한국직업능력연구원(원장 고혜원)은 지난 8일 열린 ‘고용보험 30주년 기념식’에서 고용보험 제도 및 직업능력개발 정책 발전에 기여한 공로를 인정받아 대통령 표창을 수상했다고 밝혔다.
고용보험은 1995년 도입된 이후 지난 30년간 실업급여, 직업훈련 등 다양한 제도를 통해 근로자의 생계 보호와 노동시장 안정에 기여해온 핵심 사회보장제도다. 이날 기념식은 고용노동부가 주최하고 한국고용정보원이 주관했으며, 고용보험 제도 발전에 기여한 유공자 및 단체에 대한 정부 포상이 진행됐다.
1997년 설립된 한국직업능력연구원은 국무총리 산하 정부출연 연구기관으로, 직업능력개발, 고용 정책, 인재 양성 등과 관련한 정책연구를 수행하고 있다. 특히 고용능력연구본부를 중심으로 ▲직업능력개발 제도 연구 ▲고용 및 노동시장 분석 ▲사회 및 기술 변화에 대응하는 정책 전략 수립 등 다양한 연구를 통해 고용보험 제도 고도화에 기여해왔다.
고혜원 원장은 “이번 대통령 표창은 직업능력개발 연구가 고용보험 제도 발전에 실질적으로 기여했다는 점을 인정받은 결과”라며 “저출생, 고령화, 인공지능 확산 등 급변하는 사회·기술 환경 속에서 국민이 안정적으로 일자리를 유지하고, 기업이 혁신할 수 있도록 지속적인 연구와 정책 제안을 이어가겠다”고 밝혔다.

The Korea Research Institute for Vocational Education and Training (Director Koh Hye-won) announced that it received a presidential citation in recognition of its contributions to the development of the employment insurance system and vocational skills development policy at the ‘Employment Insurance 30th Anniversary Commemoration Ceremony’ held on the 8th.
Since its introduction in 1995, employment insurance has been a core social security system that has contributed to protecting workers' livelihoods and stabilizing the labor market through various programs, including unemployment benefits and job training, over the past 30 years. The commemorative ceremony, hosted by the Ministry of Employment and Labor and organized by the Korea Employment Information Service, featured government awards to individuals and organizations who have contributed to the development of the employment insurance system.
Founded in 1997, the Korea Research Institute for Vocational Education and Training (KRIVET) is a government-funded research institute under the Prime Minister's Office. It conducts policy research on vocational skills development, employment policy, and talent development. Led by the Employment Skills Research Center, the institute has contributed to the advancement of the employment insurance system through diverse research initiatives, including research on vocational skills development systems, employment and labor market analysis, and policy strategies to address social and technological changes.
Director Koh Hye-won said, “This presidential award is a recognition that our research on vocational skills development has made a substantial contribution to the development of the employment insurance system,” and added, “In a rapidly changing social and technological environment with low birth rates, an aging population, and the spread of artificial intelligence, we will continue to conduct research and propose policies so that people can maintain stable jobs and companies can innovate.”

コ・ヘウォン院長は「今回の大統領表彰は職業能力開発研究が雇用保険制度の発展に実質的に寄与したという点を認められた結果」とし「低出生、高齢化、人工知能拡散など急変する社会・技術環境の中で国民が安定的に雇用を維持し、企業が革新できるように継続的な研究と政策」

高惠媛主任表示：“这项总统奖是对我们职业技能发展研究的认可，该研究对就业保险制度的发展做出了实质性贡献。”她补充道：“在出生率低、人口老龄化、人工智能普及等快速变化的社会和技术环境下，我们将继续开展研究并提出政策建议，以使人们能够保有稳定的工作，企业能够进行创新。”

L’Institut coréen de recherche pour l’éducation et la formation professionnelles (directrice Koh Hye-won) a annoncé avoir reçu une citation présidentielle en reconnaissance de sa contribution au développement du système d’assurance-emploi et de la politique de développement des compétences professionnelles lors de la « cérémonie de commémoration du 30e anniversaire de l’assurance-emploi » qui s’est tenue le 8.
Depuis sa mise en place en 1995, l'assurance-emploi constitue un pilier de la protection sociale et contribue, depuis 30 ans, à préserver les moyens de subsistance des travailleurs et à stabiliser le marché du travail grâce à divers programmes, notamment les allocations chômage et la formation professionnelle. La cérémonie commémorative, organisée par le ministère de l'Emploi et du Travail et le Service coréen d'information sur l'emploi, a été l'occasion de remettre des prix gouvernementaux à des personnes et des organisations ayant contribué au développement du système d'assurance-emploi.
Fondé en 1997, l'Institut coréen de recherche sur l'enseignement et la formation professionnels (KRIVET) est un institut de recherche public placé sous l'autorité du Premier ministre. Il mène des recherches sur les politiques de développement des compétences professionnelles, de l'emploi et de la gestion des talents. Sous l'égide du Centre de recherche sur les compétences professionnelles, l'institut a contribué à l'amélioration du système d'assurance-emploi grâce à diverses initiatives de recherche, notamment sur les systèmes de développement des compétences professionnelles, l'analyse du marché du travail et de l'emploi, ainsi que sur les stratégies politiques visant à s'adapter aux mutations sociales et technologiques.
La directrice Koh Hye-won a déclaré : « Ce prix présidentiel reconnaît que nos recherches sur le développement des compétences professionnelles ont apporté une contribution substantielle au développement du système d'assurance-emploi », et a ajouté : « Dans un environnement social et technologique en évolution rapide, marqué par un faible taux de natalité, un vieillissement de la population et la diffusion de l'intelligence artificielle, nous continuerons à mener des recherches et à proposer des politiques afin que les individus puissent conserver des emplois stables et que les entreprises puissent innover. »
