기술보증기금(이사장 김종호, 이하 ‘기보’)은 5일(수) 서울사무소에서 한국특허기술진흥원(원장 김명섭, 이하 ‘진흥원’)과 ‘중소기업의 지식재산 경쟁력 강화를 위한 업무협약’을 체결했다고 밝혔다.
이번 협약은 기보의 지식재산공제사업과 진흥원의 특허정보 종합서비스를 연계함으로써 중소기업의 지식재산권 확보부터 활용까지 전 주기에 걸친 종합 지원체계를 구축하기 위해 마련됐다.
협약에 따라 양 기관은 보유한 지원 역량을 기반으로 다양한 공동사업을 함께 펼친다. 기보는 ▲중소기업의 특허 출원 관련 비용 지원 ▲진흥원의 특허 및 기술거래서비스 관련 지원 등을 추진하고, 진흥원은 ▲중소기업의 특허 취득 대응전략 수립 ▲기보의 지식재산공제사업 지원 등을 통해 협력할 예정이다.
이번 협약을 통해 양 기관은 유기적인 협력체계를 구축하고, 중소기업의 지식재산 경쟁력 제고에 적극 기여할 방침이다.
박주선 기보 전무이사는 “이번 협약을 통해 중소기업이 지식재산권을 보다 체계적으로 취득하고 활용할 수 있는 기반이 마련됐다”며, “기보는 앞으로도 유관기관과 협력을 강화해 중소기업의 IP 확보와 기술경쟁력 강화를 적극 지원하겠다”고 밝혔다.
한편, 기보는 2019년 8월 지식재산처와 함께 국내 최초로 지식재산공제사업을 도입해 중소·중견기업의 IP 확보 비용 부담을 완화하고, 분쟁 위험을 줄이기 위한 지원을 지속해왔다. 지식재산공제사업은 가입기업에 ▲부금이자율 적용(2.75%p) ▲보증료 추가 감면(0.2%p↓) ▲지식재산비용 대출 ▲긴급 대출지원 ▲무료 자문서비스 등 다양한 혜택을 제공하며 중소기업의 IP 기반 성장을 돕는 주요 지원제도로 자리매김하고 있다.

Kibo Signs Business Agreement with Korea Intellectual Property Office (KIPO)
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced on Wednesday the 5th that it signed a “Business Agreement to Strengthen the Intellectual Property Competitiveness of Small and Medium-sized Enterprises” with the Korea Intellectual Property Promotion Agency (KIPPA, President Kim Myeong-seop, hereinafter referred to as “KIPA”) at its Seoul office.
This agreement was established to establish a comprehensive support system covering the entire lifecycle of intellectual property rights acquisition and utilization for small and medium-sized enterprises by linking the intellectual property insurance business of the Korea Intellectual Property Office and the Korea Patent Information Service (KIPO)’s comprehensive patent information service.
Under the agreement, the two organizations will leverage their respective support capabilities to pursue various joint projects. KIBO will support SMEs' patent application-related expenses and the KIBO will support the agency's patent and technology transaction services. KIBO will collaborate on developing patent acquisition strategies for SMEs and supporting KIBO's intellectual property tax credit program.
Through this agreement, the two organizations plan to establish an organic cooperative system and actively contribute to enhancing the intellectual property competitiveness of small and medium-sized enterprises.
Park Joo-sun, Executive Director of Kibo, said, “This agreement has laid the foundation for small and medium-sized enterprises to acquire and utilize intellectual property rights more systematically,” and added, “Going forward, Kibo will actively support small and medium-sized enterprises in securing IP and enhancing their technological competitiveness by strengthening cooperation with relevant organizations.”
Meanwhile, KIBO, in collaboration with the Ministry of Intellectual Property, introduced Korea's first IP Deduction Program in August 2019. This program has been providing ongoing support to ease the burden of IP acquisition costs for SMEs and reduce the risk of disputes. The IP Deduction Program offers various benefits to participating companies, including: ▲premium interest rate (2.75 percentage points), ▲additional guarantee fee reduction (0.2 percentage points), ▲intellectual property cost loans, ▲emergency loan support, and ▲free consulting services. It has established itself as a key support system for SMEs' IP-based growth.

