중소벤처기업부(장관 한성숙, 이하 중기부)는 창업기획자, 초기전문 VC 등 투자·보육 역량을 갖춘 투자사를 대상으로 팁스(TIPS) 운영사를 9월 16일(화)부터 9월 30일(화)까지 모집한다고 밝혔다.
팁스는 민간의 운영사가 보유한 전문성과 역량을 활용하여 창업기업을 선별하고 투자하면, 정부가 연구개발(R&D)과 창업사업화 자금 등을 연계 지원하는 민관 협력형 창업지원 체계이다.
지금까지 3,700여개의 창업기업이 참여해 17조원 이상의 후속투자를 유치하는 등 성과를 거두며 대한민국을 대표하는 창업지원 프로그램으로 자리매김했다.
특히 새정부 경제성장전략에서 팁스를 통한 유망 기업 발굴을 주요 과제로 제시함에 따라 팁스 프로그램을 본격 강화할 예정이며, 그 첫 단계로 유망 기업을 발굴·추천할 운영사를 대폭 늘린다. 현재, 120개 운영사가 활동하고 있으며, 이번 공고를 통해 30개사 내외의 운영사를 추가 모집할 계획이다. 이번 모집의 주요 특징은 다음과 같다.
첫째, 지역 창업생태계 활성화를 위해 비수도권에 소재한 투자사에 최대 가점을 부여한다. 둘째, 전·후방 사업과의 연계 강화를 위해 프리팁스 추천 실적이 우수한 투자사 및 스케일업 팁스 운영사에 가점을 부여한다. 셋째, 운영사에 대한 성과 관리 강화를 위해 이번에 선발된 운영사는 우선 예비형 운영사로 지정하고, 2년간의 평가를 거쳐 일반형 운영사로 전환할 계획이다.
중기부 조경원 창업정책관은 “팁스가 성공한 프로그램이라는 평가를 받을 수 있었던 이유는 역량 있는 운영사의 적극적인 참여 덕분이었다”며 “우수한 투자사가 팁스 운영사로 유입되어 유망 기술창업기업의 적극적인 발굴과 더 많은 성장 기회 제공을 통해 창업 생태계가 활성화될 수 있기를 기대한다”고 밝혔다.
팁스 운영사 참여를 희망하는 투자사는 9월 16일부터 9월 30일 18시까지 팁스 누리집으로 신청하면 된다.

As a first step, the number of operators who will identify and recommend promising companies will be significantly increased. Currently, 120 operators are active, and this announcement will recruit approximately 30 additional operators. Key features of this recruitment include:
First, to revitalize the local startup ecosystem, investment firms located outside the metropolitan area will receive the highest possible points. Second, to strengthen integration with upstream and downstream businesses, investment firms with excellent FreeTips recommendations and ScaleupTips operators will receive additional points. Third, to strengthen performance management for operators, the selected operators will be designated as preliminary operators and, after a two-year evaluation, will be converted to general operators.
Kyung-won Cho, Director of Startup Policy at the Ministry of SMEs and Startups, said, “The reason TIPS was able to be evaluated as a successful program was thanks to the active participation of capable operators.” He added, “We hope that excellent investors will be drawn to TIPS operators, which will actively discover promising technology startups and provide more growth opportunities, thereby revitalizing the startup ecosystem.”

ティップスは民間の運営会社が保有する専門性と能力を活用して創業企業を選別して投資すれば、政府が研究開発(R&D)と創業事業化資金などを連携支援する民管協力型創業支援体系だ。
これまで3,700余りの創業企業が参加し、17兆ウォン以上の後続投資を誘致するなど成果を上げ、大韓民国を代表する創業支援プログラムとして位置づけた。
特に新政府経済成長戦略で、ティップスを通じた有望企業の発掘を主要課題として提示することで、ティップスプログラムを本格強化する予定であり、その第一段階として、有望企業を発掘・推薦する運営会社を大幅に増やす。現在、120社の運営会社が活動しており、今回の公告を通じて30社内外の運営会社を追加募集する計画だ。今回の募集の主な特徴は以下の通り。
まず、地域創業生態系の活性化のために非水道圏に所在する投資会社に最大のポイントを付与する。第二に、前・後方事業との連携強化のため、プリチップス推薦実績に優れた投資会社及びスケールアップチップス運営会社に加点を付与する。第三に、運営会社に対する成果管理強化のために今回選抜された運営会社はまず予備型運営会社に指定し、2年間の評価を経て一般型運営会社に転換する計画だ。
中期部のチョ・ギョンウォン創業政策館は「ティップスが成功したプログラムという評価を受けられた理由は、力量ある運営会社の積極的な参加のおかげだった」とし「優秀な投資会社がティップス運営会社に流入して有望技術創業企業の積極的な発掘とより多くの成長機会提供を通じて創業生態系が活性化されることを期待した。
ティップス運営会社への参加を希望する投資会社は、9月16日から9月30日18時までにティップスヌリハウスに申請すればよい。

Le ministère des PME et des Startups (Ministre Han Sung-sook, ci-après dénommé le ministère des PME et des Startups) a annoncé qu'il recrutera des opérateurs TIPS du 16 septembre (mardi) au 30 septembre (mardi) ciblant les sociétés d'investissement ayant des capacités d'investissement et de développement, telles que les planificateurs de startups et les VC spécialisés en phase de démarrage.
TIPS est un système de soutien coopératif public-privé aux jeunes entreprises dans lequel le gouvernement fournit un soutien par le biais de la recherche et du développement (R&D) et de fonds de commercialisation des jeunes entreprises, tandis que les opérateurs privés utilisent leur expertise et leurs capacités pour sélectionner et investir dans les jeunes entreprises.
À ce jour, plus de 3 700 startups y ont participé, attirant des investissements ultérieurs d'une valeur de plus de 17 billions de wons, ce qui en fait le principal programme de soutien aux startups en Corée.
En particulier, la stratégie de croissance économique de la nouvelle administration ayant fait de l'identification des entreprises prometteuses par le biais du programme TIPS une priorité, ce dernier sera considérablement renforcé. Deuxièmement, pour renforcer l'intégration avec les entreprises en amont et en aval, les sociétés d'investissement bénéficiant d'excellentes recommandations FreeTips et les opérateurs ScaleupTips recevront des points supplémentaires. Troisièmement, pour optimiser le suivi de la performance des opérateurs, les opérateurs sélectionnés seront désignés comme opérateurs stagiaires, puis, après une évaluation de deux ans, deviendront des opérateurs à part entière.
Kyung-won Cho, directeur de la politique des startups au ministère des PME et des Start-ups, a déclaré : « Le succès du programme TIPS est dû à la participation active d’opérateurs compétents. » Il a ajouté : « Nous espérons que les opérateurs du programme TIPS attireront des investisseurs de premier plan, qui s’attacheront à identifier les startups technologiques prometteuses et à créer davantage d’opportunités de croissance, contribuant ainsi à dynamiser l’écosystème des startups. »
