policy platform company CODIT (CEO Ji-eun Jeong), jointly announced the issue paper [2025 OECD Regulatory Policy Outlook Analysis and Korea's Response Measures], which analyzed the OECD's "Regulatory Policy Outlook 2025".
This issue paper was released in a situation where the industry's demand for a better regulatory environment is growing ahead of the early presidential election following the impeachment of the president, and attention is focused on whether it will influence the establishment of regulatory reform pledges by each political party.
The OECD report is a representative publication of the OECD that regularly reviews the regulatory policies and governance levels of member countries and shares institutional standards and policy cases for improving regulatory quality. In particular, the 2025 report redefines regulation as a core means of national strategic capacity to respond to digital and green transitions and geopolitical risks, rather than a simple enforcement tool, and presents the regulatory operation level of each country as an evaluation standard.
The Codit Global Policy Research Institute analyzed in an issue paper that Korea ranks high in terms of the level of institutionalization of Regulatory Impact Assessment (RIA) and ex post evaluation, but the structural limitations of the system, such as non-application of RIA to bills proposed by the National Assembly, lack of strategic coordination function, and insufficient cooperation between ministries, have been repeatedly pointed out.
Accordingly, COSPO and CODIT proposed five major structural response measures: ▲legislation of regulatory governance including regulatory impact analysis, ▲institutionalization of annual regulatory performance reports, ▲establishment of a system to evaluate the level of regulatory operation by ministry, ▲strengthening the capacity of regulatory agencies to respond to digital and green transition, and ▲establishment of a feedback system for sustainable regulatory improvement.
“In order to reduce the regulatory uncertainty and inefficiency that the startup ecosystem actually experiences in the field, a practical feedback system created by the government and the private sector is especially important,” said Jeong Ji-eun, CEO of Codet. “I hope that in this presidential election, the voices from the field will be incorporated into the system and substantially reflected in regulatory policies.”
A KOSPO official emphasized, “The OECD report points out that stakeholder participation is mainly focused on the later stages of regulatory introduction or that systematic participation is not guaranteed in the legislative process,” and “An institutional framework must be established that allows stakeholders representing the startup industry, such as KOSPO, to participate from the early stages of regulatory discussions.”
Meanwhile, Cospo plans to make full-fledged policy proposals for creating a startup-friendly regulatory environment in the wake of the 21st presidential election. To this end, it established a 'Presidential Policy Task Force (TF)' on the 10th and is laying the groundwork for response by jointly announcing this 'OECD Regulatory Policy Outlook Analysis Report' with Codit. In the future, it plans to present practical regulatory improvement measures that reflect the voices of the startup field through policy discussions with major candidate camps and delivery of policy proposals.
