Korea Mobile Game Association and Shinwon Law Firm Sign Business Agreement

The Korea Mobile Game Association (Chairman Hwang Seong-ik) and Shinwon Law Firm (Representative Attorney Kim Jin-wook) signed a strategic business partnership agreement on the 16th to respond to the 'Game Industry Domestic Agent Designation System' and strengthen legal consulting in accordance with the revision of the 'Act on the Promotion of the Game Industry' scheduled to take effect in October 2025.

According to this revision, overseas game operators who meet certain requirements must designate a domestic agent, and the two organizations have agreed to cooperate to provide comprehensive legal advice to domestic and foreign game operators and to stably establish a domestic agent designation system.

Shinwon Law Firm provides professional legal services across the entire gaming industry, including game development, investment, publishing, establishment and operation of overseas corporations, and is recognized for its expertise in practical areas such as response to related regulations such as the Game Industry Act, Personal Information Protection Act, and Information and Communications Network Act, as well as publishing contracts and obligations to display probability-based items.

The Korea Mobile Game Association is a non-profit organization established in 2015, with approximately 1,200 member companies. As an association under the Ministry of Culture, Sports and Tourism, it contributes to the development of the domestic small and medium-sized game industry. It is also building a cooperative network with major overseas countries such as China, Russia, North America, and Europe.

According to the agreement, the two organizations will jointly provide legal advice and business support for the introduction of the domestic agent designation system, monitor the entire game industry, operate a reporting system for developers who fail to comply with the system, and prepare legal response measures. In addition, a separate committee will be formed to create a fair competition environment, strengthen user protection, and ensure the effectiveness of administration and law enforcement.

Jaehong Lee, Chairman of the Korea Game Policy Association (former Chairman of the Game Management Committee), will join as an advisor for this business alliance and participate in the analysis of policy and regulatory environments.

Hwang Seong-ik, chairman of the Korea Mobile Game Association, said, “In order for small and medium-sized game companies to grow soundly, it is necessary to smoothly establish a domestic agent designation system,” and “We will strengthen legal consulting and support activities through the association.”

Shinwon Law Firm’s representative attorney, Jinwook Kim, said, “We will provide the best domestic agency service so that overseas game companies can enter the domestic market without legal risks, and we will support the sustainable growth of the domestic game industry together with the association.”

Lee Jae-hong, president of the Korea Game Policy Association, also said, “We will cooperate to ensure fair competition and protect user rights and contribute to the development of the Korean game industry.”
