기술보증기금(이사장 김종호, 이하 ‘기보’)은 연구개발특구진흥재단(이사장 정희권, 이하 ‘특구재단’)과 30일(화) 대전 특구재단 본부에서 ‘혁신 스타트업 공동발굴을 위한 상호협력 업무협약’을 체결했다고 밝혔다.
이번 협약은 양 기관이 협력해 전국 5개 광역특구와 14개 강소특구로 구성된 특구 제도권 내 유망 기술창업기업을 발굴하고, 기보의 정책금융과 특구재단의 기술사업화 역량을 연계해 창업 생태계 활성화를 촉진하기 위해 마련됐다.
협약에 따라 양 기관은 공모 프로그램을 공동 운영해 우수한 기술과 성장성을 갖춘 특구 제도권 기업을 발굴한다. 대상 기업은 창업 후 7년 이내의 특구 제도권 중소기업으로, ▲연구소기업 ▲첨단기술기업 ▲특구펀드투자기업 등이다.
특구재단은 프로그램 운영 및 홍보를 통해 유망 창업기업을 기보에 추천하고, 기보는 추천기업에 대해 ▲혁신스타트업 특례보증 ▲투자 연계 ▲기술·경영컨설팅 ▲홍보 지원 등 맞춤형 종합 지원을 제공한다.
정규열 기보 서울서부지역본부장은 “이번 협약을 통해 특구 내 혁신 창업기업에 대한 맞춤형 금융지원을 강화하고, 지역 스타트업의 단계별 성장을 위한 발판을 마련했다”며, “기보는 앞으로도 유관기관과의 협력을 통해 혁신적인 기술과 아이디어를 보유한 스타트업의 성장을 지원하고, 기술창업 활성화를 위해 최선을 다하겠다”고 밝혔다.
한편, 기보는 지난 7월 혁신스타트업팀을 신설하고, 기술창업기업의 전주기 지원을 강화하기 위해 ‘혁신스타트업 특례보증’을 이달 출시했다. 기보는 특례보증을 통해 ▲보증비율 상향(85%→100%) ▲고정보증료(0.7%, 창업 후 7년간) 등의 우대혜택을 제공하고, 유망 스타트업의 초기 자금 애로 해소를 적극 지원할 예정이다.

Kibo Signs Business Agreement with the Korea Research and Development Special Zone Promotion Foundation
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced that it signed a “Mutual Cooperation Agreement for Joint Discovery of Innovative Startups” with the Korea Research and Development Special Zone Promotion Foundation (Chairman Jeong Hee-kwon, hereinafter referred to as “Special Zone Foundation”) at the Daejeon Special Zone Foundation headquarters on Tuesday the 30th.
This agreement was established to discover promising technology startups within the special zone system, which consists of five metropolitan special zones and 14 small and medium-sized special zones across the country, through cooperation between the two organizations, and to promote the revitalization of the startup ecosystem by linking Kibo's policy financing with the technology commercialization capabilities of the special zone foundation.
Under the agreement, the two organizations will jointly operate a competitive program to identify special zone institutional companies with superior technology and growth potential. Eligible companies are SMEs within the special zone institutional framework and have been established for less than seven years. These include research institutes, advanced technology companies, and special zone fund investment companies.
The Special Zone Foundation recommends promising startups to Kibo through program operation and promotion, and Kibo provides tailored comprehensive support to the recommended companies, including ▲special guarantees for innovative startups ▲investment linkages ▲technology and management consulting ▲publicity support.
Jeong Gyu-yeol, head of the Seoul Western Regional Headquarters of Kibo, said, “Through this agreement, we have strengthened customized financial support for innovative startups within the special zone and laid the foundation for the step-by-step growth of local startups.” He added, “Kibo will continue to support the growth of startups with innovative technologies and ideas through cooperation with relevant organizations and do its best to revitalize technology startups.”
Meanwhile, KIBO established an innovative startup team in July and launched the "Innovative Startup Special Guarantee" this month to strengthen full-cycle support for technology startups. Through this special guarantee, KIBO will offer preferential benefits, including an increased guarantee ratio (from 85% to 100%) and a high guarantee fee (0.7% for seven years after launch). The company will actively support promising startups in addressing their initial funding challenges.

