The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced that it will recruit implementing agencies for the Online Brand Small Business Promotion Project (TOPS Program), which directly discovers and promotes small business owners with high growth potential, from January 31 to February 17.
This support project is a new project that is being implemented for the first time in 25 years as a follow-up measure to the comprehensive measures for small business owners and self-employed workers announced in July of last year. The government and private sector (implementing agencies) will invest resources in a 1:1 matching manner to support 3,000 small business owners per year.
The support will be implemented in three stages. In the first stage, 3,000 small business owners will be selected and the platform company will directly provide 1:1 customized consulting. In the second stage, 300 small business owners selected in the first stage will be selected again and promotional costs such as advertising and logistics costs will be supported to activate sales and maximize sales.
In the final third stage, we plan to select 30 'TOPS of the Year' companies and provide support for small business owners to grow into small businesses through special exhibitions and offline pop-up stores. In addition, in addition to government support, private platform companies, which are implementing organizations, will also provide customized specialized programs that they have organized on their own to the selected small business owners.

The main qualification criteria for the implementing agency are that it must be an online brokerage transaction platform with annual sales of 10 billion won or more or annual transaction volume of 100 billion won or more, and it must have its own program and infrastructure (dedicated personnel, etc.) and must offer government support and 1:1 matching investment. The evaluation is conducted in three stages, and documents and financial evaluations are conducted to prevent accidents such as suspension of the implementing agency's business.
Hwang Young-ho, head of the Small Business Management Stability Support Team at the Ministry of SMEs and Startups, said, “Online entry is essential for the survival and growth of small businesses, and in particular, for small businesses to settle down and succeed online, it is essential to utilize the capabilities of private platforms that are most sensitive to consumer trends.”
He also said, “We will work to ensure that the online brand small business fostering project is established as a representative example of government-private collaboration and serves as a good foundation for small business owners to grow into small businesses by strengthening their brands and stories online.”