技術保証基金（理事長キム・ジョンホ、以下「棋保」）は５日（水）ソウル事務所で韓国特許技術振興院（院長キム・ミョンソプ、以下「振興院」）と「中小企業の知識財産競争力強化のための業務協約」を締結したと明らかにした。
今回の協約は、棋保の知的財産共済事業と振興院の特許情報総合サービスを連携することで、中小企業の知的財産権の確保から活用まで全周期にわたる総合支援体系を構築するために設けられた。
条約に基づいて、両機関は保有した支援能力に基づいて多様な共同事業を共に展開する。起報は▲中小企業の特許出願関連費用支援 ▲振興院の特許及び技術取引サービス関連支援などを推進し、振興院は▲中小企業の特許取得対応戦略樹立 ▲技報の知識財産共済事業支援などを通じて協力する予定だ。

パク・ジュソン記者専務理事は「今回の協約を通じて中小企業が知識財産権をより体系的に取得して活用できる基盤が設けられた」とし、「起報は今後も関連機関と協力を強化し、中小企業のＩＰ確保と技術競争力強化を積極的に支援する」と明らかにした。

Kibo与韩国知识产权局（KIPO）签署商业协议
韩国科技金融公司（韩国科技金融公司，董事长金钟浩，以下简称“KIBO”）于5日星期三宣布，该公司在其首尔办事处与韩国知识产权促进院（KIPPA，总裁金明燮，以下简称“KIPA”）签署了“加强中小企业知识产权竞争力业务协议” 。

与此同时，韩国知识产权局 (KIBO) 与知识产权部合作，于 2019 年 8 月推出了韩国首个知识产权费用减免计划。该计划持续为中小企业提供支持，以减轻其知识产权获取成本负担，并降低纠纷风险。知识产权费用减免计划为参与企业提供多项优惠，包括：▲优惠利率（2.75 个百分点）、▲额外担保费减免（0.2 个百分点）、▲知识产权成本贷款、▲紧急贷款支持以及▲免费咨询服务。该计划已成为支持中小企业知识产权发展的重要保障体系。

Kibo signe un accord commercial avec l'Office coréen de la propriété intellectuelle (KIPO)
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé mercredi 5 avoir signé un « accord commercial visant à renforcer la compétitivité en matière de propriété intellectuelle des petites et moyennes entreprises » avec la Korea Intellectual Property Promotion Agency (KIPPA, président Kim Myeong-seop, ci-après dénommée « KIPA ») dans ses bureaux de Séoul.
Cet accord a été établi afin de mettre en place un système de soutien complet couvrant l'ensemble du cycle de vie de l'acquisition et de l'utilisation des droits de propriété intellectuelle pour les petites et moyennes entreprises, en reliant l'activité d'assurance de la propriété intellectuelle de l'Office coréen de la propriété intellectuelle et le service complet d'information sur les brevets du Service coréen d'information sur les brevets (KIPO).
Aux termes de cet accord, les deux organisations mettront en commun leurs capacités respectives pour mener à bien divers projets conjoints. KIBO prendra en charge les dépenses liées aux demandes de brevets des PME et assurera le soutien des services de l'agence en matière de transactions de brevets et de technologies. KIBO collaborera également à l'élaboration de stratégies d'acquisition de brevets pour les PME et soutiendra son programme de crédit d'impôt pour la propriété intellectuelle.
Par cet accord, les deux organisations prévoient de mettre en place un système de coopération organique et de contribuer activement à renforcer la compétitivité en matière de propriété intellectuelle des petites et moyennes entreprises.
Park Joo-sun, directeur exécutif de Kibo, a déclaré : « Cet accord a jeté les bases permettant aux petites et moyennes entreprises d'acquérir et d'utiliser les droits de propriété intellectuelle de manière plus systématique », et a ajouté : « À l'avenir, Kibo soutiendra activement les petites et moyennes entreprises dans la sécurisation de leur propriété intellectuelle et l'amélioration de leur compétitivité technologique en renforçant sa coopération avec les organisations concernées. »
Parallèlement, KIBO, en collaboration avec le ministère de la Propriété intellectuelle, a lancé en août 2019 le premier programme de déduction des coûts de propriété intellectuelle en Corée. Ce programme vise à alléger le fardeau financier des PME en matière d'acquisition de propriété intellectuelle et à réduire les risques de litiges. Il offre divers avantages aux entreprises participantes, notamment : un taux d'intérêt majoré (2,75 points de pourcentage), une réduction supplémentaire des frais de garantie (0,2 point de pourcentage), des prêts pour financer les coûts liés à la propriété intellectuelle, une aide financière d'urgence et des services de conseil gratuits. Il s'est imposé comme un dispositif de soutien essentiel à la croissance des PME fondée sur la propriété intellectuelle.
