Ministry of SMEs and Startups, recruiting companies to participate in ‘Regional Innovation Leading Company Development’

The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced that it is recruiting small and medium-sized enterprises to participate in the 'Regional Innovation Leading Company Fostering (R&D)' project established in 25 years.

The 'Regional Innovation Leading Company Fostering (R&D)' project is a project that supports technological development to promote innovative growth of small and medium-sized enterprises outside the metropolitan area and to promote balanced regional development. After many years of preparation and planning with the region, the project was implemented after exemption from preliminary feasibility review and appropriateness review by the Ministry of Science and ICT.

So far, we have supported technology development for small and medium-sized enterprises operating in non-metropolitan key industries through the 'Regional Specialty Industry Promotion + (R&D)' project, and from this year, we plan to support the innovative growth of regional small and medium-sized enterprises through this project.

The system of supporting technological innovation centered on non-metropolitan key industries was inherited, but in order to maximize the support performance, the support method and content were changed, such as designating key items linked to national strategic technologies, introducing competition between regions, focusing on industry-academia-research cooperation, and focusing on commercialization.

The items to be supported were designated through cooperation between the regions and the central government based on the needs of local businesses, and in 2025, 342 items will be announced and a final 111 projects will be supported.

In the previous project, the budget was distributed almost equally among regions, but this project selects small and medium-sized enterprises that will develop items through nationwide competition and provides support by matching national and local funds accordingly.

Considering the difficulties faced by small and medium-sized enterprises in pursuing technological development with their own capabilities, we plan to support consortium-type projects to enable collaboration with universities, research institutes, etc., and to closely link with the regional specialized project 'Legend 50+' to enable research and development to lead to commercialization, actual sales, and growth.

The specific business structure was divided into ‘building a core industry ecosystem’ targeting industry-academia-research consortiums and ‘strengthening regional enterprise capabilities’ centered on individual small and medium-sized enterprises.

The establishment of a key industry ecosystem will support up to KRW 1.4 billion over two years to promote collaboration and industry-academia cooperation and technological innovation among small and medium-sized enterprises within the supply chain, focusing on (potential) leading companies with innovativeness and growth potential.

Strengthening local corporate capacity provides support of up to 400 million won over two years to small and medium-sized enterprises with growth potential to strengthen their innovation capacity and promote their growth into (potential) leading companies.

Participation is possible for small and medium-sized enterprises operating in key industries that have a certain level of sales, an R&D intensity of 1% or higher, or a company-affiliated research institute.
