Weather, China Xuchun Garment Industry Association Signs Business Agreement

Digital fashion platform company Weather (CEO Hyung-il Cho) has joined hands with the Xuchun Clothing Industry Association in Haining City, Zhejiang Province, China to build a global clothing production platform, 'OSLE Global', connecting Korean and Chinese designers and manufacturing plants. The platform is scheduled to launch a beta service in May.

The two sides signed a formal MOU at the "Haining Day" site, the official program of the "2025 China International Fashion Week" held in Beijing in late March. The event was attended by many key figures representing the Chinese fashion industry, including Sun Ruozhe, Chairman of the China Textile Industry Federation, Chen Dafeng, Chairman of the China Apparel Association, and officials from Haining City and Xuchun Town local governments, further enhancing the symbolism of cooperation and industrial expectations.

'OSLE Global' is a digital platform designed to help Korean and global designers utilize the local production network in China more reliably and efficiently. The core region, 'Xuchun', is China's largest garment cluster with an annual production capacity of trillions of won, and has a complete production infrastructure that can handle the entire process from sewing, dyeing, fabric, pattern, and delivery within one region. Many global brands are already using Xuchun factories as long-term partners, and are recently accelerating their global expansion through digital transformation and strengthening export competitiveness.

Through this collaboration, Weather will directly lead the planning, development, operation, production agency, and settlement system of the platform, and plans to build a global digital production network hub that connects the existing OSLE and OSLE Global. This will allow Korean designers to efficiently connect digitally with Chinese factories that have lower minimum order quantities (MOQ), faster lead times, and high-quality production environments, and will also provide practical production opportunities for small brands and startup designers.

This collaboration is attracting attention because it can secure both efficiency and transparency through a digitalized ordering and settlement system, breaking away from the existing offline-centered production structure.

“Production in China is still a very effective strategy, and it is evolving beyond a simple manufacturing base into a digitally connected global partner. This platform will be a new starting point for designers to encompass production, sourcing, and global expansion,” said WeAder CEO Cho Hyung-il. “Above all, this project, based on trust and practical cooperation between Korea and China, will be an important turning point for going beyond the existing supply-centered production structure and building a designer-centered ecosystem.”

An association official expressed his expectations, saying, “Shichun is not simply a traditional production site, but an advanced region optimized for low unit prices, fast delivery, high quality, and customized production. The fact that a structure has been established where Korean designers can directly utilize this production infrastructure digitally will be a new opportunity for both countries.”

Meanwhile, Weather will move beyond simple clothing production intermediation, starting with OSLE Global, to build a next-generation fashion infrastructure. In particular, it will gradually integrate the raw materials supply chain and logistics system, and strengthen the digital-based production support function that supports designers and brands from the product planning stage to ODM, customized production, and customization. This aims to realize a 'digital value chain platform' that connects the entire process from planning to design to production to delivery as a single organic flow.