棋保、研究開発特区振興財団と業務協約締結
技術保証基金（理事長キム・ジョンホ、以下「棋保」）は、研究開発特区振興財団（理事長チョン・ヒ権、以下「特区財団」）と30日（火）大田特区財団本部で「革新スタートアップ共同発掘のための相互協力業務協約」を締結したと明らかにした。
今回の協約は両機関が協力して全国5つの広域特区と14の江蘇特区で構成された特区制度圏内の有望技術創業企業を発掘し、棋保の政策金融と特区財団の技術事業化力量を連携して創業生態系活性化を促進するために設けられた。
条約により、両機関は公募プログラムを共同運営し、優れた技術と成長性を備えた特区制度権企業を発掘する。対象企業は創業後7年以内の特区制度圏中小企業で、▲研究小企業▲先端技術企業▲特区ファンド投資企業などだ。

チョン・ギョルヨボソウル西部地域本部長は「今回の協約を通じて特区内イノベーション創業企業に対するカスタマイズされた金融支援を強化し、地域スタートアップの段階別成長のための足場を設けた」とし、「起報は今後も関連機関との協力を通じて革新的な技術とアイデアを保有したスタートアップの成長を支援し、言った。
一方、ギボは7月にイノベーションスタートアップチームを新設し、技術創業企業の全周期支援を強化するために「イノベーションスタートアップ特例保証」を今月発売した。ギボは特例保証を通じて▲保証比率上方(85%→100%)▲固定情報料(0.7%、創業後7年間)などの優遇特典を提供し、有望スタートアップの初期資金愛で解消を積極的に支援する予定だ。

Kibo与韩国研发特区振兴基金会签署商业协议
韩国科技金融公司（韩国科技金融公司，董事长金钟浩，以下简称“KIBO”）宣布，该公司于30日星期二在大田特区基金会总部与韩国研发特区振兴财团（董事长郑熙权，以下简称“特区基金会”）签署了“创新型初创企业联合发现互惠合作协议”。

Kibo signe un accord commercial avec la Fondation coréenne pour la promotion des zones spéciales de recherche et de développement
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé avoir signé un « accord de coopération mutuelle pour la découverte conjointe de jeunes entreprises innovantes » avec la Korea Research and Development Special Zone Promotion Foundation (président Jeong Hee-kwon, ci-après dénommée « Special Zone Foundation ») au siège de la Fondation de la zone spéciale de Daejeon le mardi 30.
Cet accord a été établi pour découvrir des start-ups technologiques prometteuses au sein du système des zones spéciales, qui comprend cinq zones spéciales métropolitaines et 14 zones spéciales de petite et moyenne taille à travers le pays, grâce à la coopération entre les deux organisations, et pour promouvoir la revitalisation de l'écosystème des start-ups en liant le financement politique de Kibo aux capacités de commercialisation technologique de la fondation des zones spéciales.
Aux termes de cet accord, les deux organisations mettront en œuvre conjointement un programme concurrentiel visant à identifier les entreprises institutionnelles des zones spéciales présentant une technologie de pointe et un fort potentiel de croissance. Les entreprises éligibles sont des PME établies depuis moins de sept ans et relevant du cadre institutionnel des zones spéciales. Il s'agit notamment des instituts de recherche, des entreprises de haute technologie et des sociétés d'investissement des fonds de zones spéciales.
La Fondation de la Zone Spéciale recommande des startups prometteuses à Kibo par le biais de programmes de mise en œuvre et de promotion, et Kibo fournit un soutien complet et personnalisé aux entreprises recommandées, comprenant : ▲des garanties spéciales pour les startups innovantes ▲des liens d’investissement ▲des conseils en matière de technologie et de gestion ▲un soutien en matière de publicité.
Jeong Gyu-yeol, directeur du siège régional de Kibo à Séoul Ouest, a déclaré : « Grâce à cet accord, nous avons renforcé le soutien financier personnalisé offert aux jeunes entreprises innovantes de la zone spéciale et jeté les bases d’une croissance progressive des startups locales. » Il a ajouté : « Kibo continuera de soutenir la croissance des startups aux technologies et idées novatrices en collaborant avec les organismes concernés et s’efforcera de dynamiser le secteur des startups technologiques. »
Parallèlement, KIBO a mis en place une équipe dédiée aux startups innovantes en juillet et a lancé ce mois-ci la « Garantie Spéciale Startups Innovantes » afin de renforcer son accompagnement complet des jeunes entreprises technologiques. Grâce à cette garantie spéciale, KIBO offrira des avantages préférentiels, notamment un taux de garantie majoré (de 85 % à 100 %) et des frais de garantie élevés (0,7 % pendant sept ans après le lancement). L'entreprise soutiendra activement les startups prometteuses dans leurs efforts de financement initial.
