The Ministry of SMEs and Startups (Minister Oh Young-joo) announced on the 3rd that it will be implementing the '2025 Integrated Technology Protection Support Project Notice' to prevent technology infringement and provide quick damage relief to SMEs.

◆Prevention
➀ Technology protection voucher support is a customized, step-by-step comprehensive support project that provides vouchers in three stages based on the level of technology protection (diagnosis by experts, etc.) of the company. Up to six projects are supported, including ▲Establishment of a technology leak prevention system ▲Technical data deposit ▲Technical data protection service ▲Technology protection policy insurance ▲Customized consulting ▲Damage amount calculation.
The support limit (ratio) is 30 million won (80% support) for start-up companies, 50 million won (60% support) for promising companies, and 70 million won (50% support) for leading companies.
➁ Support for calculating the amount of damages is provided through specialized institutions (50-90%) to enable small and medium-sized enterprises that have suffered damages due to technology infringement to receive reasonable compensation for damages. In cases where a company is confirmed as a technology damage company by the court, 100% support is provided.
➂ Technology protection policy insurance provides support of up to 50 million won for litigation costs incurred in domestic and international technology infringement disputes, and supports 70-80% of the insurance premium.
➃ The technology data deposit system is a system that safely stores a company's core technology data and trade secrets in online and offline vaults, and proves (legal presumption) the fact of the company's technology development in the event of damage. The company is responsible for the related fees (KRW 300,000 per year).
➄ The project to build a mutually beneficial technology leak prevention system is a project to support the construction of security systems for small and medium-sized enterprises with weak technical and physical security, with the company bearing 20% of the total project cost (up to 80 million won) (up to 16 million won).
➅ The Technology Guardian Service provides specialized security control services* and three programs (30 copies, 3 years) for free to prevent cyber hacking and illegal technology leaks by internal employees: internal information leak prevention, malicious code detection, and ransomware detection.
◆ Damage relief
➀ The Technology Protection Support Team provides free consulting (basic 3 days + in-depth 4 days (additional)) including technology protection level diagnosis, security education, and field-specific security/legal advice through on-site visits by experts to strengthen technology protection capabilities and resolve issues.
➁ In the event of a dispute regarding the leakage of a company's technology, such as patents, trademarks, designs, or trade secrets, the Technology Protection Legal Support Team will match you with a lawyer or patent attorney and provide free legal advice for up to 60 hours (within 3 months).
➂ The digital forensics support project provides free digital forensics support up to 5 million won for corporate-owned business digital devices to prevent technology leaks and collect and preserve evidence of technology leak damage.
➃ The mediation and arbitration of technology disputes is supported by a fair and reasonable mediation or arbitration committee comprised of former and current judges, lawyers, and technology experts, and the costs related to this are also supported (fees are borne by the parties themselves), such as the cost of appointing a mediation and arbitration agent (up to 10 million won), litigation costs (up to 20 million won), and technology value assessment costs (up to 50 million won).
In addition, the National Intelligence Service, the Korean Intellectual Property Office, the Fair Trade Commission, the National Police Agency, etc. will participate to provide information on the technology protection system and support projects of each ministry, and technology protection experts dispatched from each ministry will provide on-site consultations.
